CHINA and the US are once fight over the South China Sea after a Washington diplomat questioned Beijing's sincerity in plans to agree a code of conduct as Xi Jinping withdraws vessel from Vietnamese waters.
Fears of armed have been sparked by Chinese President Xi Jinping and his country's aggressive movements in the contested waters of the South China Sea. Beijing is trying to patch up deteriorating relations in the region by agreeing a code of conduct with its neighbours. However, a top US diplomat this month expressed scepticism about China's sincerity in negotiating a code of conduct with othe.
David R Stilwell said China's ruling Communist Party is pursuing a repressive alternative vision for the region that seeks to reorder it in its favour and has put Beijing in a position of strategic competition with all who seek to preserve a free and open order of sovereign nations within a rules-based order.

CCP Writer Under House Arrest

Xin Ziling, a writer in the Chinese Communist Party
(CCP) is under house arrest. He signed a petition
to People's Congress with over 20 senior cadres
and suggested in his speech that Hu Jintao
supports Wen Jiabao's political reform. Authorities
claim Xin went against the Four Cardinal Principles
and forced him to examine himself.
Another writer within the CCP, Tie Liu, told NTD
(New Tang Dynasty TV) that Xin Ziling signed
a petition to People's Congress with 22 senior
cadres urging authorities to fulfill the Constitution's
Article 35 to give people the freedom of speech.
Those who countersigned include Li Rui, Li Pu,
Hu Jiwei, and Jiang Ping. People's Daily published
5 articles, including Clear Up the Source to refute
the petition. This year, Xin Ziling gave a speech
named Situation and Responsibilities
to science cadres and again irritated authorities.
According to Tie, when Xin Ziling went to Nanchang,
Jiangxi to give lectures in March,
authorities ordered him to cancel the lectures.
After Xin returned to Beijing, people from
the Army's Commission for Discipline Inspection
talked with him, and accused him
of having three serious problems in his speech.
Tie Liu (writer) said: First, Xin's speech on China
now experiencing crony capitalism was criticized
to be against the Four Cardinal Principles.
It should be socialism instead of capitalism.
Second, Xin's speech that Hu Jintao should support
Wen Jiabao's political reform rather than suppress
it, was said to have harmed the authorities' 'unity'.
According to Hong Kong's Asia Weekly, Xin Ziling
said in his speech on February 11: Only by taking
the capitalist road explicitly could the economy grow,
...China's previous reform and open policy
was to speak frankly, which changed course
and followed the capitalist road.
Xin Ziling also suggested that Hu Jintao should
not criticize Wen Jiabao and not launch
another war to resist U.S., and aid Korea.
He said it was a blunder that Hu did not support
Wen's political reform plan after Wen proposed it
7 times since last August. Xin appealed to Hu
not to suppress Wen with other powerful groups.
He believed that the Vice Minister
of the Central Propaganda Department's speech
on Wen as troublemaker is a sign of suppression.
Xin Ziling also mentioned that Zeng Wei,
son of former vice president, purchased
a luxurious house in Sydney, Australia
for RMB250 million. Now CCP leaders' families
have economically replaced
the previous Nationalist Party's four families
and have accumulated much more wealth.
According to Tie Liu, the third serious problem
put forward by the Army's Discipline Commission
Inspection about Xin Ziling, is about the purchase
of a luxurious house by Zeng Qinghong's son.
The commission claimed there are two Zeng Weis,
and the one who purchased a luxurious house
is not a son of Zeng Qinghong.
They warned Xin Ziling that he must have evidence.
Also Gao Yu, a renown media expert in China,
told NTD that the authorities claimed to register
and investigate Xin, restricting his freedom
for 3 to 6 months. Xin could not make contact
with the outside world or attend activities
including dinner parties. Gao Yu believed
that authorities' black case work and suppression
are unpersuasive, and the excuses
of the Four Cardinal Principles are outdated.
The CCP is no longer the proletarian vanguard,
but only part of a crony capitalism.
Gao Yu: The Four Cardinal Principles are wrong.
There were 'two whatevers' after Cultural Revolution.
Actually now, even the CCP itself does not believe
in the Four Cardinal Principles.
It has already broken the Four Cardinal Principles...
As to the proletarian dictatorship,
proletariats now have the lowest social standing
and there is only one-party dictatorship.
Xin Ziling was president of Military Academy Press,
and chief editor of Defense University's
Contemporary China. He published books
including Biography of Mao Zedong, and
Fall of the Red Sun. According to public opinion
Xin is an innovationist elite in the CCP system.

Shot in late 1945 or early 1946, this silent home movie was created by an American sailor. The film begins in Japan where ruined city streets are shown as well as smashed buildings and infrastructure. It's unknown precisely where this was shot, possibly Tokyo but it could also well be Nagasaki or another devastated city. At 1:41, refugees live in difficult conditions, growing vegetable gardens to support themselves. At 1:53 children run from the camera. At 2:07, a hulk of a Japanese battleship is shown. This is most likely the Nagato, which was anchored in Yokosuka at the end of the war. It had been used as a floating anti-aircraft battery and was attacked multiple times by U.S. aircraft. At 2:29, an illustration shows silhouettes of American planes including the P-38 Lightning. At 2:40, American sailors are shown busily preparing to go to sea aboard what appears to be LST-42. (This vessel performed occupation duty in the Far East and service in China until early April 1946.) At 3:37 the ship transits part of what might be Tokyo Bay past an impressive array of ships. At 3:53, USS Mineral County (LST-988) is seen. At 4:12 sailors work to splice a hemp rope on the deck. At 4:50 an officer surveys the horizon with field glasses or binoculars. At 5:11 the entrance to a harbor is shown, possibly near Shanghai. At 5:30 the rope is used to anchor the ship to the dock. At 5:45 American sailors and officers are shown on the docks, meeting Chinese counterparts. At 6:04 a ship the San Rafael is seen at the dock. At 6:17 more Chinese naval officers and men are shown lining up while at 6:33, the American flag is lowered. This is apparently a change-of-command ceremony with the USA giving the vessel over to the Chinese crew. It's unclear precisely what ship they are turning over -- it's possibly one of the Gearing class destroyers sold to the Republic of China Navy. At 7:02 the Chinese nationalist flag is raised over the ship. At 7:35, Shanghai is shown. At 8:00 a rickshaw races past while at 8:13 an officer emerges from the PX and flags down a rickshaw. At 8:29 the officer is whisked away. At 8:38 is a brief vista of the city. At 8:44 a troopship marked either 713 or 113 is seen at the docks. At 8:49 sailors line the rails including a proud Indian sailor in his Majesty's Navy. At 9:10 the ship departs, and various naval vessels are seen in the harbor including a hospital ship. At 9:30 men line the rail for a look. At 10:10 the ship is underway in the Pacific, headed back to either Hawaii or San Francisco and home.

Rice paddy farmers bring in drones to tackle malaria

Drones are being tested to help fight malaria on the island of Zanzibar, off the coast of Tanzania.
The drones are spraying a silicone-based liquid on large expanses of stagnant water in rice paddies where malaria-carrying mosquitoes lay their eggs.
STORY-LINE:
The new vanguard in the fight against malaria.
This farm is in a village called Cheju on the island of Zanzibar.
The drones have already been used to map out mosquito infested areas in Malawi, but here researchers and farmers believe they have another tool in their armoury.
The drones will spray a silicone-based liquid on the large expanses of stagnant water in rice paddies where malaria-carrying mosquitoes lay their eggs.
Today the men and women here are learning how to become drone pilots as well as farmers.
The researchers working with the Zanzibar Malaria Elimination Program are checking the levels of infestation before and then again after spraying.
Examining one of the many netted traps across the fields is medical entomologist and lead researcher of the program Dr. Bart Knols.
He's led a number of large scale research programmes in East and Southern Africa and has been a consultant for the World Health Organisation.
He shows people just how infested the paddy waters are, they're everywhere he says pointing.
The substance being sprayed is Aquatain AMF
The World Health Organisation's Prequalification Team Vector Control Group has passed a review of Aquatain AMF.
It says this ensures that vector control products and public health pesticide active ingredients are safe, effective and manufactured to a high-quality standard.
According to the WHO's assessment: The product is safe and effective when used according to the directions for use on the label for the control of mosquito larvae and pupae.
Knols explains: This will last for around three weeks may be four weeks, then after that the biological control film will breakdown by its self, its biological so it will just breakdown. And then you apply after a month you apply a new film on the water surface and you have more control of mosquitos.
According to the manufacturer the silicone solution spreads across the surface of standing water forming a thin film.
It says that as silicones have a very low surface tension, the film prevents pupae and larvae from attaching themselves at the surface while attempting to breathe, thereby causing them to drown.
The substance will spread across the water and prevent the eggs from hatching. It is hoped this will significantly reduce the numbers of the malaria-carrying anopheles mosquitoes in the area.
The spraying by drones are a test to see if they will help the government of Zanzibar reach its goal of eliminating malaria.
According to the team here drone spraying is a relatively inexpensive way to stop the mosquitoes from reproducing.
Guido Welter, who's also with the Drone for Malaria Project, says: A drone can fly with the speed we adjust, one hectare with ten litres will be three minutes, we calculated that within one hour we can spray eight hectares.
The team here believes the best way to tackle the problem is to attack the mosquitoes' breeding grounds.
In this initial test, in the Cheju area, the drones fly over and spray the shallow, sunlit water bodies in the rice paddies teeming with mosquito larvae. These become trapped as the gel spread across the water.
Without the gel, the larvae would have emerged as adult mosquitoes in search of a blood meal.
