The Parliament of Catalonia is the unicameral legislature of Catalonia. It is formed by 135 members (diputats), who are elected every four years or after extraordinary dissolution, chosen by universal suffrage in lists with four constituencies, the Catalan provinces. The Parliament building is located in Ciutadella park, Barcelona.
The most recent parliamentary elections were held on 27 September 2015. As a consequence of latest electoral results, the legislative chamber passed the Declaration to start the independence process of Catalonia. In this document, the Parliament of Catalonia declares the start of the process to create an independent Catalan state in the form of a republic and is declared as the repository of sovereignty and the expression of the constituent power.
Following the 2015 Catalan regional election and the October 1st independence referendum results the Parliament of Catalonia unilaterally declared independence from Spain on 27 October 2017 with a vote of 70–10, and purported to form the Catalan Republic. The remaining 55 members abstained or boycotted the vote, disagreeing with the independence movement. In response Spanish Prime Minister Mariano Rajoy dissolved the Parliament of Catalonia and called a snap regional election for 21 December 2017.

The President of the Catalan Government, Quim Torra, appeared before the media on Monday after the ruling in the trial of 12 Catalan independence leaders. The president began his speech by stating that Catalonia is living through a grey day because 12 honourable, democratic and peaceful people have been condemned. After reviewing the names of each of those sentenced, he said that strictly democratic and absolutely peaceful people have been sentenced to a hundred years as a whole.
Finally, Torra demanded: the end to repression and the liberation of political prisoners, and exiles, including amnesty for all reprisals.
Spain's Supreme Court sentenced nine independence leaders to between nine and 13 years in prison on sedition charges over their part in the region's 2017 independence referendum. Three others avoided jail terms and instead received fines.

Arrimadas ha criticado que Torra, en la réplica a su intervención en el Debate de Política General del Parlament, no haya respondido a ninguna de sus preguntas sobre “las cuestiones sociales” que ha mencionado, lo que evidencia que el Govern que preside “no está para gestionar los problemas reales de los catalanes”. “Usted ha mantenido la ficción del ‘procés’ diciendo que la sociedad y la economía van bien”, le ha reprochado, tras insistirle en que reconozca “el fracaso de su proyecto”.
También se ha dirigido al líder del PSC, Miquel Iceta, a quien le ha pedido que “diga la verdad”. “No puede decir que está dando frutos la estrategia de falso diálogo de Sánchez el día después de que hayan intentado asaltar el Parlament”, ha sentenciado. Y ha recriminado a los socialistas que “muchos catalanes” se sienten “abandonados por el Gobierno de España”. “Estar en Moncloa no puede ser a cualquier precio”, ha concluido la también portavoz nacional de Cs.

La seu actual del Parlament de Catalunya, situat a Barcelona, és un edifici amb una arquitectura imponent i una història convulsa que es remunta al segle XVIII, quan va ser construït com a arsenal militar de la repressiva Ciutadella. Les funcions parlamentàries de l'edifici es van adquirir amb l'adveniment de la democràcia i la recuperació de les llibertats.
De l'antiga Ciutadella que Felip V va fer construir per controlar Barcelona, es conserven tres edificis: el palau del governador, avui un centre d'ensenyament; la capella, un edifici que actualment és una parròquia militar; i l'arsenal, seu del Parlament de Catalunya. L'arquitectura d'aquestes instal·lacions manté l'aire que li va donar el seu arquitecte, l'enginyer militar Pròsper de Verboom, entre 1716 i 1748. Les dues plantes i les golfes disposades en forma de creu, enmig de la qual s'alça la cúpula, li atorguen un aire robust i imponent. La planta de creu permet al seu torn l'obertura a quatre patis interiors. Tot el conjunt porta un acabat de pedra de Montjuïc i rajola vermella, i està decorat amb bustos de personatges relacionats amb l'art català, que pertanyen a l'ampliació que es va fer a principis del segle XX, quan l'edifici es va convertir en Museu Municipal de art, després d'un intent fallit de instaurar-com a palau reial.
Finalment el 1932 l'Ajuntament el va cedir perquè s'instal·lés el Paralment, funció que va recuperar després dels més de 40 anys de dictadura, de manera que la democràcia va tornar a donar sentit a aquest elegant espai d'història contradictòria. Efectivament, l'abril de 1980, al Palau va acollir la primera legislatura del Parlament autonòmic restablert.

La sede actual del Parlament de Catalunya, situado en Barcelona, es un edificio con una arquitectura imponente y una historia convulsa que se remonta al siglo XVIII, cuando fue construido como arsenal militar de la represiva Ciutadella. Las funciones parlamentarias del edificio se adquirieron con el advenimiento de la democracia y la recuperación de las libertades.
De la antigua Ciudadela que Felipe V mandó construir para controlar Barcelona, se conservan tres edificios: el palacio del gobernador, hoy un centro de enseñanza; la capilla, un edificio que actualmente es una parroquia militar; y el arsenal, sede del Parlament de Catalunya. La arquitectura de estas instalaciones mantiene el aire que le dio su arquitecto, el ingeniero militar Próspero de Verboom, entre 1716 y 1748. Las dos plantas y las buhardillas dispuestas en forma de cruz, en medio de la cual se alza la cúpula, le otorgan un aire robusto e imponente. La planta de cruz permite a su vez la apertura a cuatro patios interiores. Todo el conjunto lleva un acabado de piedra de Montjuïc y baldosa roja, y está decorado con bustos de personajes relacionados con el arte catalán, que pertenecen a la ampliación que se hizo a principios del siglo XX, cuando el edificio se convirtió en Museu Municipal de Arte, tras un intento fallido de instaurarlo como palacio real.
Finalmente en 1932 el Ayuntamiento lo cedió para que se instalara el Paralment, función que recuperó después de los más de 40 años de dictadura, por lo que la democracia volvió a dar sentido a este elegante espacio de historia contradictoria. Efectivamente, en abril de 1980, el Palau acogió la primera legislatura del Parlament autonómico restablecido.
Spain: Protesters confront police after Catalan president is stripped of parliamentary seat
A group of demonstrators confronted the police on Monday next to the Parliament of Catalonia, the day the withdrawal of Catalan President Quim Torra's status as a lawmaker was approved.
Torra said the decision to respect the order of the Central Electoral Board (JEC) endangers Catalan institutions and urged the President of the Parliament Roger Torrent and other parliamentarians to cancel the withdrawal of his seat.
Footage shows the demonstrators confronting the police while the plenary session of the Parliament was taking place. Hours later, some incidents were recorded in Urquinaona Square, where protesters set up barricades and burned containers.
On 4 January, a motion was voted on in Parliament rejecting the JEC's order. Today's decision has generated tension between government partners JxCat (Junts per Catalunya) and ERC (Esquerra Republicana de Catalunya).
