Many survivors on northeast coast remain in temporary housing 3 yrs after tsunami
Tens of thousands of people on Japan's northeastern coast, who were left homeless by the March 2011 tsunami, are still living in temporary accommodation three years on from the disaster.
Japan on Tuesday marks the third anniversary of the earthquake, tsunami and nuclear disasters that killed 15,884 people and left 2,636 unaccounted for in vast areas of its northern coast.
After three years of debate and constant red tape, reconstruction plans are finally taking shape, but shortages of skilled workers and materials are delaying the work.
As the 370 districts planning to resettle residents on higher ground gradually start construction work, competition for manpower and materials is intensifying.
In Higashi-Matsushima, in southern Miyagi prefecture, construction worker Masayuki Hanasaka is building 14 houses on a stretch of land owned by the city.
But it's not been easy - Hanasaka said prices for wood rose 28 percent in the past year, while concrete prices have gone up by about 4,000 yen (around 40 US dollars) during the same period.
Adding to the delay is the shortage of skilled workers.
A large portion of land reclamation in the city will be complete and ready for construction by June, which means housing orders are likely to come at the same time.
So again, after this June, we'll be short of hands, Hanasaka said.
The country has struggled to rebuild tsunami-hit communities and to clean up radiation from the nuclear crisis, and has earmarked 25 trillion yen (250 billion US Dollars) for reconstruction through to March 2016.
But for elderly residents that money has been too long coming.
77-year-old Shinya Yamazaki is still living in temporary housing in Ishinomaki and says he's resigned to the fact that he may have to stay there for the rest of his days.
He said he hasn't been able to get funding for rebuilding his house, which was damaged by the tsunami.
At my age I can't get a loan, and for various reasons, I think I'll just live quietly with what pension I have he said.
As Japan's over-stretched construction industry begins gearing up to build venues and revamp aging infrastructure for the 2020 Tokyo Olympics, shortages of skilled carpenters and heavy equipment operators, cement and other materials, are frustrating residents and local officials.
In Rikuzentakata, an enormous conveyer-belt spanning 3 kilometres (1.8 miles) is being installed next to an iconic tsunami landmark - the lone miracle pine tree which survived the tsunami.
The conveyer-belt will be used for transporting rubble from an adjacent hill which is being flattened to create space for housing.
The first 120-unit disaster housing complex is due to open in September.
But some 2,000 families are still in need of new homes, said Takashi Kubota, the city's vice mayor.
Local officials complain that a flood of public works projects, which were meant to boost the national economy, are actually causing even more delays.
Less than eight percent of the 6,038 public housing units that Iwate prefecture is planning are finished.
Two-thirds aren't due to be ready until 2015 at the earliest.
Unless we decide on priorities, everyone will be in trouble. But then of course, they can't let the Olympics (in Tokyo) fall through, so when you think about who might have to take the fall for it - we get worried said Rikuzentakata's Mayor, Futoshi Toba.
Tokyo will begin Games-related construction this May, with the demolition of its National Stadium to make way for an 80,000-seat, 130 billion yen (1.3 billion US Dollars) arena that must be ready for the Rugby World Cup in 2019, a year before the games.
