Kumagaya Fan Festival is an annual festival of Yasaka Shrine held in Kumagaya, Saitama. This festival has a history of over 400 years and has been loved by locals since ancient times. Before about 1900, each store was dedicated to “sekihan” (steamed rice with red beans) at the festival, so it was famous as “Sekihan dedication of Kumagaya”.
Around 1890, the owner of a restaurant started distributing fans instead of sekihan, so that it was distributed in the same way at nearby stores. It seems that it changed from there to the “Kumagaya Fan Festival”.
Kanto’s best Gion festival, “Kumagaya Fan Festival”, is held in the hottest place in Japan and is a magnificent festival with over 700,000 people every year.

Uchiwa Matsuri - Japanese Fan Festival of Kumagaya
North of Tokyo the small city of Kumagaya hosts a festival dedicated to uchiwa - Japanese flat fans. Actually not really but the original festival was usurped by shops giving out free fans that it kind of took over the festival and the name.
The festival goes for several days and the highlight is on July 22nd when half-a-dozen wooden cart floats gather together and try to outdo each other in making a cacophony of noise. Five of them have historical and legendary figures atop them.
I first went here about 4 years ago back before I had a video camera but I did a story on it with more detail (click the link above).
Kumagaya Uchiwa Festival (Japanese Fans) - Uchiwa Matsuri
A festival held by Yasaka Jinja Shrine to ward off ailments and pray for good harvest and prosperous business. The city hosts one of the most famous festivals in the Kanto region with a dynamic procession of floats and festival music. Sekihan (rice cooked with beans) has always been made for this special occasion in hopes for good health. The rice was distributed at the shopping district during the festival until one summer, a shop keeper passed out fans instead of the sekihan. Since then, the summer festival has also been called the Fan Festival.
This traditional festival is held for 3 days. From July 20th to 22nd . The climax of the festival is the 3rd night. The streets are lined with food stands, the musical accompaniment reaches its peak as the floats come together at the festival square.

The Kumagaya Uchiwa-Matsuri is regularly held festival
of Atagoyasaka Shrine in Kamakuracho, Kumagaya, Saitama Prefecture, which is held every year from the 20th to the 22nd.
Yasaka Shrine recruits Kyoto Yasaka Shrine,
and it is affiliated with Atago Shrine currently located in Kamakuracho, a subordinate shrine of Kyoto Yasaka Shrine.
The appearance of 12 festival floats moving around the city is called Kanto's No. 1 Gion Festival because of its luxury. Tatakiai where the festival culminates, festival floats gather in front of the station or square and perform tatakiai.

An unedited video our trip to this popular Kanto festival.
During the 19th century, shops in Kumagaya began handing out traditional Japanese fans, called uchiwa, to shoppers to beat away the summer heat. Over time, this tradition grew into a full-fledged festival. The fans aren't so important to the Kumagaya Uchiwa Matsuri today, but the name remains. Today, like all Japanese summer festivals, it's an excuse to hit the streets and have a good time.

The climax of this festival of ornate floats on the final evening on July 22, 2013. Twelve floats with noisy musicians paraded around central Kumagaya, Saitama, Japan from 5:30 pm and gathered at the main festival plaza for the climax at 8:45 pm. I followed them from Nakasendo Road near Yagihashi Dept. Store to the main festival plaza. After 30 min. of useless speeches (not recorded in the video) by local politicians, etc., the 12 floats converged at the plaza at around 8:45 pm. The floats have mannequins depicting legendary figures like as emperor, samurai, etc. The climax included a ceremony to transfer the Nenban job (festival chairman) to the next group for next year's festival.

Uchiwa festival in Kumagaya city is known for huge wheeled dashi. While festival is very old it's very modern in some way, all dashi have GPS and you can find their real time position at festival website.
Looks like in the end the main goal is become loudest dashi.
Other than that there are many food and game stalls, girls in kimono and sweat because it's too hot (next day it was +41C in Kumagaya)
Festival takes 3 days starting on 3rd Friday of July.
