San Diego Region Mayors Unite to Promote Water Conservation
In response to the state mandate to reduce water usage, Mayor Kevin L. Faulconer and several of the San Diego region’s other mayors united Monday to urge residents to step up their water conservation efforts by reducing outdoor irrigation and taking advantage of conservation programs.
As the fourth straight year of drought conditions continues, the state has set various water reduction mandates for individual cities and water districts, ranging from 12 percent to 36 percent, with the City of San Diego set at 16 percent. The mandates begin today and remain in effect until February 2016. Agencies that don’t comply face daily fines of up to $10,000.
Most water experts agree that reducing outdoor irrigation – which accounts for roughly 50 percent of residential water use – provides the most effective path to meeting those mandates. The County Water Authority recently approved new rules that restrict outdoor irrigation to two times each week countywide and the City of San Diego is crafting an ordinance to enforce that new rule.
Standing at The Water Conservation Garden in El Cajon, Mayor Faulconer was joined by El Cajon Mayor Bill Wells, Escondido Mayor Sam Abed, Imperial Beach Mayor Serge Dedina, Lemon Grove Mayor Mary Sessom and Poway Mayor Steve Vaus. They urged their residents to adhere to the new two-days-a-week outdoor watering restriction and to take advantage of available conservation programs, including turf replacement rebates and free water surveys.

Water Conservation Through Drought-Tolerant Landscaping
(Sacramento) - Assemblywoman Lorena Gonzalez (D-San Diego), landscaping and water use experts and their supporters gathered on the steps of the State Capitol to cheer the passage of Assembly Bill 2104, authored by Assemblywoman Gonzalez. AB 2104 would allow homeowners in HOAs to reduce water usage through responsible landscaping without fear of fines. Assemblywoman Gonzalez says residential water conservation is one of the many steps Californians should take in the face of the current drought conditions throughout California. And, Assemblywoman Gonzalez says, “Drought-tolerant plants that homeowners can plant will save them water and money.” Here’s more in this Assembly Access video.

Fixing the economics of water conservation | Tom Ash | TEDxUCRSalon
This talk was given at a local TEDx event, produced independently of the TED Conferences. Do you understand what you are being charged for on your water bill? Have you ever had your rates raised during periods of drought when water is being saved? That is because the economics of water is broken and based on a failing system. Tom Ash provides a simple solution that can help us save more water and money.
Tom Ash has over 25 years of experience in the fields of water use efficiency, public education and horticulture. As a water conservation specialist from the University of California, Tom was the University liaison to water agencies in southern California starting in 1987. Tom was instrumental in the design and implementation of the first water budget tiered rate structure for water agencies. That rate design has been described as the model for such rates in the US by the EPA (1996). In 2000, Tom was the recipient of the first Excellence in Water Conservation Award presented by the California Urban Water Conservation Council (CUWCC), and has been a horticulture advisor to Sunset Magazine. He conducted the first studies using ET/smart controller technology to reduce water demand and urban runoff starting in 1997. He is the author of Landscape Management for Water Savings, published by the U.S. Bureau of Reclamation (1997) and the book Water Preparedness Plan for the National Nursery and Landscape Association (2004). Tom is currently a long-term consultant to Western Municipal Water District, specializing in rates, water efficiency, customer service and community outreach as the principal of Tom Ash & Associates.

Hypocritical Water Usage During California's Water Drought. At Fremont, CA.'s Central Park's / Lake Elizabeth's Central Park's Soccer Fields. It is truly amazing how hypocritical all of the people in government are. IN this case, the government instructs and orders all tax paying home owners to use less water, and then they, the water district water suppliers, increase the tax paying home owners water bill by 30 % or more, while the soccer fields, baseball fields, golf courses, and business and corporation and government building use all the water they want.
So the tax paying home owner is forced to not use water to water their usually small front yard to keep their grass green, but all the sports fields, government and corporation's grassy fields are green as heck.
So the tax paying home owner green grass dies, but the all the sports fields, government's and corporation's are shiny green grass.
So the tax paying home owner must replace their small yard's green grass with rocks, or cement, or desert flowers, but the all of the sports fields, and government's and corporation's grass is shiny as a heavenly yard.
Maybe the court of public opinion should stand up against the hypocritical government and public officials who allow the wasteful usage of water during a four year California water drought.

El Nino storms bring relief to California farmers
El Nino has caused a number of floods and mudflows across the US West Coast, disrupting several roads as dangerous waves increase the risk of flooding along the coastline. Despite those effects, the storms have also brought desperately needed rain for the drought-stricken state of California.
Since 2011, we have had complete crop failures the last four years in a row, and in terms of irrigated stuff, we have seen acreage drop because our wells can't hold up to irrigate the amount of acreage we are farming, Jordan Parsons, a farmer in California, told Al Jazeera. But now, for the first time in a long time, Parsons' fields are green, thanks to the El Nino global weather system that is bringing water to California.
Scientists who have measured the snowpack in the Sierra Nevada mountains, say levels were well above average for this time of year. However, they say while rain and snowfall may have increased, El Nino will not wipe out the effects of years of drought. The current El Nino weather system is one of the strongest on record and has already had a major impact on other parts of the globe.
