RUSSIA: RUSSIAN FACTORIES AVOIDING MARKET REFORMS

Not all sectors of Russian society are happy with the changes the break-up of the Soviet Union has brought about.
Some Russian factories are proving very reluctant to embrace the market forces of the post-Communist era.
Despite Russian government attempts to get them to abandon the inefficient practices of the past and play by the rules of the market, local authorities are fighting to protect not only jobs but also their own way of doing things.
The industrial town of Rybinsk is just four hours' drive from Moscow,
but its attitudes to market reforms seem to exist in a time warp.
For arriving in Rybinsk is like stepping back into the Communist past.
The town's major employer, Rybinsk Motors, still has Lenin and the Soviet symbols of hammer and sickle above its main building.
And the factory is currently involved in a bitter struggle with the Russian government which is determined to stamp out old-style communist ways of running industry.
Like many provincial Russian cities, Rybinsk relies heavily on a single factory for most of its jobs and social services.
And like many other huge factories from the Soviet era, Rybinsk Motors is on the verge of bankruptcy.
Once the country's largest producer of aircraft engines, Rybinsk Motors is now running at only 30 per cent capacity.
Monthly output is down from 40 to just five engines.
If the Russian government succeeds in selling its 37 per cent stake to
a private investor, the factory's director claims that he will have to sack half the workforce.

I will have to cut the production workforce by half, and we will only need 10 or 12-thousand workers. They will lose their perks and the whole town will suffer. Today we feed and clothe the whole town of one hundred thousand people. Of course we will be in a better financial position then. Most of the 25-thousand workers at the factory are hopelessly under-employed.
They spend half the day playing cards or dominoes but still collect
roughly 80 dollars a month.
But they realise that if the government succeeds in selling its share in the factory, they will probably not keep their jobs under new management.
It is a frightening prospect in a country where unemployment officially did not exist for 70 years

We are all afraid of losing our jobs. That's where our fear comes from. And if a private owner comes of course he won't need such a massive number of people.

Engines for snowmobiles will always be needed, but the attitudes of this model Soviet factory are not so welcome any more, despite the factory having the backing of the regional authorities.
Moscow is portraying the control of the factory as a battle between idealistic supporters of market reforms in the capital and conservative regional elites.
The Moscow-based Federal Bankruptcy Agency dismisses the idea of mass redundancies as scaremongering on the part of the factory's management.

The threat of sacking 50 percent of the workforce is nothing more than a scare tactic which Mr Shelgunov is using to get the workers' collective on his side. That's all it is.

Even though the agency has declared the factory insolvent, there is nothing they can do to force the local authorities to abide by the ruling.
And the agency claims that throughout the country huge, unwieldy Soviet factories are deliberately avoiding the imposition of market reforms.
If allowed to get away with it, Mostovoi believes they will jeopardise Russia's transition to a market economy .

Kazan (; Russian: Каза́нь, IPA: [kɐˈzanʲ]; Tatar: Казан) is the capital and largest city of the Republic of Tatarstan, Russia. With a population of 1,243,500, it is the sixth most populous city in Russia.
Kazan lies at the confluence of the Volga and Kazanka Rivers in European Russia, about 715 kilometres (444 mi) east from Moscow. In the Late Middle Ages, Kazan was an important trade and political center within the Golden Horde. In 1438, the city became the capital of the Khanate of Kazan. In 1552, Kazan was captured by Ivan the Terrible and became part of Russia. The city was largely destroyed during Pugachev's Rebellion, but was later rebuilt during the reign of Catherine the Great. In the following centuries, Kazan grew to become a major industrial, cultural and religious center in Russia.
Kazan is renowned for its vibrant mix of Oriental and Russian cultures. In 2015, 2.1 million tourists visited Kazan, and 1.5 million tourists visited the Kazan Kremlin, a World Heritage Site. In April 2009, the Russian Patent Office granted Kazan the right to brand itself as the Third Capital of Russia. In 2009 it was chosen as the sports capital of Russia and it still is referred to as such.
