Vidhan Bhawan (Hindi: विधान भवन) is located in Lucknow, Uttar Pradesh, India. The state is one of the few in the country which has a bicameral legislature also called Vidhan Bhavan with two houses -the lower and the upper. The lower house is the Vidhan Sabha or the State Legislative Assembly and the upper house is called the Vidhan Parishad or the State Legislative council. The Vidhan Sabha had 431 members till 1967, but now the Vidhan Sabha consists of 403 directly elected members and one nominated member from the Anglo-Indian community. The Vidhan Parishad has 100 members.
Built in 1928, the building was originally called the Council House and holds sitting of the legislature of the state of Uttar Pradesh since 1937 along with housing other important offices of Uttar Pradesh Government.
n early 20th century, the capital of the state of Uttar Pradesh was Allahabad; a decision was taken in 1922 to move the capital to Lucknow and to construct a building there to house the Assembly Constituency. On 15 December 1922, then Governor of Uttar Pradesh, Spencer Harcourt Butler laid the foundation of the Vidhan Bhawan.[4] The building was designed by Samuel Swinton Jacob and Heera Singh; Singh also drew up the blueprint of the building. Butler subsequently monitored the construction of the building.[5] The building was completed in little over five years at a cost of ₹21 lakh (US$33,000) (1922 cost not adjusted for inflation) and was inaugurated on 21 February 1928.
Construction of Vidhan Bhawan started 15 December 1922 and took little over five years to complete. The building is made of carved light brown sandstone from Mirzapur. Many of the inside halls, galleries and verandas are built of marble from Agra and Jaipur. Circular marble staircases run on both sides of the entrance hall and the walls of the staircases are embellished with paintings. The main chamber of the building is octagonal in shape with circular and dome shaped roof. To house the upper house, construction of the new chamber commenced in 1935 and was completed in 1937. The buildings of both houses (upper & lower) are connected by veranda with offices on both sides.

भारत के विधान मंडलों में चौथा सबसे पुराना सदन उत्तर प्रदेश विधान परिषद का गौरवशाली इतिहास रहा है। उत्तर प्रदेश से उत्तराखंड के अलग होने के बाद भी यह देश की सबसे बड़ी विधान परिषद बनी हुई है। सर सैय्यद अहमद खां,पंडित मोतीलाल नेहरू, मदन मोहन मालवीय, गोविंद बल्लभ पंत, गणेश शंकर विद्यार्थी और सीवाई चिंतामणि से लेकर तमाम दिग्गज हस्तियां इसकी सदस्य रहीं।
उत्तर प्रदेश का विधायी इतिहास 8 जनवरी 1887 को इलाहाबाद के परिषद की स्थापना से आरंभ हुआ। समय के साथ परिषद लगातार ताकतवर होती रही। 1919 में इसे बजट पारित करने जैसी शक्ति भी मिली। 1887 से 1936 तक विधान मंडल के इकलौते सदन के रुप में परिषद ने शानदार काम किया। बाद में 1937 से दो सदनीय व्यवस्था लागू हो गयी। हमारे विधान मंडल नामक नए कार्यक्रम के तहत राज्य सभा टीवी ने उत्तर प्रदेश विधान परिषद के लंबे कालखंड में आए उतार-चढ़ाव और उसके योगदान को केंद्र में रख कर खास पोशनी डाली है।
