Huntington (1850–1927) and located in Los Angeles County at San Marino, California, on the western coast of the United States, and about 35 miles northeast of the Pacific Ocean. The Japanese Garden is a 6.5 acres (2.6 ha) public Japanese garden located on the grounds of the Tillman Water Reclamation Plant adjacent to Woodley Park, in the Sepulveda Basin Recreation Area of the central San Fernando Valley. It is in the community of Van Nuys , adjacent to the Lake Balboa neighborhood.
Its name in Japanese is SuihoEn meaning garden of water and fragrance. The idea of having a Japanese Garden adjacent to a water reclamation plant was conceived by Donald C. Tillman. The garden’s purpose was to demonstrate a positive use of reclaimed water, in what is usually considered a delicate environment, a Japanese garden. The ponds and irrigation use reclaimed water from the adjacent water reclamation plant.
The gardens were designed by Dr. Koichi Kawana, and created from 1980 to 1983. Their formal dedication was in June 1984. The Japanese Garden has been ranked 10th out of 300 public Japanese gardens in the United States by the Journal of Japanese Gardening.
As one first enters The Japanese Garden, one walks through a dry Zen meditation garden (Karesansui) containing a large grass-covered mound, representing Tortoise Island, a symbol of longevity, and a Three Buddhas (Trikaya) arrangement of stones. Next comes an expansive chisen, or wet strolling garden with waterfalls, lakes, trees, and stone lanterns. At path's end is the Shoin Building with an authentic 4½ tatami (7 m²) tea house and adjacent tea garden.

The Donald C. Tillman Water Reclamation Plant is a water reclamation plant located in Van Nuys, Los Angeles, Southern California, USA designed by California architect Anthony J Lumsden. It is home to The Japanese Garden, which has been used as a backdrop in films and TV, including Star Trek's Starfleet Academy.
The facility purifies waste water, removing it from the sewer system and so reduces the need for large sewer pipes below it. The plant began operation in 1985 and now processes 80 million US gallons (300,000 m3) of waste a day, producing 26 million US gallons (98,000 m3) of recycled water. It is named after Donald C. Tillman, the city engineer from 1972 to 1980.

The balance of positive and negative forces, Yin & Yang, are ever present here. Obvious in the skillful blending of traditional Japanese landscaping with modern Occidental architecture, less so in the way the Japanese concept of WAor harmony is used to unite the desires of the human spirit with our more mundane requirements—the exquisite beauty of a Japanese garden with the need for an abundant supply of fresh water.

A brief tour of the Los Angeles Japanese garden. It is actually a part of the waste water management and the water in the area is in its final stage before release. At this wastewater facility treatment plant all of the solids are ground up and pumped / returned to another facility. There is a slight smell on the downwind side but the beauty of the gardens are worth it.
