Bowring Park is a public park in the Metropolitan Borough of Knowsley, near Liverpool, England.
It is the oldest public park in Knowsley and includes the first municipal golf course in England (established 1913). It was opened in 1907 and was a gift of Liverpool's first Lord Mayor William Benjamin Bowring (later first baronet) in 1906 of the Roby Hall Estate. He was the senior partner in a shipping firm. His wife Isabel Maclean Bowring (née Jarvis) of St. John, New Brunswick, was sympathetic to the suffering and needy among the poor of Liverpool. Originally 100 acres (0.40 km2) in size, it lost some to the M62 motorway.

Thank you to everyone who has provided us with information (even those who no longer live in the area but got in touch with some info and nostalgia!) especially about the long term Pool issue.
Bowring Park is a flood risk area which has constant problems with drains, surface water, puddles, pools, running water and flooding.
With the threat of excavation works for over 130 houses (up from 89) on the Sportsfield Site (Former Lucas Aerospace Sportsfield), which is also happens to be the the run off for Childwall Valley (so called because Bowring Park is at the bottom of the Childwall Valley and catches all the water running-off!) the fear is that many residents of Bowring Park are going to suffer very detrimental affects to their homes.
The Local Plan and what we believe to be a campaign by some residents (with vested interests), Councillors and Officers of Knowsley Council to sanction planning permissions against the best interests of current residents may be gaining momentum.

Mud on the road - The Law - Criminal Offences
Farmers and vehicle operators who deposit mud on the road are potentially liable for a range of offences. There is a range of powers available to the police and the highways departments of local authorities. The primary powers fall under the Highways Act 1980.
Section 148 of the Highways Act 1980 makes it an offence to deposit mud etc. on the highway that would interrupt other users of the highway.
Section 149 of the Highways Act 1980 gives the highways authority the power to clean the road and recover its expenses from the person causing the obstruction.
Section 161 of the Highways Act 1980 states:
“If a person, without lawful authority or excuse, deposits anything whatsoever on the highway in consequence of which a user of the highway is injured or endangered, that person is guilty of an offence.”
In addition, driving a tractor on the public highway with a significant amount of mud attached to it may constitute the offence of ‘dangerous driving’ under the Road Traffic Act 1988. Section 2a of the Road Traffic Act states that the term ‘dangerous’ can include anything which is attached to a vehicle which can include mud.

Additionally there is Priority Habitat on the site which looks to be getting destroyed. The Planning Person from the Council did not set foot onto the site to look at any of the destruction and damage which was taking place.

In June 2015 during the Public Hearings in regard to the Knowsley Local Plan, an email response from John Flaherty, Director of Place, in regard to a residents concern over traffic sent on behalf of Cllr Graham Morgan by John Flaherty Director of Place, revealed claims that any access to the Edenhurst Sportsfield Site would be via the Liverpool side.
However, on Wednesday 19 April 2017, access was obtained from the Edenhurst Road side clearly contradicting the statements in the email and also statements to the Government Inspector during the hearing.
On the last day of the Public Hearings held in June 2015 Martin Pike the Government Inspector, Mr Tibbenham from Taylor Wimpey, two Representatives from Knowsley Council Planning Department one of whom was Rachel Apter and a Representative from Roby Residents Action Group visited the Edenhurst Sportsfield Site.
Access for this visit was obtained from the Liverpool side of the Sportsfield Site.
