Korea marks 58th anniversary of Daegu Democracy Movement
문재인 대통령, 촛불 혁명의 시작은 2.28 대구 민주화 운동
Today, February 28th, marks the anniversary of pro-democracy demonstrations that broke out in the city of Daegu... 58 years ago... against Korea's authoritarian government of the time.
And this year is the first time the date has been recognized as an official national memorial day.
President Moon Jae-in attended a ceremony today in Daegu, where he spoke to the importance of the movement and how it's led to the democracy Korea has today.
Our Blue House correspondent Hwang Hojun reports.
February 28th, 1960 marked a milestone in Korea's democratic history when about 17-hundred students from eight high schools in the southeastern city of Daegu took to the streets to protest then-President Rhee Syngman's attempt to secure a fourth term in office through election fraud.
It was the first student-led democracy movement since Korea was liberated from imperial Japan in 1945.
And on Wednesday, exactly 58 years later, a South Korean President took part in the very first government-recognized ceremony to commemorate the Daegu Democracy Movement.
Until now, the only presidential observation of the date was made by President Kim Dae-jung 18 years ago when he went to a ceremony held by private citizens.
President Moon Jae-in, in his speech to mark the day, stressed that the Daegu Democracy Movement was more than just a regional historic event,... rather it's something the entire nation must remember.
He said the student protests sparked a series of rallies across the nation,... ultimately leading to the April 19th Movement the same year, and ending the authoritarian rule of the Rhee administration.
Moving to the present day, he pointed to the so-called candlelight revolution, the mass demonstrations that led to former President Park Geun-hye's impeachment and removal from office last year, saying the Daegu Democracy Movement was the start of it all.
From that point on, we started our lofty journey to democracy, created a massive wave with the June Democracy Movement in 1987, and finally reached a greater democracy with the candlelight revolution.
The February 28th protests were only recognized by the government as a legitimate democracy movement in 2010, fifty years later.
And after a nationwide campaign in which more than 12 million signatures were gathered, including those of other Democratic Movement-related organizations,... it was designated last month as a national memorial day.
And that designation came with the support of the people of Gwangju, home to the May 18th Democratic Movement two decades later.
President Moon praised Gwangju and Daegu for coming together to support making February 28th a national memorial day... despite deep-rooted regionalism and political differences.

President Moon attends Daegu Democracy Movement Ceremony, stresses nation's journey to democracy
문재인 대통령, 촛불 혁명의 시작은 2.28 대구 민주화 운동
Today marks the fifth-eighth anniversary of the February 28th Democracy Movement.
President Moon Jae-in attended today's ceremony in the southeastern city of Daegu and delivered a special address.
For more details, we now connect to our Blue House correspondent Hwang Hojun on the phone.
Hojun, to many of our viewers the Daegu Democracy Movement, also known as the February 28th Democracy Movement might not be too familiar.
Just give us a brief history lesson on the significance of the day?
Well, Mark, 58 years ago today, about 1,700 students from eight high schools in the southeastern city of Daegu took to the streets.
They protested against then-President Rhee Syngman, and his attempt to use election fraud to secure a fourth term in office... as authorities forced the students to go to school on a Sunday, to prevent their attendance at a campaign rally of the opposition party's candidate ahead of the national election.
It was the first student-led movement since Korea was liberated from colonial Japan in 1945 and it ultimately led to the April 19th Movement in the same year, which ended the authoritarian rule of the Rhee administration.
A milestone in Korea's democratic history for sure. But Hojun, wasn't it just last month that the government designated the day as a national holiday.
That's right. In fact, the day was only recognized as a legitimate democracy movement in 2010, fifty years after the protest occured.
And the designation as a national memorial day came after more than 12 million signatures and nationwide petition, including those of the May 18 Democratic Movement-related organizations.
So it's a big deal for President Moon to attend today's ceremony, which also included a short musical skit and performances, as it marks the first time a South Korean President took part in the very first government-recognized ceremony to commemorate the Daegu student protests.
Before today, late President Kim Dae-jung made a visit to a ceremony hosted by a group of citizens 18 years ago.
During the ceremony, President Moon stressed the Daegu Democracy Movement is more than just a regional historic event,... rather it is something the entire nation must remember.
Highlighting the so-called candlelight revolution, the mass demonstrations that called for the resignation of former President Park Geun-hye over her corruption scandal leading to the birth of this administration,.... he said the beginning of it all was the Daegu Democracy Movement.
From that point on, we started our lofty journey to democracy, created a massive wave with the June Democracy Movement in 1987, and finally reached a greater democracy with the candlelight revolution.
President Moon also highly evaluated how the cities of Daegu and Gwangju, in which the May 18 Democracy Movement occured, came together in solidarity and cooperation in support of designating February 28 as a national holiday, while transcending deep-rooted regionalism and political differences.
Mark.

S. Korea observes 70th Constitution Day amid calls for revision
70주년 제헌절, 개헌논의는 어디로
Staying with nation's 70th Constitution Day, we now turn the spotlight to how it's revised over the years.
While looking back at the changes, our Kim Mok-yeon help us gauge whether we will see a promised tenth amendment any time soon.
Seven decades ago today, South Korea formally adopted its first constitution.
It has been amended 9 times since then, with each revision reflecting the nation's footsteps towards democracy.
Past revisions focused on the nation's power structure.
In 1972, Korea's former president Park Chung-hee changed the constitution to allow indirect presidential elections, and in 1980, the constitution was revised to adopt a seven-year, single-term presidency under then-president Chun Doo-hwan.
But through the June Democratic Movement in 1987, the dictatorship came to an end and the constitution was once again revised -- to allow direct presidential elections and a five-year, single-term presidency.
Since then, Korea has been observing the 9th revised version for the past 30 years. Its basic principles center on the sovereignty of the people, separation of powers, and the pursuit of peaceful unification of the two Koreas.
Lately, there have been calls for a tenth revision, and President Moon Jae-in had expressed hopes that the process could have been held alongside the local elections in June.
But opposition from numerous lawmakers meant the plan was scrapped.
With the societal changes that have occurred over the past decades, such as the development of IT, and issues concerning low birthrate and an aging society, public demand for the revision has been strong, as many want to directly participate in creating a new constitution.
In Korea, any constitutional revision requires the support of more than two-thirds of the members of the National Assembly before it can be put to a national referendum.
But according to experts,... with the current distribution of parliament...
prospects for a constitutional amendment in the near future don't seem too bright.
Kim Mok-yeon, Arirang News.

SUMMARY
=======
South Korea, officially the Republic of Korea (ROK), is a country in East Asia, constituting the southern part of the Korean Peninsula and lying to the east of the Asian mainland. The name Korea is derived from Goguryeo which was one of the great powers in East Asia during its time, ruling most of the Korean Peninsula, Manchuria, parts of the Russian Far East and Inner Mongolia, under Gwanggaeto the Great. South Korea lies in the north temperate zone and has a predominantly mountainous terrain. It comprises an estimated 51.4 million residents distributed over 100,363 km2 (38,750 sq mi). The capital and largest city is Seoul, with a population of 10 million.
Archaeology indicates that the Korean Peninsula was inhabited by early humans starting from the Lower Paleolithic period (2.6 Ma–300 Ka). The history of Korea begins with the foundation of Gojoseon in 2333 BC by the legendary king Dangun, but no archaeological evidence and writing was found from this period. The Gija Joseon was purportedly founded in 11th century BCE, and its existence and role has been controversial in the modern era. The written historical record on Gojoseon (Old Joseon) was first mentioned in Chinese records in the early 7th century BCE.
Following the unification of the Three Kingdoms of Korea under Unified Silla in AD 668, Korea was subsequently ruled by the Goryeo dynasty (918–1392) and the Joseon dynasty (1392–1910). It was annexed by the Empire of Japan in 1910. At the end of World War II, Korea was divided into Soviet and U.S. zones of occupations. A separate election was held in the U.S. zone in 1948 which led to the creation of the Republic of Korea (ROK), while the Democratic People's Republic of Korea (DPRK) was established in the Soviet zone. The United Nations at the time passed a resolution declaring the ROK to be the only lawful government in Korea. The Korean War began in 1950 when forces from the North invaded the South. The war lasted three years and involved the U.S., China, the Soviet Union and several other nations. The border between the two nations remains the most heavily fortified in the world. Under long-time military leader Park Chung-hee, the South Korean economy grew significantly and the country was transformed into a G-20 major economy. Military rule ended in 1987, and the country is now a presidential republic consisting of 17 administrative divisions.
South Korea is a developed country and a high-income economy, with a very high Human Development Index, ranking 22nd in the world. The country is considered a regional power and is the world's 11th largest economy by nominal GDP and the 12th largest by PPP as o ...
