Banca Monte dei Paschi di Siena S.p.A. known as BMPS or just MPS is the oldest surviving bank in the world and the fourth largest Italian commercial and retail bank. According to a research by Mediobanca and a press release by Banco BPM, Banco BPM overtook BMPS as the third largest commercial bank in terms of total assets on 31 December 2016, after Banco BPM formal formation on 1 January 2017. In 2016–17, BMPS has been struggling to avoid a collapse, which was bail out again by Italian government in July 2017.
Founded in 1472 (545 years ago) by the magistrates of the city state of Siena, Italy, as a mount of piety, it has been operating ever since. In 1995 the bank, then known as Monte dei Paschi di Siena, was transformed from a statutory corporation to a limited company called Banca Monte dei Paschi di Siena (Banca MPS). The Fondazione Monte dei Paschi di Siena was created to continue the charitable functions of the bank and to be, until the bailout in 2013, its largest single shareholder. Today Banca MPS has approximately 2,000 branches, 26,000 employees and 5.1 million customers in Italy, as well as branches and businesses abroad. A subsidiary, MPS Capital Services, handles corporate and investment banking.
Banca Monte dei Paschi di Siena was founded by order of the Magistrature of the Republic of Siena as Monte di Pietà on March 4, 1472, when its statute was approved. Since then the bank has been in operation without interruption to the present day. It is therefore considered the oldest bank in the world still operating.
The basis of its foundation is the Statuto dei Paschi, written in 1419, a law that regulated all activities related to agriculture and pastoralism in Maremma.
Its current form dates from 1624, when Siena was incorporated into the Grand Duchy of Tuscany and Grand Duke Ferdinando II granted to depositors of Monte, in their warranty, the income of the state-owned pastures of Maremma (the so-called Paschi which gave the bank its name). The bank consolidated and increased its banking activity during the 17th and 18th centuries. With the unification of Italy, the bank expanded its business throughout the Italian peninsula, initiating new activities, including mortgage loans, the first experience in Italy. MPS was also involved in the bail-out of Cassa di Risparmio di Prato, becoming the major shareholder.
In 1995, a decree of the Ministry of the Treasury of the Italian Republic dated 8 August 1995, gave rise to two institutions: Banca Monte dei Paschi di Siena S.p.A. and Fondazione Monte dei Paschi di Siena, a non-profit organization with the statutory purpose of providing assistance, charity and social utility in the fields of education, science, health and art, especially with reference to the city and the province of Siena.

World's Oldest Bank Implements Bail In - Monte dei Paschi di Siena Wants Customers' Money
Josh Sigurdson talks with author and economic analyst John Sneisen about Italian bank Monte dei Paschi di Siena's bail-in implementation as shares plummet. The bank is Italy's 3rd largest as well as the world's oldest bank founded in 1472 in Siena, Italy.
While the bail-in is voluntary, it's an obvious sign of the times. This is historic news considering the bank's overall history. They've been through this before on several occasions, re-instituting and renaming after past crashes.
It once again goes back to the horrors of fiat currency and debt.
John Sneisen breaks down this complicated issue and the bank's history.

Banca Monte dei Paschi di Siena to receive state aid
Banca Monte dei Paschi di Siena or MPS is the first of the Italy's banks to receive some form of state aid.
The Italian cabinet revealed that the government will underwrite up to 3 point 9 billion euros worth of bonds for Italy's third largest bank, which will closely resemble Tremonti bonds.
Tremonti Bonds are bonds issued by banks and bought by the government with the proceeds going to shore up the bank capital which can then be converted into equity at the lender request.
The news comes after the IBTimes UK reported that MPS was frantically trying to sell 1billion worth of bonds to the state by the end of this month in order to plug a capital shortfall that is required to be filled by European Union (EU) regulations.
The European Banking Authority (EBA) published its formal Recommendation in December last year, and the final figures revealed that a number of Italian banks had a significant shortfall on their balance sheets with MPS needing 3.267 billion euros by the end of June this year.
Top management at the bank suggested it could issue contingency capital bonds to fill the remaining capital hole, after the EBA findings were released.

Tough times at Monte dei Paschi di Siena
Italy's oldest bank has unveiled a painful restructuring plan.
One day after it was forced to take state aid, Banca Monte dei Paschi di Siena said it would be looking to new investors in seeking to raise up to one billion euros in fresh capital over the next five years.
The bank has been hit hard by its 25 billion-euro exposure to Italian government bonds, proportionally higher than other Italian banks.
Under its restructuring plan Italy's third biggest lender said it aims to slash its loan book, close 400 branches and cut 4,600 jobs, and also estimated it would sell 1.5 billion euros of new special bonds to the Italian treasury, against a maximum of two billion euros approved by the government on Tuesday.
That will bring total state support to the bank to 3.4 billion euros, including similar bonds that Monte Paschi already sold to the state in 2009. The bank pledged to almost entirely pay them back by the end of its 2012-2015 plan.
The bank also aims to cut 15 percent of its workforce and more than 10 percent of its branch network with a view to reducing costs by 565 million euros by 2015.
Its exposure to Italian government bonds will be gradually phased out and the consumer and corporate loan-to-deposit ratio cut to 110 percent from 131 percent as it seeks to repair its balance sheet.

Shares in Italy's Banca Monte dei Paschi di Siena got a little bit of a boost from its better-than-expected first-quarter results - a profit of 93.2 million euros.
Analysts forecasting how it would perform had said everything from a five million euro loss and a 16 million euro profit.
Provisions for bad loans were down to their lowest in four years, while costs declined and commissions increased.
Italy’s third-largest bank did however suffer falling deposits and weaker capital.
