Customs in Hainan Seize 24, 697 Smuggled Python Skins Worth 310 mln Yuan
Customs authorities in Haikou City of south China's Hainan Province seized a total of 24, 697 smuggled python skins worth around 310 million yuan and captured 16 suspects in a recent operation.
In Jan. 2015, custom inspectors working for Haikou's police department found a local company suspected of illegally smuggling python skin as their prices of the imported Vietnamese-made python skins were too cheap.
A certificate that declared the imported python skins seized by customs officers shows a total of 350 python skins were imported on Jan. 6, 2014.
The average overseas purchase prices of python skin ranges between 300 to 400 U.S. dollars, while the company's imported skin was only declared as being worth around 75 U.S. dollars.
In China, companies can only qualify to import python skin after gaining approval from local custom authorities.
Within the investigation, we've found that the 350 python skins purchased by the company in Vietnam are worth 100,000 U.S. dollars. However the company declared to Haikou customs that the python skins were only worth 16,000 U.S dollars. That is a difference of 90 percent above the original price, said Shi Lixin, director of the Investigation Department of the Haikou Customs Anti-smuggling Bureau.
The investigation showed most of the smuggled skins was transported to Hainan, Guangdong and Jiangsu Provinces and then were sold after being processed. The skins were mainly made into erhus (a type of Chinese musical instrument).
The customs inspectors traveled to south China's Guangxi Zhuang Autonomous Region and east China's Jiangsu Province to conduct a thorough investigation. They collected all evidence relating to the case and then launched an operation during the company's annual meeting to capture the main suspects.
The customs inspectors from Haikou cooperated with inspectors in Guangxi and Jiangsu. The police seized 24,697 python skins and a large amount of smuggled python eggs, meat and oil from the company's storage facilities in Haikou and its breeding center in Wenchang City in Hainan province.
The police said that the company worked with an agency in Vietnam to help create counterfeit declaration certificates in order to help them evade taxation costs.
The preliminary survey shows that the company avoided major taxation since 2014 using two methods. The first method was to reduce the price of the declared goods. There were 42,000 python skins and 8,000 python eggs (holding an approximate value of 100 million yuan) being declared cheaper than the original value. The second method involved illegally smuggling extra goods into the country. A total of 26,000 python skins worth 210 million yuan were imported through illegal smuggling.
The case is still under further investigation.

SUMMARY
=======
Shandong (山东; alternately romanized as Shantung) is a coastal province of the People's Republic of China, and is part of the East China region.Shandong has played a major role in Chinese history since the beginning of Chinese civilization along the lower reaches of the Yellow River. It has served as a pivotal cultural and religious center for Taoism, Chinese Buddhism and Confucianism. Shandong's Mount Tai is the most revered mountain of Taoism and one of the world's sites with the longest history of continuous religious worship. The Buddhist temples in the mountains to the south of the provincial capital of Jinan were once among the foremost Buddhist sites in China. The city of Qufu is the birthplace of Confucius, and was later established as the center of Confucianism.
Shandong's location at the intersection of ancient as well as modern north–south and east–west trading routes have helped to establish it as an economic center. After a period of political instability and economic hardship that began in the late 19th century, Shandong has emerged as one of the most populous (99,470,000 inhabitants at the 2016 Census) and affluent provinces in the People's Republic of China, with a GDP of CNY¥7.65 trillion in 2018, or USD$1.156 trillion, making it China's third wealthiest province.
