The city and harbour were built under Herod the Great during c. 22–10 BC near the site of a former Phoenician naval station known as Stratonos pyrgos . It later became the provincial capital of Roman Judea, Roman Syria Palaestina and Byzantine Palaestina Prima provinces. The city was populated throughout the 1st to 6th centuries AD and became an important early center of Christianity during the Byzantine period, but was mostly abandoned following the Muslim conquest of 640. It is located on the eastern edge of the Judaean Desert, overlooking the Dead Sea 20 km east of Arad. Herod the Great built palaces for himself on the mountain and fortified Masada between 37 and 31 BCE. According to Josephus, the siege of Masada by troops of the Roman Empire at the end of the First Jewish–Roman War ended in the mass suicide of 960 people, the Sicarii rebels and their families hiding there. Masada is one of Israel's most popular tourist attractions.
