President of the European Central Bank Mario Draghi has handed a symbolic Euro Star to Lithuanian Governor of Central Bank of Lithuania on the occasion of Lithuania's upcoming accession to Euro area in 2015 January.
The Euro Star is a symbol confirming that the National Bank of Lithuania has been accepted into the Euro family. It is traditionally presented to the countries adopting the single currency.
Changeover to the Euro will help Lithuania attract foreign investment and will ensure stability in geopolitical terms, ECB President Draghi said in Vilnius.
The results of the poll published on Wednesday showed a near-tie between Euro supporters and opponents in Lithuania, with 47 percent in favour of adopting the single currency and 49 percent against.

After the annexation of Lithuania the USSR (1940), 25 March 1941, the litas was replaced by the Soviet ruble. The dominant colours are blue and purple.

Korea to adopt top-down system for R&D funding

Under the new system, science and tech projects will be selected based on a fundamental change in the way the country selects, evaluates and allocates budget for research and development.
Our tech correspondent Kim Ji-yeon with details.
Despite the large proportion of state funding for research and development -- more than 16-point-3-billion U.S. dollars for this year alone -- the government believes the money isn't being spent in a way that will advance science and technology and make the country a leader in the fourth industrial revolution.
It often takes at least two years before projects receive R&D funding,... which lags behind rapidly changing IT trends,... in particular those related to the Internet-of-Things, big data and artificial intelligence.
On top of that, clusters of projects that are underway by state and private research institutions, universities and industries... have often overlapped with each other or with other government projects.
That's why the government wants to bring prospective projects and related ministries together under a *new R&D model... that's similar to the U.S. DARPA project and Japan's Cross-ministerial Strategic Innovation Promotion Program.
From there, it would designate strategic projects in IT... and allocate and manage available resources from the top.
Under the new system, related agencies will have different goals to direct their R&D funding. Universities will be focused on the development of basic research and training young researchers,... while research institutions will focus on the development of open-source and proprietary technology... and the industrial sector will be focused on the commercialization of the technology.
Under the system, researchers will only need to submit research proposals of less than five pages,... a drastic reduction from the previous one-hundred,... helping them focus on their research, instead of spending an undue amount of time and effort on administrative work.

The City of Vilnius, Lithuania - 20th January, 2013
Vilnius is the capital of Lithuania, and its largest city, with a population of 554,060 (838,852 together with Vilnius County) as of 2011. It is located in the southeast of the country. It is the second biggest city of the Baltic states, after Riga.
Vilnius is the seat of the Vilnius city municipality and of the Vilnius district municipality. It is also the capital of Vilnius County. The first known written record of Vilnius as the Lithuanian capital is known from Gediminas' letters in 1323.
Vilnius is classified as a Gamma global city according to GaWC studies, and is known for its Old Town of beautiful architecture, declared a UNESCO World Heritage Site in 1994. Its Jewish influence until the 20th century has led to it being described as the Jerusalem of Lita and Napoleon named it the Jerusalem of the North as he was passing through in 1812. In the year 2009, Vilnius was the European Capital of Culture, together with the Austrian city of Linz.
Vilnius has been rapidly transformed, and the town has emerged as a modern European city. Many of its older buildings have been renovated, and a business and commercial area is being developed into the New City Centre, expected to become the city's main administrative and business district on the north side of the Neris river. This area includes modern residential and retail space, with the municipality building and the 129-metre (423') Europa Tower as its most prominent buildings. The construction of Swedbank's headquarters is symbolic of the importance of Scandinavian banks in Vilnius. The building complex Vilnius Business Harbour was built in 2008, and one of its towers is now the 5th tallest building in Lithuania. More buildings are scheduled for construction in the area. Vilnius was selected as a 2009 European Capital of Culture, along with Linz, the capital of Upper Austria.
