Charles Fortney West Virginia Veterans' Legacy Project Interview

Charles Calvin Fortney was born in December of 1915 in Kingwood, West Virginia, and resided there for the majority of his life. While growing up, Fortney was a member of the Boy Scouts of America, and later helped other young men by being a leader to his local B.S.A. Troop -- an experience he claims made him a more abled person during his military service. In 1943, Fortney left his job as a teacher at Newburg High School to serve in the United States Army during World War II. After completing his training, Fortney was attached to the United States Signal Corps to establish communications between and amongst the U.S. military and allies. At the end of the war Fortney was stationed in the Philippines, and was sent to serve in Korea immediately afterwards. In 1946 Fortney was discharged from the Army and returned to his home in West Virginia to resume work as a teacher. This interview provides a glimpse into the military service of Mr. Charles C. Barney Kingwood.

Eleanor Roosevelt rose from a demure debutante to a major figure on the 20th century world stage. She broke the mold for first ladies, and no first lady since has achieved her influence. How did Eleanor Roosevelt overcome personal struggles to become the transformative first lady she was, and what were her enduring achievements?

Margo Horn, lecturer in history, focuses on topics relating to U.S. women's history and the history of medicine, and she has a long standing interest in the history of madness and psychiatry. She teaches in history, the programs in history and philosophy of science, and American studies. Professor Horn is the author of Before It's Too Late: The Child Guidance Movement in the United States, 1922-1945, which examines the development of outpatient child psychiatry. Her current research focuses on women and mental illness in U.S. history.

Greenbelt is a city in Prince George's County, Maryland, United States, and a suburb of Washington, D.C.. Greenbelt is notable for being the first and the largest of the three experimental and controversial New Deal Greenbelt Towns, planned and built by the Federal government of the United States. The cooperative community was conceived in 1935, by Undersecretary of Agriculture Rexford Guy Tugwell, who was perceived by some of his contemporaries as having held a collectivist ideology, which was utilized as a source of opposition to the Greenbelt Towns project throughout its short duration. The project came into legal existence in the spring of 1935. On April 8, 1935, the United States Congress passed the Emergency Relief Appropriation Act of 1935. Under the authority granted to him from this legislation, President Franklin D. Roosevelt issued an executive order, on May 1, 1935, establishing the United States Resettlement Administration (RA/RRA).Originally referred to as Maryland Special Project No. 1, the project was officially given the name Greenbelt when the Division of Suburban Resettlement of the Resettlement Administration began construction on January 13, 1936, approximately 8 miles north of Washington, D.C. The complete Greenbelt plans were reviewed at the White House by President Roosevelt and First Lady Eleanor Roosevelt on April 30, 1936. The first tenants, after being selected through a stringent and restrictive application process, moved into the town, which consisted of structures built in the Art Deco, Streamline Moderne, and Bauhaus architectural styles, on September 30, 1937.Greenbelt is credited as a historic milestone in urban development, which includes its role as having served as the initial model for the privately constructed suburban Washington, D.C. planned cities of Reston, Virginia and Columbia, Maryland.Known locally as Old Greenbelt, the original, federally-built core of the city was recognized as the Greenbelt Historic District by the Maryland Historical Trust, and is listed on the National Register of Historic Places as a National Historic Landmark District.
Greenbelt's population, which includes residents of private sector dwellings that were constructed over several decades subsequent to the federal government's ownership of the city, was recorded as 23,068 in the 2010 U.S. Census.

The New Deal was a series of programs, public work projects, financial reforms and regulations enacted by President Franklin D. Roosevelt in the United States between 1933 and 1936. It responded to needs for relief, reform and recovery from the Great Depression. Major federal programs included the Civilian Conservation Corps (CCC), the Civil Works Administration (CWA), the Farm Security Administration (FSA), the National Industrial Recovery Act of 1933 (NIRA) and the Social Security Administration (SSA). They provided support for farmers, the unemployed, youth and the elderly. The New Deal included new constraints and safeguards on the banking industry and efforts to re-inflate the economy after prices had fallen sharply. New Deal programs included both laws passed by Congress as well as presidential executive orders during the first term of the presidency of Franklin D. Roosevelt. The programs focused on what historians refer to as the 3 Rs: relief for the unemployed and poor, recovery of the economy back to normal levels and reform of the financial system to prevent a repeat depression. The New Deal produced a political realignment, making the Democratic Party the majority (as well as the party that held the White House for seven out of the nine presidential terms from 1933 to 1969) with its base in liberal ideas, the South, traditional Democrats, big city machines and the newly empowered labor unions and ethnic minorities. The Republicans were split, with conservatives opposing the entire New Deal as hostile to business and economic growth and liberals in support. The realignment crystallized into the New Deal coalition that dominated presidential elections into the 1960s while the opposing conservative coalition largely controlled Congress in domestic affairs from 1937 to 1964.
