Reviving a dying language on South Korea's Jeju island
The isolated islanders of Jeju in South Korea developed their own distinct dialect over time, but that language is now threatened by a dwindling population and ageing speakers.
But the local government has now come up with a number of schemes that just might work, aimed at injecting new life into an old way of speaking.

Korea′s southern resort island of Jeju is famous for its outstanding natural beauty and volcanic rock features.
The rocks hold diverse functional and spiritual roles for islanders past and present, and one of their most prominent uses is for walls, or ″batdam.″
Unfortunately the history and significance behind all this has been slowly fading with the passage of time.
K-C-TV Jeju′s Lee Hee-jung has more.
Jeju has become known for its volcanic rock formations, and for the geological curiosities this entails.
Problems that made the lives difficult for our ancestors were solved by the use of the island’s rocks. Using them to make stone walls that could withstand strong winds is one major example of this. The sheer strength of these structures also protected early inhabitants from the local wildlife.
This all began approximately 1000 years ago.
″The stone walls were naturally formed when farming first began on the island, since it would have been impossible to farm if the rocks were scattered around the fields.″
Jeju’s Haenyeo women divers dried themselves and relaxed at what are known locally as bulteoks. These are essentially fire places made from the abundant volcanic rocks lying around the coast. They also arranged rocks into net shaped circles to catch fish.
″Our ancestors created ways to utilize tools to catch food from the sea, and then shared this food with each other.″
Not only did people use volcanic rocks to protect their ancestors tombs, they were also used to build Jeju’s religious dongjaseok stone child grave guardians.
This range of ingenious ideas illustrates the wisdom of Jeju’s ancestors, and is a living testimony to their spirit.
Unfortunately, over time, the value of all of this has not been fully recognized. This in turn means that certain artifacts have not been protected from damage, and the history surrounding them has slowly been fading away.
Last April, the batdam was recognized for its heritage value, and was designated as a World Agricultural heritage site. However as the island began to urbanize it has been rapidly destroyed.

Many call the 21st century the century of cultural competitiveness.
The culture surrounding the use of stone on Jeju holds more value for the future than many might otherwise think, and this calls for for a sustainable approach to preservation.

Let's connect to our Won Jung-hwan who can tell us more about April 3rd Jeju Incident, and how it's being remembered today.
Hi Ji-yoon, here at Gwanghwamun Plaza in the central Seoul, people are commemorating the April Third Jeju Incident that happened 71 years ago.
To give you just a glimpse of the history itself,… more than 10-thousand islanders are estimated to have been killed and nearly 3-thousand-6-hundred to have gone missing during clashes between the government and civilians from 1948 to 1954.
The seven years of darkness grew out of Korea's ideological division following its 1945 liberation from Japan's colonial rule.
But with the lapse of time, the incident is fading from memory.
In a recent public survey commissioned by the Jeju April 3 Peace Foundation,… only 7 in 10 respondents said they knew about the Jeju incident.
There's a lack of interest. Last year when we had a similar event here in Seoul, it was quite big as the event marked the 70th anniversary. But this year, the budget and interest is a lot lower.
In fact, government efforts to verify the truth behind the incident began only in the late 1990s.
The current government has also been seeking to improve education about the tragedy and register related records as UNESCO World Heritage.
But even with the government's efforts to help raise awareness of the incident,… there is still a long way to go as the families of victims still suffer from gruesome memories and deep trauma.
Even a few years ago, myself and my son suffered a great deal of pain as we were labeled as the offspring of commies. We simply couldn't talk about the incident.
Decades have passed but the pain of the incident still runs deep.
But with efforts to raise awareness just like this event in Seoul,… the victims could hopefully someday uncover the truth, achieve justice and get some measure of healing from the island's dark history.

Korean independent film Jiseul is quite the wonder. Financed in part by crowdfunding, the micro-budget film went on to grab some pretty significant awards, first at Korea's premiere film festival, the Busan International Film Festival, and then going on to be invited to Sundance and receive its World Cinema Dramatic Grand Jury Prize, going on to claim more awards on the festival circuit. Furthermore, the film actually went on to make significant numbers at the box office, at least for an independent.
Having watched the film, I have to say that the praise is justified. Writer-director O Muel manages to strike an incredible balance between heavy historical tragedy, dark comedy, and the ordinariness of surviving horrors, glancing upon the Korean psyche while simultaneously rooting his tale in both the people of Jeju Island, where this film is set, as well as crafting it with a stunningly artistic eye that is neither alienating nor pandering, giving the gorgeous black and white photography a vibrancy through composition that color might actually dull...
In the aftermath of World War II, Japan, reeling from its total surrender to the Allied forces, withdrew from Korea after nearly half a century of effective forcible annexation. As with much of the rest of the world, Korea found itself divided between the new competing ideologies of the Cold War, with United States and Russia/China both vying for influence and their armies occupying halves of the peninsula. Each side set up puppet governments and got to work aggressively converting or rooting out subversive elements in their respective territory with no small amount of blood being shed on each side in the ensuing purges.
Jeju Island, today known for being a major local resort destination for mainlanders, was one area that was particularly devastated by this purge. The communist contingent of Jeju Island staged demonstrations against the installation of the puppet government by the United States and eventually, violence erupted, with the local police forces murdering some of the protesters and subsequently inciting a full-on rebellion.
The new right-wing South Korean government, failing peaceable surrender from the rebels, sent its military and proceeded to wage what amounted to a scorched earth campaign against the inhabitants of the islands, razing and massacring entire villages without differentiating between rebels and non-political residents. It is the story of one of these villages that Jiseul tells...
To choose to name the film Jiseul is quite an interesting act, jiseul meaning potato in the local Jeju dialect. It highlights the difference between the islanders and the mainlanders not only in language, but also as Jeju isn't an ideal grounds for rice cultivation, potatoes become a significant source of nourishment instead on the island as opposed to rice on the mainland...It's also interesting the divide that is cast between the villagers and the military and the military not being seen as a monolithic force, thanks to the presence of objectors like Corporal Baek. This puts the film in a rather reasonable state, humanizing the villain of the film and showing the complexity within what could have been demonized.
...The artistic point of view eventually overtakes the reality of the story pushing it to the boundary of magical realism, but in a meaningful way as film can only represent an imagined tale of what happened on the island, due to the suppression of information of the events and therefore not acting as a historical document, but almost a kind of collective attempt at remembering a vanished past to expose the psyche of both Jeju and Korea as a whole...
And while the actors are almost entirely non-professionals and, like director O Muel, local to Jeju Island, they handle their simple roles well and manage the film's dark sense of humor well, playing straight their petty bickering and silly situations like the points where they all jump into pits together, which serves as worthwhile contrast to the brutality of war. Even if none of the thespians have particularly commanding performances, it all works because their simple characters are largely working to create the greater characters representing the villagers and the military...

On April 3rd of 1948, public anger came to the fore, when repressed civilians staged an uprising against police and right-wing groups,... resulting in a period of turmoil on Jeju island.
More than 10-thousand islanders are estimated to have been killed and nearly 3-thousand-6-hundred went missing during clashes between the government and civilians from 1948 to 1954.
To commemorate and raise public awareness of the April Third Jeju Incident that happened 71 years ago,... a 5-day event is being held at Gwanghwamun Plaza in central Seoul.
While those passing through the public space can get a glimpse of the history,... it seems that with the passing of time, the incident is fading from memory.
In a recent public survey commissioned by the Jeju April 3 Peace Foundation,… only 7 out of 10 respondents said they knew about the Jeju incident.

And following President Moon's apology to the victims last year,... Prime Minister Lee Nak-yon visited the island on Wednesday to vow again that the government will make the utmost efforts to lay the legal groundwork for state compensation to the fullest extent possible.
We will keep working, until we piece together the truth, help you clear your names and hear every one of you in Jeju telling us that 'this would be enough.'

Most people who are born in Jeju tend to stay right here on the island.
According to Statistics Korea, in 2010, 72.9 percent of island residents were Jeju natives who had lived their entire lives here. That’s the highest proportion among the country’s 16 major cities and provinces.
South Jeolla Province followed at 64.3 percent, and then North Jeolla Province at 58.6 percent. Gyeonggi Province was at the other end of the spectrum - only 25.1 percent of residents there had been there since birth.
Analysts attribute the local figure to the fact that the province is an island and the relatively strong feelings that many local residents have for Jeju.

Jeju: In the Crosshairs of War
This a brief overview of the struggle to prevent the construction of a massive naval base in the tiny village of Gangjeong, on Jeju Island, S. Korea. In order to understand why the villagers have been opposing the construction 24 hours a day, 7 days a week for five years and risking bodily harm and imprisonment, one must understand the broader context.
Beginning on April 3rd, 1948 the U.S. Military Government in Korea approved the massacre of as many as 80,000 Jeju Islanders who were resisting the occupation by the U.S. Army and the viscous, dictatorial regime of Syngman Rhee. They were labeled communists, when in fact they were fighting for self-determination, freedom, and human rights.
The people opposing the construction of this massive base that will accommodate America's global military expansion are the survivors and descendants of that horrific massacre and once again find themselves in the cross hairs of another war between the United States and China.

In the meantime,... let's get some more in-depth analysis of the Jeju April Third Incident from an expert. We'll be keeping a close eye on the goings on in Jeju as we go as we await the president. Joining us is An Junseong, Visiting Professor from J.D. Michigan State University, currently at Yonsei University in Seoul.

Q1. I’d like to ask you to explain in detail what happened during the “Jeju April 3rd” or “April Third incident”? Even for many Koreans, it’s an unfamiliar but important part of the country’s history…
Q2. Official reports say around 14,400 people were killed, but some estimates put the figure more like 30,000, which would have been 10 percent of the island’s population at the time. Why were the actions of the soldiers against innocent civilians so severe?
Q3-1. For someone just hearing about the history, I suspect it’s quite hard for them ? especially our international viewers ? to wrap their heads around the events that took place. Would you say the “April Third incident” played the main role in Jeju islanders’ identity as it is today?
Q3-2. And would you say the massacre drove a wedge between Jeju islanders and those from the mainland. And is there still a wedge that exists even now?
Q4. Can you tell us about government efforts to compensate the survivors and the bereaved families. What did they receive and do you think it was sufficient? (What more should be done?)
Q5-1. What’s your take on the commemoration? And what significance do you put on President Moon attending this year’s ceremony?
Q5-2. Is this part of President Moon’s desire to make history right and digest it however painful it may be? In his draft of a bill on amending the Constitution, he added references to democratic movements in the preamble to his proposal for the Constitutional changes.
Q6. President Moon served as chief of staff to late former president Roh Moo-hyun, who in October 2003, apologised on behalf of the national government for the April Third incident. He was the first incumbent leader to do so. Do you think another reason for President Moon to attend today is his ongoing close affection for his former boss?
Q7. South Korean leaders before President Moon didn’t attend previous ceremonies. Do you think it was their duty to go… and should it continue to be the duty of future presidents ? regardless of their political affiliations ? to attend this ceremony?
Q8. During my research for our chat, I read that Jeju islanders weren’t allowed to to talk publicly about the April Third incident until 1997. Can you explain why the people of Jeju weren’t allowed to speak up until then… and what changed in 1997.
Q9-1. Since it wasn’t in the public discourse for so many decades as it was purged from historical records, do you think the people of Korea have had enough time to squarely face the history of the April third incident?
Q9-2. Should more be done to teach students about that dark period in Korea’s history?
Q10. For our viewers who want to learn more. A movie released about the brutality brought against the people of Jeju during the incident. It’s a 2012 release called ‘Jiseul’ and it was highly acclaimed both here in Korea and internationally. Have you seen it and would you say it shows a realistic depiction of the events?

Rescuers and families of those aboard the stricken South Korean car and passenger ferry that sank off the country's southwest coast on Wednesday haven't given up hope of finding more people alive among the hundreds unaccounted for.
The Sewol ran into trouble during the 14-hour journey from Incheon to the southern resort island of Jeju early Wednesday morning. About four hours from its destination, the ship was sailing in thick fog, which may have obscured the crew's vision. At 8.30 a.m. it appears as though the ship it struck a large rock, puncturing its hull.
Passengers described hearing a loud sound on impact and a experiencing sharp jolt. The ship tilted suddenly, causing luggage to fall from overhead storage shelves. Many people jumped into the frigid water as they realized the ferry was sinking.
The crew sent out a distress signal and nearby ships responded. But survivors say a message broadcast over the ship's PA system telling people to stay in place may have worsened the situation. One passenger said that even as water inside the ship began to rise they were told not to move. Others were rescued by fishing boats and military ships with helicopters which raced to the scene. Once the Sewol began taking on water it took just two hours to fully capsize.
In the panic and chaos, one highschooler identified only by her last name, Shin, texted her father: Dad, don't worry. I've got a life jacket on and we're huddled together. Her father replied I know the rescue has begun but make your way out if you can. Shin wrote back, Dad I can't walk out, the corridor is full of kids and it's too tilted. Shin's name is not among the list of people rescued.
Witnesses say many people might still be alive, trapped within the upturned ferry. But it lies in 30m deep water. The water is murky, reducing visibility to less than half a meter, hampering the rescue. What's more, people likely trapped in air pockets must deal with the icy water, which can cause hypothermia in as little as 90 minutes.
Rescue teams earlier hammered on the ship's hull hoping for a response from trapped survivors, and divers have taken to the water ... but hope is fading.
The Sewol has a capacity of 912 people. 475 passengers and crew were aboard, including 324 high schoolers on a field trip.
When disaster struck, many of those people were gathered in the Sewol's entertainment center, on the third floor of the five-deck ship. When it capsized the third deck was fully submerged. It's believed a power outage soon after would have left many of them in darkness.
