Hovercrafts Used to Ferry Passengers across Border River between China, Russia
As the winter coldness sets in along the China-Russia border river near Heihe in northeast China's Heilongjiang Province, the Chinese side has changed to using hovercrafts to ferry passengers across the river as a safe mode of transportation during the winter season.
Local frontier inspection authorities have made the decision on the change after floating ice blocks have appeared in the river to threaten ferry boats.
Starting from this day, the port of Heihe has changed to using hovercrafts to ferry passengers across the border river. According to data of previous years, border inspection will become difficult with the use of hovercrafts due to such uncertainties as passenger dispersal and increasing coldness along the river, says Xiong Wenlong, an official of the Heihe frontier inspection station.

Heihe, one of China's excellent tourism cities, is located in the northern part of Heilongjiang Province, and Heilong Jiang (the Amur River) marks the border between the city and Blagoveshchensk, the capital of Amurskaya Oblast, Russia. Also, they are the only two cities with the largest size, the shortest distance, the highest level, and the most full-featured functions on Sino-Russia border line. Also, Heihe is a border city with Chinese and Russian atmosphere, vast land, rich resources, and a sound eco-system: volcano, mineral, river, forest, ice, and snow. In September, 1988, Heihe took the lead in the country launching “one-day tour between China and Russia”, and then opened a diamond journey in the Sakha (Yakutia) Republic, an eco-tour in Lake Baikal, cold water angling in Russia, rural experience, and cross-border journey. The six major tourist functional areas, three major ice and snow experience zones, and three tourism development zones are improving over time. Heihe has become the most beautiful sight on the 4,300 km Sino-Russia border line.

Russia & China complete first cross-border highway bridge
The bridge links the cities Heihe in northern China and Russia’s far eastern city of Blagoveshchensk located on the opposite banks of the Amur River. $300-million construction project started in December 2016 and the two parts of the massive cable-braced bridge were joined together at the end of May. The new milestone was reached on Friday, November 29, when local authorities announced the end of the construction works paving the way for the opening, scheduled for April 2020.

China starts to build a cross-river cableway that links the Chinese city Heihe with the Russian city Blagoveshchensk.
Once completed, it's expected to carry millions of people across the border river and will be the first such facility connecting two countries.

China, Russia start hovercraft transportation over border river
China and Russia on Monday started hovercraft transportation over the Heihe section of the Heilongjiang River, a border river between the two countries.
The start of the hovercraft service this year was four days earlier than 2015, due to an increasing number of floating ice on the river caused by a temperature drop.
A total of 15 passenger hovercraft have been put into use. The service is expected to last about two months.

The situation of the border trade has improved gradually, however, the policy on the Blagoveshchensk side changes often. The taxes in Russia are not stable, sometime they are up and sometime down, depending on the negotiations of the two sides.

STORYLINE
Russian President Vladimir Putin heads to China this weekend, visiting the country's new leaders in an effort to cement good relations between the nations.
More than a year after Putin threw his backing behind the U.S.-led anti-terror campaign, and stepped up cooperation with the West, the visit will also serve as a reminder that the Kremlin is simultaneously pursuing close relations with China.
One of the topics high on the agenda will be economic and trade relations between the countries, which share a 4,240-kilometer (2,630-mile) border.
One example of the growing trade relations can be found in the Chinese border city of Heihe and its Russian counterpart - Blagoveshchensk - just across the river.
In the 1990s the Heihe government began to develop an island in the river between the two nations as an international trading center, where Russians and Chinese could deal in the same market.
Every morning, hundreds of Russians from Blagoveshchensk ferry cross to the island to buy clothes, shoes and other products from the Heihe wholesalers.
Although many Russians are impressed by the improving quality of Chinese goods the trade between the two sides has also generated some friction.
Russians are not allowed to trade in China whilst Chinese businesses continue to flourish within the Russian border.
Many of the hundreds of Russians who cross the border into China are hired to purchase goods in China and carry them back across the river, conveniently evading tax levies.
But Russia hasn't lost sight of the benefits that come from a wider cooperation with China.
China has been the top customer for Russia's struggling defence industry since the collapse of the Soviet Union, purchasing billions of dollars worth of jets, missiles, destroyers and submarines, although no military cooperation deals are expected to be signed during Putin's visit.

China's north-eastern port city of Heihe has been hit by some of the worst floods in thirty years.
The Daheihe island bordering Russia was partially submerged as waters continued to rise following days of heavy rain.
The downpour has forced the Heilongjang river over its banks, covering farm lands, inundating homes and forcing immigration offices to close.
Border officials are trying to work around the rising water levels.
We adjusted our work schedules. With additional police backup, we have people on duty around the clock to get an update of the latest water levels, explained Heihe border checkpoint official, Yu Changguang.
Across the border in Russia, Neighbouring town Blagoveshchensk is also suffering.
The Emergencies Minister declared the floods a 'federal emergency' as around 2,000 people were forced the flee after weeks of torrential rains in the Amur region.

Workers on Thursday broke ground on a cableway spanning Heilongjiang River, which forms the China-Russia border, in hopes of advancing tourism in the region.
It is the first cross-border cableway between the two countries. On completion, the cableway will link up Heihe, a city in Northeast China's Heilongjiang province, and the Russian city of Blagoveshchensk across the Heilongjiang River, also known as Amur River.
As China's opening-up gains further steam, exchanges between the two cities have been increasing. Border crossing, however, has remained stubbornly slow.
The cableway, with a budget of 570 million yuan ($83 million), will be 972 meters in length and will follow two-way traffic, with cable coaches capable of carrying 80 people each. The cableway is designed to have a transporting capacity of 6 million people annually.
A cableway will be a safe and convenient shortcut for tourists to cross the Heilongjiang River, said Qin Enting, secretary of the Heihe Municipal Committee of the Communist Party of China. Riders will also get a glimpse of the unique views of both cities.
It is expected that the cableway will be finished and become operational in the first quarter of 2021. Completion of the project will boost tourism in the region and there will be 10 percent increase in the number of tourists to Heihe, according to estimates by the relevant departments of Heihe city.
Also, the time for a single-way border crossing will be shortened to less than 10 minutes.

Dutch architectural firm UNStudio has been chosen to design a cable car terminal in Russia that will connect the Russian city of Blagoveshchensk to the Chinese city of Heihe.

Немного гневное видео о стоимости билетов на погранпереходе Благовещенск-Хэйхэ. Мне кажется, что цена билета в 1650 р. за 800 м. через реку Амур сильно завышена, скорее всего в связи с монополией Амурассо на пассажирские перевозки (куда смотрит антимонопольная служба вообще не понятно), а в межсезонье и зимой ещё дороже, цена доходит до 2500 р. И это ещё не считая поборов на китайской таможне, а это плюс 500 р. таможенный сбор + 500 р. портовый сбор. Даже для Китайцев съездить к нам в Благовещенск и обратно стоит дешевле почти на 750 рублей чем нам.

Heilongjiang
Heilongjiang is a province of the People's Republic of China located in the northeastern part of the country. Heilongjiang literally means Black Dragon River, which is the Chinese name for the Amur. The one-character abbreviation is 黑. The Manchu name of the region is Sahaliyan ula, from which the name of Sakhalin is derived, and the Mongolian name with the same meaning is Qaramörin.
Heilongjiang borders Jilin in the south and Inner Mongolia to the west; it also borders Russia to the north and east.
