It doesn't actually rain that much in Victoria. Over the year it gets about the same rain amount as Toronto. Unfortunately, most of Victoria's rain comes over three or four months instead of being spread over the whole year. Also, it can be overcast a lot of the winter and spring, and fall, and early summer. But, once summer comes we can have a whole month of sunny days in a row so it makes up for the winter.
