Leaders, soldiers gather to celebrate Lao army
Party and state leaders, together with officials, soldiers and police, joined together in a ceremony yesterday to celebrate the 65th anniversary of the establishment of Laos' armed forces
The gathering was held in Vientiane on Monday morning at the National Conference Centre.
Party Secretary General and President of Laos Choummaly Sayasone gave a speech on how President Kaysone Phomvihane formed the Lao army 65 years ago.
President Kaysone set up the Latsavong unit and the Lao Issara Army on January 20, 1949.
The force, now known as the Lao People's Army, was born on that day at the Tasaeng-laohoung stronghold in Xiengkhor district, Huaphan province.
The Lao Issara fought against French aggressors and their allies on battlefields around the country until the enemies were finally defeated.
When the French forces were defeated across Indochina they surrendered and signed the 1954 Geneva agreement, granting independence to Vietnam, Laos and Cambodia.
Soon after the defeat of the French, Laos was attacked by America.
The Indochina Communist Party separated into three parties to fight the American forces, splintering into the Vietnam Labour Party, the Cambodian People's Party and the Lao People's Party.
In early 1960, American forces captured several Lao leaders and locked them in Phonkheng jail. But all the Lao leaders and the two battalions were eventually able to escape and rejoin the fight.
America committed many troops to the war in Laos and used its airforce to drop bombs across large swathes of land.
Over 2 million tonnes of ordnance were dropped on Laos by American warplanes during the Indochina war from 1964 to 1973.
There were a number of pivotal battles fought around this time.
The Lam Son 719 battle, fought in Xepon and Nong districts of Savannakhet province, was one of the critical conflicts in the country. The opposing troops were fought off by a combination of Lao and Vietnamese soldiers.
A museum dedicated to the battle has built in Xepon district to commemorate the legacy of the soldiers.
On exhibition are guns, defused bombs, mortars, aeroplanes, a helicopter, tanks, and other vehicles used during the war.
The Lao People's Army fought many battles before eventually achieving victory and liberating the nation in 1975.

INTRO: Vientiane authorities have pledged to work with all sectors and the entire Lao people to realise the resolution adopted by the 10th Congress of the Lao People's Revolutionary Party on Friday.
STORY: Addressing a meeting held at the National Culture Hall on Saturday, newly-elected Politburo member and Mayor of Vientiane Dr Sinlavong Khoutphaythoune said Vientiane was determined to work with all sectors to pursue these goals.
Newly elected Secretary General of the new Party Central Committee, Bounnhang Vorachit, newly-elected Politburo members and the new Party Central Committee were among the 1,200 people attending the meeting, which was held to mark the successful outcome of the congress.
Dr Sinlavong said Vientiane would translate the resolution into a detailed work plan and projects to be carried out by the authorities to ensure that Vientiane achieved annual high-level economic growth of about 11 percent. He pledged that Vientiane would pursue the target to increase the per capita income of local residents from US$4,390 in 2015 to US$6,500 by 2020.
Vientiane will pursue sustainable development by balancing high-level economic growth with environmental protection, improved living conditions and cultural development. The capital would be developed in line with the six goals of creating a city that is safe, clean, green, bright, attractive and civilised.
The mayor said Vientiane would strive to ensure that the capital enjoyed political stability, security and social order, and vowed to address the social ills that exist.
Overall, Vientiane authorities would aim to build the capital as the centre of politics and economics as well as the centre of social and cultural activities, national security and defence.
Dr Sinlavong said the resolution of the 10th Party Congress would be followed as the defining direction for Vientiane in pursuing its goals.
He outlined the five-day congress, convened in Vientiane, agreed to work towards removing Laos from Least Developed Country status by 2020 and attain upper middle income country status by 2030. This will require Gross National Income (GNI) per capita to increase to US$7,351 – almost five times that of 2015 and the main outcomes of the congress, which elected a new Party Central Committee comprising 69 members as well as 11 Politburo members. Participants also elected Bounnhang Vorachit as Secretary General of the Party Central Committee, replacing Choummaly Sayasone who had served as the Party Chief for two terms.
The mayor recounted the achievements made in implementing the resolution of the 9th Party Congress, which were reviewed at the congress. Implementation of the resolution had enabled Laos to enjoy political stability, national security and social order, he said. The capital saw strong economic growth and people's living conditions had improved, while Laos' profile and role in the regional and international arenas had risen.
Delegates and guests at Saturday's gathering also watched a performance of traditional dances, to celebrate the success of the congress.
Also on the same day, Party Central Committee members elected by the 10th Party Congress went to place flowers at the Kaysone Phomvihane Museum in Vientiane.

VO Narcotics suppression officials from Vientiane arrest a man with almost 3 million amphetamine tablets after car chase
INTRO: Narcotics suppression officials from Vientiane arrest a man on Sunday after finding almost 3 million amphetamine tablets stashed in the SUV he was driving.
STORY: As part of drug trafficking investigations in central Vientiane on June 7 officials followed a Toyota Prado that was driving at high speed through Phontong village in Chanthabouly district.
According to the Vientiane Police Office that reported on Monday the 8th of June that, the narcotics suppression team was following the suspect vehicle when it collided with another vehicle before slamming into a traffic median strip in a futile bid to evade capture.
There were four people in the vehicle with three managing to flee the scene. Only Mr Cheuporvang, 38, originally from Oudomxay province but now living in Saravan province, was arrested.
When officials examined the vehicle they found 10 white sacks containing the pills.
The Vientiane Police Office said the drug seizure was the result of close cooperation between narcotics suppression officials from both the Ministry of Public Security and the police force. They said the haul was one of their biggest achievements to date.
Officials have not revealed where the narcotics came from or their destination, saying they are continuing to investigate the case. They are now trying to track down the three men who fled the vehicle as well as others involved in the amphetamine trade.

INTRO: The Traffic Police Department of the Ministry of Public Security will station more than 200 officers on the capital's streets to tackle traffic congestion at the start of the new school year next month.
STORY: The Traffic Police Department of the Ministry of Public Security will cooperate with district traffic police to set up 93 police posts in Vientiane and place 234 police officers on duty.
According to the Chief of the Vientiane Traffic Police Department, the objective is to cut traffic congestion in the rush hour, especially as it is expected the number of vehicles will double when the new school year begins. The department also wants to improve conditions for road users in general and curb undesirable activities such as bag snatching and robbery.
Police will be stationed near schools on Kaysone Phomvihane, Souphanouvong, That Luang and Thadeua roads and along the most congested streets.
Traffic police continue to step up their efforts to manage traffic flows and keep vehicles moving, especially at the start of the school year when there is always a surge in traffic volumes.
The Vientiane Traffic Police Department urges road users to comply with the traffic regulations at all times, in order to keep vehicles moving smoothly and to reduce accidents.
The department's latest traffic accident report for August 17-23 recorded 23 accidents in Vientiane in which two people died, 29 people were injured and 43 vehicles were damaged.
It is said that, the number of accidents had fallen slightly since the start of Buddhist Lent at the end of July.

Brewery pours funding into Savannakhet, Khammuan schools
The Lao Brewery Company (LBC) on Saturday donated 300 million kip worth of educational materials to schools in Savannakhet and Khammuan provinces.
The materials will be distributed to underprivileged students at schools in eight districts of Savannakhet province and two districts in Khammuan province, aiming to improve the standard of education in these areas.
Speaking at Phonesavan Sc hool in Kaysone Phomvihane district, Savannakhet province, LBC deputy managing director Mr Oudone Singsouvong said the donation is in line with the company's policy to fund sports, education, health and other areas of social development in disadvantaged areas.
Each year, LBC gives 480 million kip to hard-working university students who could not otherwise afford the tuition fees.
From the funds coming from the company's steady growth, we will continue to contribute billions of kip to government-supported causes, Mr Oudone said.
LBC is funding a 5.46 billion kip, seven year programme (2010-2016) featuring two projects. The first is the Education Fund to University Students and the Fine Arts School, and the second is the Education Materials programme, which donates school supplies to the country's 45 poorest districts. The brewery works in cooperation with the Ministry of Education and Sports in a bid to help the government achieve the Millennium Development Goals.
From 2007 to 2009, LBC provided 900 million kip worth of education materials to some of the country's poorest districts.
This year, the Ministry of Education and Sports chose eight underprivileged districts in Savannakhet province -- Phin, Atsaphone, Thapangthong, Nong, Xepon, Thaphalanxay, Xonbouly,and Vilabouly -- and two districts in Khammuan province - Boualapha and Nakay - as targets for educational support. It's hoped the new supplies will motivate children in these areas to learn and lead them to a better future.
Last year, we donated education materials to five of the poorest districts in Oudomxay province and five of the poorest districts in Phongsaly province. We hope it encourages and motivates children to contribute to Laos' future, Mr Oudone said.
Deputy Governor of Savannakhet province, Dr Khampheuy Phanthachone, thanked the company for the donation, which he said will improve children's access to knowledge. Director General of the Ministry of Education and Sports' Department of Primary and Pre-school Education, Dr Mithong Souvanvixay, urged students and teachers to pay more attention to teaching and learning, and stressed the importance of education in developing areas as the governme nt strives to alleviate poverty.
Pupils at Phonesavan School gave a performance of songs and dances on the occasion, attended by over 1,800 people.

VO Renovation of the Hor Pha Keo Museum is now about 80 percent complete
INTRO: Renovation of the Hor Pha Keo Museum is now about 80 percent complete, according to the Vice Mayor of Vientiane Saythong Keoduangdy, less than 20 percent of the work remains to be completed in the second and third phases of the project.
STORY: Speaking at a press conference at the museum on Tuesday, the Vice Mayor of Vientiane said the first phase of the restoration was almost 100 percent complete, which was why officials were now announcing the fact to the public.
According to a report on the renovation, less than 20 percent of the work remains to be completed in the second and third phases of the project. This will focus on the floor and other painting work around the museum. Workers will also restore the garden, drains, lighting, security and other features.
Officials also reported that funding for the renovation project came from the government, donations from local people, foreigners and international organisations as well as entry fees to the museum.
Officials from the Vientiane Administration Office and the Ministry of Information, Culture and Tourism will arrange a ceremony to conclude the project as well as an almsgiving ceremony presided over by 41 monks at the museum on the weekend of February 21-22.
Ho Pha Keo is one of Vientiane's oldest temples, which was used as the royal chapel of the Lao monarchy, but more importantly it was built to house the Emerald Buddha.
The first renovation took place in 1816 during the reign of Chao Anouvong, while the second renovation was undertaken between the years 1936-1942.
After national liberation in 1975, the government placed Hor Pha Keo under the management of the Ministry of Education.
From 1983-1987, the museum was under the supervision of the then Ministry of Information and Culture. It became a full museum in 1987.

Laos strives to end illiteracy by 2015
Laos has set a goal to wipe out illiteracy by 2015, through strengthening and expanding the education system across the nation despite challenges still facing the sector.
This comment was made by Deputy Minister of Education and Sports Mr Lytou Bouapao, who revealed the ambitious plan on Friday to mark the 49th anniversary of International Literacy Day (September 8).
Mr Lytou said, “All sectors should strengthen and expand the education system in order to turn our ‘Education for All' plan into reality.”
The theme for International Literacy Day 2014 is ‘Literacy and Sustainable Development'. Literacy is one of the key elements needed to promote sustainable development, as it empowers people to make the right decisions in the areas of economic growth, social development and environmental integration.
Mr Lytou said the most important thing was to urge all education departments, districts, teachers and village leaders around the country to work with local authorities to encourage illiterate people to go back to school.
He said by learning to read and write, they would improve and develop their lives and their communities.
“To reach the government's target, we require all the concerned sectors and departments to work together to raise the standard of our education system in all parts of the country,” Mr Lytou said.
Last academic year, the ministry recorded literacy skills in over 65,000 youths, including 5,000 rural children aged 6-14.
There are now 144 literate districts in the country out of a total of 148, and the ministry is expected to declare the remaining districts of Anouvong, Longchaeng, Longxan and Hom in Xaysomboun province as literate communities by 2015.
Literacy is by far the most neglected goal on the education agenda, Mr Lytou said.
He said in most countries, illiterate people were from the most disadvantaged and marginalised populations, with a high percentage being women and girls, indigenous people, linguistic and cultural minorities, nomads, rural dwellers and the disabled.
“Literacy is not just about reading and writing, it is about self-respect and human dignity and about opportunities that give hope to individuals, families, communities and entire societies,” Mr Lytou said.
However, despite clear evidence of the power of literacy to transform individual lives and patterns of social development, in many parts of the world there is neither the political will nor the resources to make youth and adult literacy an area of priority.
A recent message was made by the Director General of UNESCO, Ms Irina Bokova, to mark the International Literacy Day.
She said while the empowering role of literacy and its significance for development had been recognised worldwide, there were still over 780 million illiterate people. Out of this figure, two-thirds were women and around 250 million of these people were unable to read a full sentence.
September 8 was proclaimed International Literacy Day by UNESCO on November 17, 1965. It was first celebrated in 1966, with the aim to highlight the importance of literacy to individuals, communities and societies.
On International Literacy Day each year, UNESCO reminds the international community of the status of literacy and adult learning globally and celebrations take place around the world.

Lao stage drama about human trafficking
Lao, Thai media to raise voices against human trafficking
Lao and Thai media personnel attended a workshop recently to strengthen their knowledge about human trafficking, discussing the key role that the media plays in raising awareness and helping efforts to combat the problem.
The Lao Ministry of Labour and Social Welfare, together with the Ministry of Social Development and Human Security of Thailand, jointly organised the workshop for Lao and Thai media staff in Mukdahan province, Thailand from March 29 to April 2.
Deputy Director General of the Thai Department of Social Development and Social Welfare, Mr Vithad Techaban, addressed the participants at the opening ceremony.
Currently the media is playing an important role in terms of social development, he said. The media is able to encourage people to participate, to learn and to act.
The media provides a bridge to deliver messages and experiences to the public, helping empower people to change their attitudes and practices. Good media can lead and protect people fro m the two countries from becoming victims of human trafficking. Good media is important to social development, he added.
The governments of Laos and Thailand signed a Memorandum of Understanding to work together in the fight against human trafficking in 2005.
The Lao Ministry of Labour and Social Welfare and the Mini stry of Social Development and Human Security of Thailand are implementing a joint prevention effort by holding public awareness campaigns in targeted border communities.
Deputy Director of the Social Welfare Department at the Ministry of Labour and Social Welfare, Mr Khamkeng Keovong, said The Lao government is working to combat human trafficking at the national, regio nal and international levels through cooperative efforts with other countries, and these efforts are getting stronger all the time.
We have a common purpose and commitment to prevent our citizens from becoming victims of human trafficking. For the benefit of the women and children of the two nations, we are actively supporting policy mobilisation of the Lao-Thai media action plan. In order to ensure they get the message out to people who are vulnerable to exploitation, Lao and Thai media organisations plan to target several border regions where trafficking occurs.
They will cooperate to broadcast public awareness campaigns in the border regions of Ubon Ratchathani and Champassak province, Savann akhet and Mukdahan, Khammuan and Nakhon Phanom, Vientiane and Nong Khai, and Bokeo and Chiang Rai. Participants at the workshop agreed to implement prevention measures on radio and television, and plan to exchange expertise in terms of technical capacity and information on human trafficking.
The participating media organisations will provide airtime for each other's awareness campaigns on their respective stations, to ensure that the message reaches as many people as possible.
Twenty-five media personnel from Vientiane and Borikhamxay, Khammu an and Savannakhet provinces took part in the workshop, alongside 43 Thai counterparts from Nakhon Phanom, Mukdahan, Amnat Charoen and Ubon Ratchathani provinces.

On Monday evening, President Choummaly and his wife hosted a dinner at the Presidential Palace in honour of President Sang and his wife, and the high-level Vietnamese delegation.
It is said that, Vietnamese President Truong Tan Sang’s visit, which coincides with celebrations for the 60 th anniversary of the Lao People’s Revolutionary Party, is a great catalyst for the implementation of high-level agreements between the two Parties and cooperation deals reached between the two governments. President Sang and his delegation on Tuesday the 24th of March meet Prime Minister Thongsing Thammavong and National Assembly President Madame Pany Yathotou.
At the talks, the leaders briefed each other on the latest developments in their respective countries and shared views on regional and international events of mutual interest.
Reviewing the fruits of their cooperation, the leaders said they highly valued the traditional ties of friendship, special solidarity, and comprehensive cooperation between the two Parties, governments and peoples.
They agreed that, despite the complex changes that have occurred both regionally and internationally, the special ties between Laos and Vietnam had been enriched and grown continuously, which benefited the two nations.

INTRO: The Counter-narcotics Police Department at the Ministry of Public Security reported that they are currently investigating the networks of the commercial drug dealer who was arrested recently in Vientiane.

The narcotics information sector of the department told Vientiane Times that they have identified several targets relating to the 296kg of amphetamine (yabaa) or almost three million tablets which were trafficked in central Vientiane.
The shipment was intercepted by police on June 7 and one man was subsequently arrested in connection with the haul.
Chief of the sector Lieutenant Colonel Keovilay Mixayphone explained that they are currently investigating those persons with possible connections to the shipment, in particular the major dealers.
On June 7 officials attended a road accident after a black Toyota Prado ran off the road whilst driving at high speed through Phontong village in Chanthabouly district.
The vehicle collided with another vehicle before slamming into a traffic median strip in a futile bid to evade capture.
Local officials arrested Mr Cheuporvang, 40, from Oudomxay province and took the evidence, including 10 white sacks containing amphetamine pills, into police custody.
Lieutenant Colonel Keovilay said that the suspect confessed that he was the owner of the drugs and had brought them from the golden triangle area for shipment to another country but he was subsequently arrested by local officials in Vientiane before the drugs made it over the border.
“We are continuing to interrogate and investigate him and shall work with the involved sectors to investigate the other major targets believed to be involved in this trafficking network,” he explained.
Lieutenant Colonel Keovilay asked local people who are using social media networks and other channels not to believe some of the information from a page on Facebook, which he said isn't true.
“Local print and electronic media are the best ways to source true and accurate information about this incident because they get the information directly from our department,” he explained.
The department reported that there is some information they couldn't provide to media due to sensitivities related to the ongoing investigation but promised to keep in touch with local media agencies in relation to developments in the case.
