The northernmost reservoir is the oldest and referred to as Topa wewa (Sinhalese wewa = lake or reservoir) built around 386. The middle section Eramudu wewa and the southernmost portion, at the highest elevation, is Dumbutula wewa, both sections were added and the reservoir expanded during the reign of King Parâkramabâhu I.
The huge lake upon whose northeastern shore Polonnaruwa rests is an inland sea known as the Parakrama Samudra. The largest irrigation tank of Parakramabahu I. It was the life-blood of the ancient city in the same way that it is the blood life of the religion today, providing water for the growth of thirsty rice crops and other foodstuffs. Its 5,600 acres of water irrigated an estimated 18,200 acres of paddy land.
Five minor lakes were incorporated in the building of the Parakrama Samudra, whose 8 1/2- mile bund contains 4 1/2 million cubic yards of earth. One thousand men employed in the hand labor of the period, working 24 hours a day. could scarcely have completed the job in 12 years.

JH - das meiste wurde aber angeblich unter König Parakramabahu I. angelegt, also im 12. JH. Deshalb heißt der See auch Parakramas Meer.

Parakramabahu is said to be the greatest king of Polonnaruwa. During his reign he constructed massive irrigation systems, encouraged the arts, reorganized the army and undertook military campaigns in southern India and in Myanmar.
Among his constructions, the greatest is Parakrama Samudraya tank. It is a massive water reservoir and it was according to his famous utterance not even a drop of water that comes from the rain must flow into the ocean without being made useful to human.
