Washington, D.C., formally the District of Columbia and commonly referred to as Washington, the District, or simply D.C., is the capital of the United States. The signing of the Residence Act on July 16, 1790, approved the creation of a capital district located along the Potomac River on the country's East Coast. The U.S. Constitution provided for a federal district under the exclusive jurisdiction of the Congress and the District is therefore not a part of any state. The states of Maryland and Virginia each donated land to form the federal district, which included the pre-existing settlements of Georgetown and Alexandria. Named in honor of President George Washington, the City of Washington was founded in 1791 to serve as the new national capital. In 1846, Congress returned the land originally ceded by Virginia; in 1871, it created a single municipal government for the remaining portion of the District. THE HOUSE OF THE TEMPLE
During the Supreme Council’s session in October 1909, a resolution was passed to enlarge or extend the existing House of the Temple in Washington, D.C., or to erect a new one. This unanimously enacted resolution gave Grand Commander James D. Richardson “full power to do any and all things necessary and proper in connection herewith (that is the building etc.,) including the purchase of the necessary real estate and the erection of a suitable building, furnishing the same, etc.” (1911 Transactions, p. 115).
Opened to great fanfare on October 18, 1915, the House of the Temple in Washington, D.C., has since functioned as the headquarters of the Supreme Council, 33°, Scottish Rite of Freemasonry, Southern Jurisdiction, USA. The Temple, which includes a library, archives, and museums, is open to visitors for guided tours. The library—which was the first library open to the public in the District of Columbia and remains so today—contains books on Freemasonry including history, philosophy, symbolism, poetry, lodge proceedings, and periodicals.
Designed by renowned architect, John Russell Pope, the House of the Temple was his first monumental commission. It garnered him the attention of the architectural community, leading to many awards and commissions in the District, such as the Thomas Jefferson Memorial, National Archives, and the National Gallery of Art—West Building.

The D.C. sniper attacks (also known as the Beltway sniper attacks) were a series of coordinated shootings that occurred during three weeks in October 2002, in the states of Maryland and Virginia, and the District of Columbia. Ten people were killed and three others were critically injured, in the Baltimore-Washington Metropolitan Area and along Interstate 95 in Virginia.
The snipers were John Allen Muhammad (aged 41 at the time) and Lee Boyd Malvo (aged 17 at the time), who traveled in a blue 1990 Chevrolet Caprice sedan. Their crime spree, begun in February 2002, featured murders and robberies in the states of Alabama, Arizona, Florida, Georgia, Louisiana, Texas, and Washington, which resulted in seven deaths and seven injured people; in ten months, the snipers killed 17 people and injured 10 others.
In September 2003, the adult Muhammad was sentenced to death, and, in October, the adolescent Malvo was sentenced to six consecutive life sentences without parole. In November 2009, Muhammad was put to death by lethal injection.
In 2017, Malvo's conviction to a life sentence without parole was overturned on appeal in Virginia, with re-sentencing ordered pursuant to the Supreme Court's ruling in the case of Miller v. Alabama (2012), which voided mandatory life-sentence punishments for adolescent criminals as legally unconstitutional. Under the re-sentencing, Malvo's minimum sentence to prison will be determined by a judge; the available maximum sentence would be life imprisonment. The ruling does not apply to the six life sentences Malvo received in Maryland.

A Surveyor Looks at the Washington DC Map: Part 3
In this video I argue against David Ovason's assertion that the DC map was based on and built around the line between the Capitol and the White House. I recommend that the base line runs from the White House to Georgetown.
If you extend that line passed the WH to the East Branch, you can see that the CB has been moved north. It would need to be 600 feet to the south for PA to be straight all the way.
Jim Alison also attempts to portray a grid based on the distances between the WH and the CB and Jeff Mml. We find that a circle centered on the WH and extended to the JM also touches the House of the Temple in the north.
The problem is that there is nothing in the south that corresponds to the distances to Scott Circle of the tip of the triangle north of the HOT.
