Rehabilitation and Reintegration of Returning Foreign Terrorist Fighters
An event held on the margins of the White House Summit on Countering Violent Extremism
As the threat of homegrown extremists and returning fighters attracts more attention, Western governments are struggling to keep pace with the ever increasing number of individuals traveling abroad to fight in Syria and Iraq with groups such as ISIS and the al-Nusra Front. Enhanced counterradicalization programming is critical to stemming the flow of foreign fighters to these conflicts, but no less critical is the question of what to do with those who return home. Some returnees may engage in acts of terrorism, as underscored by recent events, but others may not. Assuming not all returnees should or could be prosecuted, how should governments deal with them?
To discuss these questions, The Washington Institute's Stein Program on Counterterrorism and Intelligence is pleased to host a Policy Forum with three expert practitioners working in this newly developing space. Moderated by Institute fellow Matthew Levitt, the panel will feature Gen. Doug Stone (USMC, Ret.), senior European Union counterterrorism official Gilles de Kerchove, and Jacob Bundsgaard, Lord Mayor of Aarhus, Denmark.

Doug Stone, a retired Marine major general, oversaw all theatre interrogation and detention in Iraq during the post-2006 surge and is credited with changing the U.S. military approach to detention policy. He now works for the UN and was directly involved in developing the Rome Memorandum, the seminal best-practices compendium for rehabilitation and reintegration of violent extremist offenders.
Gilles de Kerchove is the EU Counterterrorism Coordinator. A senior Belgian official, he previously served as director of justice and home affairs in the Council Secretariat of the European Union from 1995 to 2007, among other positions.
Jacob Bundsgaard is Lord Mayor of Aarhus, Denmark, and a prominent player in the Aarhus model rehabilitation program, which has garnered international attention through its efforts to prevent radicalization by improving life skills and strengthening people's networks.
Matthew Levitt is the Fromer-Wexler Fellow and director of the Stein Program on Counterterrorism and Intelligence at the Institute. A former official with the FBI and Treasury Department, he is a longtime analyst of counterradicalization and CVE policy.
