STORYLINE
Protests continued on Monday in the Chinese city of Ningbo over plans to expand a local petrochemical factory, despite the government's pledge that the expansion would not go ahead.
Thousands of people have protested over the last three days over pollution fears, which led to the local government relenting and agreeing that the petrochemical factory would not be expanded.
But, despite official assurances, protests persisted on Monday, albeit on a much smaller scale.
Around two hundred people, mostly elderly people, were ushered away from local government headquarters by police, while journalists were also prevented from reporting in the area.
Our regulation for today is that there is a designated area for reporting, an official from the local Foreign Affairs office told reporters.
The standoff highlights the deep mistrust between people and the government in China, coming ten days before a once-in-a-decade Communist Party leadership reshuffle.
The protest swelled over the weekend and led to clashes between citizens and police.
The Ningbo city government announced on Sunday evening that they and the project's investor - the state-owned petrochemical giant Sinopec - had resolutely agreed not to go ahead with the expansion.
The city government was likely under great pressure to defuse the protest with China's leadership wanting calm for the party congress that starts on 8 November.
It was unclear whether local authorities will ultimately cancel the petrochemical project or continue it when the pressure is lower.
According to reports from the official Xinhua News Agency, the planned project was designed to produce 15 (m) million tons of refined oil and 1.2 (m) million tons of ethylene per year.
It belongs to Sinopec Zhenhai Refining & Chemical Company, which has invested 8.9 (b) billion US dollars in the project to produce oil and ethylene.
The demonstration in wealthy Zhejiang province is the latest this year over fears of health risks and declining property values from industrial projects, as Chinese who have seen their living standards improve become more outspoken against environmentally risky projects in their areas.

STORYLINE
Dozens of riot police officers marched towards crowds of people protesting over a chemical factory in the eastern Chinese city of Ningbo and bundled some demonstrators into government offices on Sunday, raising tensions a day after clashes between thousands of residents and police.
Several hundred citizens of Ningbo, in Zhejiang province, southeastern China, had gathered outside the offices of the municipal government, shouting for the city's mayor to come out and for the release of people they believed had been detained by police in demonstrations on Saturday.
The residents were protesting a plan to expand a petrochemical factory.
If today we don't fight for this ourselves, nobody will do it. In the end, our local residents will be the ones suffering most, said a protester who gave his name only as Mr Ling.
Some protesters wore face masks and shouted slogans including Protect Ningbo.
Without warning, about 200 officers who had been sitting inside the gate of the city government offices put on their helmets and came out of the compound.
They tore down banners that people had hung up in trees and grabbed at least three protesters, carrying them into the government compound.
On Saturday, residents reported that protests involved thousands of people and turned violent after authorities used tear gas and arrested participants.
Authorities said a few people disrupted public order by staging sit-ins, unfurling banners, distributing fliers and obstructing roads.
Authorities said that the proposed project was under evaluation and that the public was being given opportunities to offer its input.
There have been a series of protests in China this year over fears of health risks from industrial projects, as people who have seen their living standards improve became more outspoken against environmentally risky projects in their areas.
Such protests are exactly what the Chinese leadership does not want ahead of next month's once-a-decade transition of power, with stability being paramount.
The Zhenhai district government, which comes under the Ningbo government, said Ningbo's Communist Party chief, Wang Huizhong, and mayor, Liu Qi, had held discussions with local residents on Saturday night.
A statement posted on the district government's website on Sunday said that the opinions and advice of the people who attended are very helpful to the party committee and municipal government's decision-making and that the expansion project was at an early stage.

More homeowners in East China's Zhejiang province are protesting, as developers slash home prices without compensating earlier buyers.
Discounts offered to attract new buyers already set off protests at three property companies in Hangzhou last week. Homeowners gathered in the sales offices, holding up signs and funeral wreaths from May 3 to 5 asking for compensation.
There have been nearly 20 similar protests in Hangzhou this year, local media reported on Monday.
The Beijing Times said the three developers slashed their prices from 2,000 yuan to 4,000 yuan ($320 to $640) a square meter.
I bought my apartment for 12,600 yuan per square meter in August, but it is 8,800 yuan per square meter now. I lost more than 200,000 yuan in less than half a year. How can I accept that? a homeowner named Liu said at a protest last week in Hangzhou, according to the newspaper.
None of the three property companies could be reached for comment on Monday.
Last week in the Zhenhai district of Ningbo, also in Zhejiang, about 400 home-owners broke into the sales office of a property company named Baoyi Real Assets and smashed it up. Angry buyers even wanted to block the expressway to draw the attention of the local government, but were persuaded to give up by the police.
The price cut was a result of the central government's policy. We understand the earlier buyers, but we can't do anything, said a worker from Baoyi's sales office who declined to give her name.
It is a mega trend that the housing price is going down. No one guarantees that the property will appreciate. It's so normal the price goes down, like stocks, she said.

Qiu Shi, a lawyer at He and Partners Law Firm in Nanjing, said there are differences of opinion in legal circles.
Most say that both the buyers and the developers should stick to their contracts. As long as the contracts are legal, there is no reason for the buyers to ask for refund or compensation if price goes down, he said.
However, some lawyers point out that housing is different from general goods as they usually cost a family's life savings. More consideration or flexibility should be given in handling such disputes, to preserve social order, he said.
Tension between homeowners and developers keeps building up as the nation tightens control over the property industry. Several protests by homeowners erupted in big cities including Shanghai last year, when property prices began to cool down. Events in Hangzhou and Ningbo suggest the trend is continuing and that metropolitan real estate markets are still subject to bubbles.
A report from the China Index Academy in April showed that the average home price in 100 cities dropped for the first time on both a monthly and yearly basis since China initiated its new round of housing market control measures in April 2010. The measures include tighter lending policies, higher down payments, bans on third-home purchases, property tax trials and a greater supply of low-income housing.
Meanwhile, home prices dropped 2.6 percent year-on-year to 15,391 yuan a square meter in 10 major Chinese cities - Beijing, Shanghai, Shenzhen, Guangzhou, Suzhou, Hangzhou, Chengdu, Tianjin, Nanjing and Chongqing.
