[NHD Korea 2019 Senior Individual Documentary 3rd place entry] From April 1948, shortly after South Korea's liberation from Japan, thousands of residents of the Jeju Island have been massacred by their own government. The government had indiscriminately killed anyone seen within the mountainous regions of the island, under the proclaimed aim of eliminating any communist militias remaining in the island. Tragedy In Jeju: Behind a National Triumph (2019) highlights how a turn of events in the name of national triumph following independence resulted in the tragedy of a small island, and illustrates the past, present, and the future of the island in the context of what is now known as the Jeju April 3rd Massacre.

In the wake of the South Korean government's efforts to discover the truth about the April Third Jeju Incident that began 71 years ago today,... a commemoration ceremony took place earlier on Korea's southern island.
In a speech at the April Third Peace Park,... Prime Minister Lee Nak-yon said,.... over the span of seven years... some 30-thousand people,..... ten percent of Jeju's entire population at the time,..... were killed after being labeled communists, and survivors were forced to stay silent about it for over 50 years.
Casting light on the distorted history as the then-government banned the public from even discussing it...., Lee said,... thanks to authors and poets, the truth came to light with the opening of the era of democracy in 2000.
He added,... Jeju epitomizes forgiveness and reconciliation before the world.
President Moon Jae-in also tweeted that a complete resolution of the Jeju Incident is the pathway to national unity.
He pledged to continue efforts to discover the truth and regain the honor and dignity of the victims through compensation and the establishment of trauma recovery centers.

April 3 Jeju Uprising and Massacre -- 70 Years Later
Tuesday April 3, 2018 marked the 70th anniversary of the April 3 Jeju Uprising and Massacre. In April 1948, guerrilla fighters in the southern island of Jeju waged an armed struggle against the U.S.-backed Korean police and right-wing paramilitary groups. More than 30,000 Jeju residents -- 10% of the island’s population at the time -- died at the hands of government forces and right-wing paramilitary groups. At the time, the U.S. military occupied the southern half of the Korean Peninsula and controlled all police, military and government forces in the south.
Seventy years later, the families of the fallen victims, the people of Jeju, and activists for peace are still seeking justice and demanding the U.S. acknowledge, apologize and take responsibility.

And now along with the Moon Jae-in administration's efforts to commemorate and discover the truth about the April Third Jeju Incident that began 70 years ago today, our Cha Sang-mi delves deeper into what triggered the incident and why it is not considered an official part of Korea's modern history.
Jeju Island is famous for its beauty and natural wonders, but its dark history is often overlooked.
In 1947, the shooting of civilians by police during the March 1st Movement celebration triggered a period of turmoil on Jeju island.
A child at the march was ran over by the police. As the crowd grew louder around the policeman who claimed he didn't know there was a kid, other officers started firing their guns at innocent people, killing 6. If the government back then and the U.S. military government had apologized, this might not have become such a big incident.
“The April 3rd Jeju Incident is series of events that took place from 1947 to 1954, resulting in the highest number of casualties in modern Korean history, excluding the Korean War. Some twenty-five thousand to thirty thousand people were killed.
It was a horrific massacre.
But the truth behind the incident wasn't revealed until over half a century later.
The then-government distorted the incident as a communist riot and banned the public from even discussing it. There was a time when authors would get arrested if they published novels or literary pieces featuring this theme.
Citizens' efforts to find the truth led to the Special Act on the restoration of honor of the victims in 2000.
One of public-level efforts includes a petition to obtain an official apology for the incident from the United States. We can't just blame the then-U.S. government, but it is true they were behind the strategy and planning.
Reconciliation movements have also been seen on Jeju Island recently - the families of the deceased and the police association making reconciliatory statements and paying tribute together.
The general Korean public lacked understanding of the Jeju Incident, often thinking it is just the history of Jeju. So the people of Jeju felt very isolated, but the incident is not just Jeju's history. It is our country's tragedy that we need to help heal and restore.
The head of the national museum says this is a horrendous event in Korean history, but many parts of the world nowadays are also experiencing similar tragedies, and that through understanding and empathizing with the pain of Jeju Incident people can strive together to try and prevent similar tragedies in the future.

In the meantime,... let's get some more in-depth analysis of the Jeju April Third Incident from an expert. We'll be keeping a close eye on the goings on in Jeju as we go as we await the president. Joining us is An Junseong, Visiting Professor from J.D. Michigan State University, currently at Yonsei University in Seoul.

Q1. I’d like to ask you to explain in detail what happened during the “Jeju April 3rd” or “April Third incident”? Even for many Koreans, it’s an unfamiliar but important part of the country’s history…
Q2. Official reports say around 14,400 people were killed, but some estimates put the figure more like 30,000, which would have been 10 percent of the island’s population at the time. Why were the actions of the soldiers against innocent civilians so severe?
Q3-1. For someone just hearing about the history, I suspect it’s quite hard for them ? especially our international viewers ? to wrap their heads around the events that took place. Would you say the “April Third incident” played the main role in Jeju islanders’ identity as it is today?
Q3-2. And would you say the massacre drove a wedge between Jeju islanders and those from the mainland. And is there still a wedge that exists even now?
Q4. Can you tell us about government efforts to compensate the survivors and the bereaved families. What did they receive and do you think it was sufficient? (What more should be done?)
Q5-1. What’s your take on the commemoration? And what significance do you put on President Moon attending this year’s ceremony?
Q5-2. Is this part of President Moon’s desire to make history right and digest it however painful it may be? In his draft of a bill on amending the Constitution, he added references to democratic movements in the preamble to his proposal for the Constitutional changes.
Q6. President Moon served as chief of staff to late former president Roh Moo-hyun, who in October 2003, apologised on behalf of the national government for the April Third incident. He was the first incumbent leader to do so. Do you think another reason for President Moon to attend today is his ongoing close affection for his former boss?
Q7. South Korean leaders before President Moon didn’t attend previous ceremonies. Do you think it was their duty to go… and should it continue to be the duty of future presidents ? regardless of their political affiliations ? to attend this ceremony?
Q8. During my research for our chat, I read that Jeju islanders weren’t allowed to to talk publicly about the April Third incident until 1997. Can you explain why the people of Jeju weren’t allowed to speak up until then… and what changed in 1997.
Q9-1. Since it wasn’t in the public discourse for so many decades as it was purged from historical records, do you think the people of Korea have had enough time to squarely face the history of the April third incident?
Q9-2. Should more be done to teach students about that dark period in Korea’s history?
Q10. For our viewers who want to learn more. A movie released about the brutality brought against the people of Jeju during the incident. It’s a 2012 release called ‘Jiseul’ and it was highly acclaimed both here in Korea and internationally. Have you seen it and would you say it shows a realistic depiction of the events?

President Moon meets victims' families, pledges to seek complete resolution to Jeju April 3 Incident

Shortly after the ceremony, President Moon Jae-in also held a luncheon meeting with the relatives of the victims of the Jeju April 3rd Incident and pledged that the government will seek a complete resolution of the tragedy.
I hope today's ceremony will serve as momentum for the truth of the Jeju April 3 Incident to be set straight, so that from now on, no one can deny, undermine, or disparage the tragedy that took place.
He also expressed to the victims' families that he was glad that he was able to keep his promise; President Moon had pledged in his election campaign to attend the commemoration ceremony.
Government officials, including Jeju Governor Won Hee-ryong, also attended.
The South Korean President also visited a shrine at the April Third Peace Park, which is where the memorial ceremony took place this morning and paid his respects to the victims of the massacre.
He also left a message in the guestbook expressing his determination to achieve reconciliation and coexistence.

S. Korean President Moon vows to unearth truth, recover honor of tens of thousands killed

President Moon Jae-in attended a ceremony marking the 70th anniversary of the April third tragedy in Jeju.
The third South Korean leader to issue an apology over the state violence... made it clear, efforts to uncover the truth and honor the victims should never end.
Arirang's chief Cheongwadae correspondent Moon Connyoung has our top story. Turquoise-hued water... coal-black volcanic landscape... South Korea's southernmost island of Jeju is famous for its beautiful scenery and hearty local cuisine.
But, behind its sublime beauty lies a dark history.
April 3rd, 1948... is attributed to a seven-year long government-civilian clash stemming from an ideological division during which tens of thousands of islanders were brutally killed.
In the several decades after 1954, the country's authoritarian governments either distorted or covered up the truth behind it in the name of public order and peace.

April 3rd, 2018.
Standing at a peace memorial park dedicated to anywhere between 14-thousand and 30-thousand victims... many of whose bodies were never found... President Moon Jae-in became only the third South Korean president to apologize for the ruthless massacre of 70 years ago.
As president, I offer my deepest apology for the pain and suffering caused by state violence and I express my appreciation for all the efforts made to heal them.
Efforts to find the truth and restore the honor of victims started in the late 1990s under the liberal president of the time, Kim Dae-jung, and were continued by his like-minded successor Roh Moo-hyun... who became the first South Korean president to issue an official apology and attend a memorial service for the victims.
But these efforts fizzled out as budgets were cut and research was stopped under the following conservative administrations.
Today, I pledge to steadily move toward the complete resolution of the April 3 incident.
Never again will our efforts to verify the truth and restore the victims' honor be suspended or pulled back.
Making note of those who still refuse to recognize the Jeju Incident, President Moon called on the nation to face squarely the dark side of Korean history... free of ideological or political agenda.
Standing before the souls of the victims of the April 3 incident, we reaffirm that peace and co-existence can only stand based on truths, not ideologies.
The human rights lawyer-turned-president, whose key campaign pledge was to find and establish
the truth about the Jeju Incident... stressed that only then can we repent of the unfortunate past and recover the universal value of mankind.

4.3 Memorial Service - 65th Anniversary
Thousands of mourners gathered for a memorial service at Jeju April 3rd Peace Park, Bonggae-dong, Jeju City and were witness to speeches, songs, dances and recitals in bright sunshine, belying the somber mood.
Filming for movie about Jeju ‘haenyeo’ will begin in June
The director of the film “Jiseul,” which is based on the April Third Incident, is preparing for his next film, which will be about the island’s women divers.
