Gary McKinnon has won his 10-year battle against extradition to the US after Home Secretary Theresa May stepped in to halt proceedings.
Self-confessed computer hacker from north London cannot be sent to the US to face trial due to fears for his health, Mrs May told the Commons.
She also announced a shake-up for the UK's extradition arrangements, introducing a so-called forum bar which will allow a UK court to decide if a trial should be brought here instead.
Mr McKinnon suffers from Asperger's syndrome - a high-functioning form of autism, admits hacking into US military computers but claims he was looking for evidence of UFOs.
46-year-old could have faced up to 60 years in prison in America if convicted.
Mrs May has taken the highly unusual step of blocking the application after Home Office medical evidence found he was very likely to attempt suicide if he was extradited.
She told MPs: Mr McKinnon is accused of serious crimes but there is also no doubt that he is seriously ill. He has Asperger's syndrome, and suffers from depressive illness.
The legal question before me is now whether the extent of that illness is sufficient to preclude extradition.
After careful consideration of all of the relevant material, I have concluded that Mr McKinnon's extradition would give rise to such a high risk of him ending his life that a decision to extradite would be incompatible with Mr McKinnon's human rights.
I have therefore withdrawn the extradition order against Mr McKinnon. It will now be for the Director of Public Prosecutions to decide whether Mr McKinnon has a case to answer in a UK court.

To extradite a man diagnosed with Asperger syndrome to America for trial would have been extraordinarily cruel and inhumane. I applaud the Government's stance.
Mr McKinnon was arrested in 2002 and then again in 2005 before an order for his extradition was made in July 2006 under the 2003 Extradition Act.
That triggered three successive applications for judicial review, questions about the fairness of the UK-US extradition treaty, which critics claim is one-sided.
Prime Minister David Cameron & Deputy Prime Minister Nick Clegg had both publicly condemned plans to send Mr McKinnon to the US.
Gary McKinnon has been living under the threat of extradition and prosecution in the US for more than 10 years.
2001-2002 Between February 1 2001 and March 19 2002, the Glasgow-born computer expert allegedly hacks into 97 US government computers from his home in north London.
He is accused of leaving 300 computers at US Naval Weapons Station Earle in New Jersey unusable immediately after the September 11 2001 terror attacks on America.
US prosecutors also allege he deleted files which shut down the US army's military district of Washington DC network of more than 2,000 computers for 24 hours.
Mr McKinnon later denies causing any damage and says he was only looking for files that would prove the existence of UFOs.
All this he did using a Dial Up internet link. He must be some sort of genius

Nicola Sturgeon: Scotland's future 'must be in our own hands' Thousands of independence supporters have heard Nicola Sturgeon call for Scotland's future to be put into Scotland's hands. The first minister told a major rally in Glasgow the time would come to break away from the chaos of Westminster in a second independence poll next year. Labour leader Jeremy Corbyn has said a new Scottish independence referendum was not desirable or necessary. The Conservatives and the Liberal Democrats also oppose a further vote. Ms Sturgeon was one of a number of SNP politicians and independence campaigners to speak at the #indyref2020 rally in George Square. It was the first time she had spoken at an independence rally since 2014. The event prompted a counter demonstration by dozens of unionist supporters who waved flags and blew whistles as supporters of Scottish independence gathered. The SNP leader focused on the UK-wide election on 12 December at the event, which was organised by The National newspaper. She has made it clear that she wants to hold a poll on the issue next year and said the general election was a crossroads moment for Scotland.'Resounding message' Ms Sturgeon told the pro-indy crowds: Over the next few weeks, it is our job to convince everyone we know to come out on December the 12th and send the biggest, loudest most resounding message to Westminster. That it is time for Scotland to choose our own future. It is time for Scotland to be an independent country. An independent country that will be the best of friends and family with our neighbours across the British Isles, across Europe and across the world. The first minister added: That is the Scotland we seek - so let us go out there and grab it with both hands. Let us inspire people with the positive message of everything an independent Scotland can be, and everything the people of Scotland have it within themselves to achieve. Ms Sturgeon's speech came after she confirmed that she would send a letter before Christmas to whoever is in 10 Downing Street, requesting the Scottish Parliament is granted powers to hold another independence referendum. Asked whether she believed Labour would grant the Section 30 order, Ms Sturgeon answered: Yes. If people in Scotland demonstrate the desire - as I believe they will in this election - for an independence referendum, then I don't believe Westminster opposition to the principle or to the timetable to that will prove sustainable, she said. In response, Jeremy Corbyn said only a Labour government would be able to boost Scotland's economy and see the levels of poverty in Scotland, particularly in the big cities of Glasgow, Edinburgh and Dundee, being reduced. He added: Scottish independence would mean a massive gap between what Scotland raises in taxation and what the Scottish people need at the present time. Died: 18 May 2008, Pinecrest, Florida, United States

-Convicted and sent to prison for hacking in the United States–all while he was still a minor
-At only fifteen years of age, he managed to hack into a number of networks, including those belonging to Bell South, Miami-Dade, the U.S. Department of Defense, and NASA.
-James hacked into NASA’s network and downloaded enough source code to learn how the International Space Station worked.
Kevin Mitnick
Born: 6 August 1963 (age 53), Van Nuys, Los Angeles, California, United States
-The U.S. Department of Justice called him the “most wanted computer criminal in U.S. history.”
-After serving a year in prison for hacking into the Digital Equipment Corporation’s network, he was let out for 3 years of supervised release.
-Near the end of that period, however, he fled and went on a 2.5-year hacking spree that involved breaching the national defense warning system and stealing corporate secrets.
-Mitnick was eventually caught and convicted, ending with a 5-year prison sentence. After serving those years fully, he became a consultant and public speaker for computer security.
Albert Gonzalez
Born: 1981, Cuba
-Albert Gonzalez paved his way to Internet fame when he collected over 170 million credit card and ATM card numbers over a period of 2 years.
-Gonzalez started off as the leader of a hacker group known as ShadowCrew. This group would go on to steal 1.5 million credit card numbers and sell them online for profit.
-ShadowCrew also fabricated fraudulent passports, health insurance cards, and birth certificates for identity theft crimes totaling $4.3 million stolen.
-In 2010, Gonzalez was sentenced to prison for 20 years
Kevin Poulsen
Born: 30 November 1965 (age 51), Pasadena, California, United States
-Kevin Poulsen, also known as “Dark Dante,” gained his fifteen minutes of fame by utilizing his intricate knowledge of telephone systems.
-He hacked a radio station’s phone lines and fixed himself as the winning caller, earning him a brand new Porsche.
-He earned his way onto the FBI’s wanted list when he hacked into federal systems and stole wiretap information.
-Poulsen changed his ways after being released from prison. He began working as a journalist and is now a senior editor for Wired News.
Gary McKinnon
Born: 10 February 1966 (age 50), Glasgow, United Kingdom
-Gary McKinnon was known by his Internet handle, “Solo.” Using that name, he coordinated what would become the largest military computer hack of all time.
-The allegations are that he, over a 13-month period from February 2001 to March 2002, illegally gained access to 97 computers belonging to the U.S. Armed Forces and NASA.
-McKinnon claimed that he was only searching for information related to free energy suppression and UFO activity cover-ups.
-According to U.S. authorities, he deleted a number of critical files, rendering over 300 computers inoperable and resulting in over $700,000 in damages.

Pollok Country Park - a good park ruined by transport! Years ago you could walk through this Park and never see let alone hear or potentially get knocked down by a car: nowadays its like walking alongside a dual carriageway. Gates and car-parks (while retaining courtesy buses for the elderly and infirm) would guess what - yeah make everyone else walk - it is a park after all!!!!
This video begins in Pollokshaws on the approach to the Pollokshaws Road entrance to the Park. Pollokshaws was a burgh until 1912 when it was annexed to the City of Glasgow. An industrial area, this changed in 1957 when it was proposed as the second Comprehensive Development Area in Glasgow. Some of the tower blocks that subsequently filled the landscape are now in the process of being demolished. The Round Toll was once licensed and was popular with race goers at the Shaws Races. During 1973 a memorial was erected in the Shaws (in what the locals referred to as the 'beer garden' in front of the old town hall) in memory of the district's most famous son. The inscription:-

Theres too many notable characters of Shaws origin to mention but ... George Bennie designer of the famous Bennie Railplane, was born in 1891 in a 24-room mansion house - Auldhousefield.
BETTY BURNS, daughter of our National Bard, who married Pollokshaws weaver John Thomson (he had been a soldier, then was a handloom weaver in Pollokshaws), is buried in the Shaws (Kirk Lane) cemetery. They are reputed to have lived in Shawlands in a building that stood between Abbot Street and the present day Minard Road, but latterly lived in Pollokshaws. Betty Burns was born in 1790, and when she died in 1873 she was buried in the Old Vennel graveyard where her tombstone can be seen. She had a daughter, Margaret, who married David Wingate a Pollokshaws weaver and poet of some local fame. Betty Burns was the illegitimate daughter of the poet Robert Burns and Anna Park. She was born in Leith and lived there with her aunt until she was two. She then went to Dumfries where she was brought up by Jean Armour, her father's wife. Her elder son Robert Burns Thomson lived in Carment Drive, Shawlands.
James Tassie (1735 - 1799) was a Scottish gem-engraver and modeller and now has a pub (formerly the Hogshead) named after him in Shawlands. He was born of humble parentage at Pollokshaws, Glasgow.
ALLAN GLEN Was born in Pollokshaws in 1778. When he died in 1850 he bequeathed £22,000 for the 'Practical Education for Boys', and a school named after him was founded in Cathedral Street in 1854.
MURDOCH MCKINNON entered the service of the then Clyde Navigation Harbours workshops on 16th Nov 1932 and in 1973 received the British Empire Medal for his services to the community. He stayed at 215 Shawbridge Street, a tower block now destined for demolition.
ALEX NORTON is another Shaws boy, probably best known for his current role as DCI Matt Burke in the long running Glasgow based detective series Taggart.
The Shaws was also famous for its Mad 9th Company of the Boys Brigade who won their football league 40-years ago in 1970, Their residency was the old (now demolished) Pollokshaws Clinic.
In the Estate itself, the house beyond the Burrell has been home to one of Scotland's famous Gaelic singers and teachers, for many years.
Sir John Stirling Maxwell was involved in trying to resolve the protracted problem of finding a home for the art treasures presented to Glasgow in 1944 by Sir William Burrell. After his death, his daughter gave Pollok House, a substantial proportion of the estate and her father's art collection to the Glasgow Corporation. This gift of land eventually allowed the Glasgow city fathers to erect a building to hold the Burrell Collection. The nearby school is named after him, as is a pub in Shawlands.
