Sanction for bottled drinking water unit
The proposal to start a bottled drinking water unit by Kerala Irrigation Infrastructure Development Corporation (KIIDC) near the Malankara dam has been sanctioned by the government. Rs 9.86 crore out of Rs 10.15 crore included in this year's budget under the title 'Investment' will be released soon. The paid up capital of KIIDC will be increased to Rs 10 crore from Rs 21, 11,600.
KIIDC, formed in 2003 now plans to start a unit that produces 9000 liters of bottled drinking water in an hour by following all stipulated rules near the Malankara dam. Buildings and other basic facilities are being constructed. Steps have been taken to install necessary machineries through tender process. The company aims to bring out its bottled drinking water 'Hilly Aqua' by February 2014.
Providing clean drinking water at a low price is one of the prime considerations of the government. This will be possible through a company in the government sector. Currently, around 8 lakh liter of bottled drinking water a day is sold in the State with a turnover of Rs 60 crore per month.
20% tender excess sanctioned for works of 310 roads
Cabinet has decided to sanction Rs 95 crore for giving tender excess of 20% to the 310 roads (740 km) not taken up for works till now under Prime Minister's Grameen Sadak Yojana (PMGSY) project. To finalize the work, a high ranking official from the Rural Development department of Union government will reach Kerala and hold discussion with Minister for Rural Development K C Joseph on 13 December. It is expected that the works can be handed over by January 15, 2014.
250 km of roads have also been sanctioned under the PMGSY project. A detailed project report in this regard will be submitted soon, which also includes the Attappady package. Sanction has also been accorded to take up renovation works of 570 km of roads in the second phase of PMGSY.
Kerala Real Estate Bill
Law department has been entrusted with the task of preparing the Kerala Real Estate (Development and Regulation) Bill with necessary changes in view of the anticipated Central law.
With a view to put an end to the exploitations in the real estate sector and to bring in more control, the Housing department had prepared a draft ordinance of the Kerala Apartment Regulatory Authority and the same was discussed by the Cabinet on 06-06-2012. This was taken up for discussion again in the Cabinet held on 12.03.2013. Further, it was also decided that a regulatory authority needs to be formed for which the department of LSG has to prepare a Bill at the State level in tune with the Bill prepared by the Central government. The bill thus prepared by LSG has been sent to the Law department.
The Centre prepared a bill related to this and on June 2013 this was approved by the Central Government and presented in the Rajya Sabha. As there are many complaints regarding exploitation of consumers by builders, the State government cannot wait for the Central regulation, said the chief minister.
