City of New Orleans breaks ground on redevelopment of historic St. Roch Market
Mayor Mitch Landrieu, City Councilmembers, City and State Officials and FEMA break ground on the redevelopment of the St. Roch Market located at 2381 St. Claude Avenue. This project will repair the existing 8,600 square foot facility to bring it back to its pre-Katrina state with estimated completion in spring 2013. The total cost of construction is $3.7 million with funding coming from recovery dollars (Disaster Community Development Block Grants and FEMA funds). Officials will also recognize upcoming enhancements along the St. Roch Avenue neutral ground.

Bienvenidos a New Orleans, Luisiana cuna del río Mississippi, del vudú, voodoo, hoodoo, de la comida cajón y de la música jazz.
Al bajar de avión, un pequeño aeropuerto acontece, tras recoger la maleta, contrato un bus de 40 dólares ida y vuelta que me lleva hasta la puerta de mi hotel y cuya puerta se abre con una manivela. Al llegar de noche y volar camino a Boston a las 6 de la mañana, es la mejor opción, dado que un uber cuesta 40 dólares el viaje.
La humedad se pega a la piel y por primera vez en ésta ruta, puedo pasear en tirante por la noche y cenar en una terraza. Comida cajón y tacos de pescado del río acompañados de una picante michelada. Hay música en directo y un bajo palpita en mis entrañas.
Las grandes casas coloniales de madera me saludan desde las sombras y los collares de vudú cuelgan de las farolas.
He llegado a una ciudad europea donde la esencia de ancestros españoles todavía se siente en sus plazas.

Community activists in New Orleans are demanding that the one in five empty and decaying houses in the city be sold for a few thousand dollars each in back taxes - or be given away to the poor.
With members of the middle class fleeing the tourist-attracting city to escape the decay, New Orleans now suffers from what is probably the highest vacancy rate in the U-S.
New Orleans is famous for its picturesque houses, but their faded grandeur belies a harsher reality. Many are empty and some are falling down.
The few former occupants have fled to more desirable areas, leaving the houses to sink into dilapidation.
The authorities blame the oil bust, a failing economy and street violence.
Council member Oliver Thomas is the head of the city's housing committee. Thomas says ownership is necessary to make people feel they have a stake in the city.
SOUNDBITE:
The only way, I think, cities are going to begin to rebuild themselves - cities like New Orleans and other urban communities - is through developing a sound home ownership base where people have an investment and a stake in their community. If they don't have that investment, if they don't have that stake, then in many cases they don't feel like they're part of the rebuilding of the city - and that's what we're trying to develop here.

Only 30 percent of New Orleans residents own their own homes. And the problem is not getting any better. Over 100-thousand people have deserted the decaying city in the last 20 years.
As the middle classes moved out the drug dealers and other criminals moved in. But the authorities want to reverse this and are encouraging the poorer citizens to become home owners.
Eleanor Greene and her children put in 500 hours of work in lieu of a down payment on their 3-bedroom one bathroom house. Greene says her new home is in great contrast to her old.
SOUNDBITE:
A lot of... like 12, 13 in the daytime, we had people getting killed in front of the door. We moved over here - I've been here about three months now - and, thank God, I haven't heard a gunshot yet.

Habitat for Humanity, non-profit housing agency, purchased 20 abandoned houses and renovated them. Habitat Director Kendal says new home owners have a sense of respect.

Well, we so strongly believe in home ownership. When you've got a family who maybe no one in their family history has ever owned a house, when they move into their own house they've got pride and it builds their self esteem.

For those with a higher income level, First National Bank is investing 12 (m) million dollars in renovation and low cost mortgages to help rehabilitate neighbourhoods.

The goal is to revitalise this neighbourhood, okay. Our commitment to the city is one that we would go in on the housing side, but in return for that they would have to come in with public sector services such as capital improvements, street lighting, community policing.

But turning around a decaying city will not happen overnight and many of the city's residents cannot afford even a discounted mortgage.

Civil War Relic in a Residential Suburb of New Orleans
Hidden amongst the houses and apartments in this suburb of New Orleans, is a small relic from the Civil War. This old powder magazine was part of a larger piece of land called Camp Parapet. This is all that is left of a place that once trained and housed Confederate soldiers, then Union soldiers once they took the camp over. ABANDONED Underground Bunker in New Orleans
Constructed in the '50s, this bunker was designed to withstand a Nuclear Blast or any sort of attack on the city. It was widely thought that New Orleans would be a prime target for an attack at the time. Unfortunately, it was abandoned in the '80s and has been rotting underground, flooded, ever since.
