Málaga – Energy efficiency refurbishment in social housing EUROCITIES AWARDS 2014 Participation
Malaga is involving residents in the energy refurbishment of ‘Los Limoneros’, a social housing building made up of 140 apartments. The building is associated with unemployment, distrust in the local authorities, high crime rates and illegal activities, so the city realised that in order to succeed, it would need to get residents on board. This meant taking into account residents’ needs as well as the building’s technical requirements, and also setting up a ‘pilot project participative group’ bringing together residents, property owners and city council staff. Measures such as roof and floor insulation, heating sanitary water with solar energy and new ventilation have helped improve the building’s energy classification from a grade F to D. By installing 45 smart meters in low income housing across the city, it has also helped residents to better understand the impact of their energy consumption. In addition, Malaga carried out a wider awareness raising campaign, estimated to have reached some 23,000 people.

Localizado al noroeste del pueblo, en la calle de la Glorieta, entre el Balneario y la Plaza de toros, se encuentra el edificio que alberga al actual ayuntamiento de la villa.
Es conocido entre los carratraqueños como la casa árabe, haciendo clara alusión a su estilo neomudéjar. Fue mandado construir por Doña Trinidad Grund de Heredia hacia el año 1885 y se concibió originariamente como casa de recreo para ella y su familia, pertenecientes a la alta burguesía malagueña.
El recinto estaba integrado, además, por una torre del mismo estilo que daba acceso al conjunto y a una zona de jardines. El torreón se desplomó hacia 1963. En 1991 se restaura el edificio y se inician las obras de construcción de una nueva torre, así como importantes mejoras en los jardines.
In the north east of the town, in Calle de la Glorieta, between the Spa and the Bullring, stands the building which is home to the village's present-day town hall. The inhabitants of Carratraca call it the casa árabe (Arabic house), a clear reference to the Neo-Mudéjar style in which it was built on the orders of Trinidad Grund de Herédia around the year 1885, originally as a holiday home for herself and her family, who belonged to the upper echelon of the Málaga bourgeoisie.
It also included a tower built in the same style via which the complex was entered, and a garden area. The tower, however, collapsed in 1963. In 1991, the building was restored and work was begun to build a new tower and make significant improvements to the gardens. Since its restoration, the ground floor has been used as an exhibition hall, the assembly and archive room occupying the first floor and the second floor being devoted to offices and other rooms.

In Malaga, the RE-Block project will be focussed on the area Palma Palmilla, located in the in the Northern part of the city. The area has approximately 33,000 inhabitants with a large number of these living in high rise blocks of flats. In general, there is a great need for a social transformation with its residents facing poverty and social exclusion.
In 2005, the Malaga City Council launched the Strategic Plan for this area. A number of neighbourhood assemblies have been carried (5 in total) in an attempt to share and analyse the work that has been carried out in the different working groups that have been established. 2,862 people have participated in the different activities since work first began in this area, with more than 70 projects being proposed by the residents, covering topics such as health, immigration accessibility, youth, etc.
Our main challenge is to build on the work that has already been carried out to help create a sustainable of the city, involving citizens and civil society actors throughout the process, and focussing on the three key themes of the RE-Block project: social cohesion, the creation and improvement of green spaces and the implementation of poverty reduction measures.
We are keen to learn from the other members of our network and share our experience that we have gained over the past seven years, particularly, in participative methods and processes.

The Central Market of Atarazanas is a municipal market of the Spanish city of Malaga , in the autonomous community of Andalusia. The current building, the work of the architect Joaquín de Rucoba , was built between 1876 and 1879 on the plot where there was a naval workshop of Nasrid origin , of which only a marble door is preserved and from which comes its name; atarazana .
The old Muslim building conditioned the design of the new market, neo-Arab style with Nasrid and caliph elements . After different uses like barracks and military hospital, it was almost ruinous. In 1822 the petitions to demolish part of the building (its towers) begin because they prevented the passage by the zone. The 31 of October of 1840 Provincial Delegation fails in favor of the City council the demolishing of the towers. In 1868, the Revolutionary Junta decreed the demolition of the remnants of the walls to give work to the poor classes, and the construction of a market, since the city had several places of sale but all outdoors, which was unhygienic .
After the process of amortization carried out, the City became the owner of the same, deciding the lifting of the Central Market of the city that would receive the denomination of Alfonso XII, also known by the Atarazanas Market, taking the name of the Muslim building whose land came to occupy.
Mercado Central de Atarazanas has a slightly trapezoidal structure structured in three naves. It consists of a metallic skeleton made largely by iron from the old Seville steel industry (specifically the San Antonio smelter, located on Calle San Vicente de Sevilla and was also the one that built the famous bridge of Isabel II of Seville's capital, better known as the Triana Bridge) enclosed with stone and masonry.
In its main façade, which formerly overlooked the sea, there is the Nasrid access cover, which is 25 meters ahead of its original location. In the back this cover corresponds to another metallic in the form of a triangular pediment to which opens a large arch of half a point with glass. Like other iron markets of the 19th century in Spain, Atarazanas was inspired by the market of Les Halles in Paris . The albanegas are decorated with tondos representing one, fish and cornucopias, and others, a human face. The rest of the surface is covered with finely molded ataurique in iron. It is an example building of architectural eclecticism.

Español: El Ayuntamiento quiere reactivar la construcción de aparcamientos de promoción municipal en la ciudad, según ha publicado diario SUR.
Tras varios años en los que la crisis económica ha frenado el ritmo de ejecución de estacionamientos, a tenor del escaso nivel de ventas de las plazas que se terminaban de construir, la Sociedad Municipal de Aparcamientos y Servicio trabaja ya en el desarrollo de un plan estratégico de aparcamientos para la ciudad en el que se contemplan nuevas instalaciones para los 11 distritos de la ciudad, incluido el casco antiguo.
Un buen número de los proyectos planteados por SMASSA para los próximos años serían de carácter mixto, es decir, albergarían plazas en propiedad de residentes y también de rotación.
Entre las actuaciones más destacadas está el futuro parking bajo la manzana del antiguo cine Astoria, en la plaza de la Merced, la ampliación del aparcamiento de la plaza de la Marina, y construir nuevos en el solar de la calle Gigantes (junto a Carretería), la plaza Miguel de los Reyes, en Lagunillas, la plaza del Santuario de la Victoria, el paseo Ciudad de Melilla y la zona del Muelle de Heredia, entre otros muchos sitios analizados en la zona del Centro.
En otras zonas de la ciudad también se prevén actuaciones como en Echevarría de El Palo, Baños del Carmen, Parque San Antonio y ampliación del construido bajo el campo de fútbol de San Ignacio; por otro lado, la prevista en los suelos vacíos de la trasera del Hospital Civil; en la explanada junto al polideportivo de Ciudad Jardín; en la plaza de Manuel Azaña, frente a la comisaría; en la operación urbanística para transformar la manzana de la Flex, en la avenida de Velázquez; y otro junto a Tabacalera.

Practical aspects of the future European Alliance of Cities and Regions for Roma Inclusion as well as its mandate, structure, the general frame for membership and possible activities were discussed at a meeting in Strasbourg on 22 February 2012. This was the second meeting of the Core Group of local and regional elected representatives working to prepare the launch of the Alliance in the second half of 2012. Following the decision by the Summit of Mayors on Roma in September 2011, the Alliance has become a common project of the Congress and the Special Representative of the Council of Europe Secretary General for Roma issues, supported also by external partners such as the European Commission, the Open Society Foundations and the Assembly of European Regions.

Benalmádena is a town on southern Spain's Costa del Sol, known for its beaches and Tivoli World theme park. The modern Puerto Marina is home to the Sea Life Benalmádena aquarium and moored yachts. In the traditional Andalusian old town lie the Castillo Monumento Colomares, a castle-style monument dedicated to Christopher Columbus and his discovery of America, and the Benalmádena Stupa, a large Buddhist temple.
Benalmádena is a town in Andalusia in southern Spain, 12 km west of Málaga, on the Costa del Sol between Torremolinos and Fuengirola. Benalmádena is rich in attractive beaches and interesting places like the Colomares Castle, the 33-meter-tall Buddhist Benalmádena Stupa, the largest Buddhist stupa in Europe, and the Benalmádena Marina.
Benalmádena covers an area of just over than 27 km2 that extends from the summits of the Sierra de Mijas to the sea, falling in some places as a cliff. The territory is crossed from east to west on Highway A-7, which connects with the provincial capital and other centers of the Mediterranean coast. Benalmádena has been inhabited since prehistoric times. Benalmádena experienced a remarkable development during the period of Muslim domination. Its development was paralyzed after joining the Crown of Castile in 1485 due to various natural disasters and the intensity of the activity of privateers in the area. The paper industry and vineyard cultivation reactivated the local economy during the 18th and 19th centuries. In the early twentyfirst century Benalmádena is one of the main tourist destinations on the Costa del Sol, with leisure facilities including an amusement park, two aquariums, a casino, a cable car and one of the largest marinas of Andalusia.
In 1784 the Italian Félix Solesio purchased the farm “Arroyo de la Miel” to build six paper factories to supply the Royal Factory of Playing Cards of Macharaviaya. The destination for most production was the American market. This would mean the birth of the nucleus of Arroyo de la Miel around the new business and the factories built at what is now “Plaza de España”, containing the “Portal de San Carlos” (San Carlos gate) with the arms of Solesio and the “La Tribuna” building. A monument to the founder of this complex was erected in the square. In the 19th century the city grew through the exploitation of muscatel grapes for the wine production, but the vine plague of phylloxera ruined crops across the province. Epidemics of malaria, typhoid and cholera also undermined the population. The municipality's population boom began in the 1950s with the birth and development of mass tourism on the Spanish coast. Many established hotels, restaurants and businesses opened in this period, such as the Hotel Triton [1961], Tivoli World amusement park [1973], Torrequebrada casino and hotel [1979], Selwo Aquarium, Sea Life Aquarium, Chollocasa, Cable car, Irentinsapain, Hotel Alay. Many more were constructed in the early twentyfirst century.
The township of Benalmádena has the largest example of a Buddhist stupa in the Western world, Benalmádena Stupa, constructed in 2003. In Arroyo de la Miel, Avenida Garcia Lorca has the Costa del Sol's only real ice skating rink. Benalmádena Council is integrated into the Málaga Metropolitan Transport Consortium. De la Torre insiste en las ventajas del hotel del puerto - Málaga 24h
El alcalde de Málaga, Francisco de la Torre, ha vuelto a reiterar que el futuro hotel del puerto, de 135 metros de altura, previsto en el dique de Levante, tiene más ventajas que inconvenientes, aunque ha precisado que las reflexiones en torno a los temas paisaje y ambientales, entre otros, debe hacerse con la serenidad necesaria, pero también sin dilatarlo mucho en el tiempo.

Así lo ha asegurado De la Torre tras ser cuestionado por la oposición al proyecto del hotel del puerto de la Academia Malagueña de Ciencias y de una plataforma ciudadana formada por unos 60 profesionales de distintos ámbitos.
Sobre las ventajas que tiene el proyecto, De la Torre, ha considerado que se potencia la ciudad y la vocación de crucero.
Por otro lado, cuestionado por el problema de que los vehículos no puedan estacionar en la zona reservada para la bajada de pasajeros en la fachada de la T3 y tengan que ir al aparcamiento preferente, De la Torre ha afirmado que en lo que puedan colaborar desde el Área de Movilidad o, en general, desde el Ayuntamiento para este tema que cuenten con el equipo de gobierno.
