Speed lab busted & heroin raids across Melbourne

A gambling mother of two used a 79-year-old man as a drug runner and supplied her son with drugs for sale in a $10 million dollar heroin trafficking ring, police alleged last night.
An out-of-sessions court hearing was told Cuong Thi Le, 46, of Brunswick was the ringleader in an alleged $10.2 million heroin trafficking operation that began in March.
Le, Hao Van Nguyen, 79, of Carlton and three others, allegedly often used the Crown Casino as a meeting point and turned over $11,250,000 at the venue since the start of this year.
Police have described the group as being at the pinnacle of heroin trafficking in Victoria. They expect the raids to put a significant dent in the state's drug market.
Raids on the group's addresses across Melbourne's north-west yesterday netted over $1 million worth of street-grade heroin, $54,000 cash and casino chips and more than 100 kilograms of mannitol, a chemical used to dilute heroin.
Detectives also seized four luxury cars, including a Jeep Cherokee 4WD and two BMWs.
The arrests came as unrelated investigations yesterday resulted the arrest of a known crime figure at a major clandestine amphetamines laboratory at Christmas Hill and the seizure of a significant amount of steroids in Melbourne's east.
Detective Sergeant Mark Rollo of the major drug investigation division told last night's hearing at the St Kilda Road police complex that Le had used Nguyen as her heroin runner and distributor.
The pair are accused of trafficking $4 million worth of heroin each since March.
Nguyen also allegedly helped Le to prepare and store the heroin at a North Melbourne safe house on which Nguyen and Le's son had changed the locks and put security bars on windows when the owners moved out.
Huong Tran, 46, Kensington, regularly sourced large amounts of heroin from Le, while the pair also pooled their money to buy large quantities of heroin from Sydney, the hearing was told.
Sergeant Rollo said that while Le used Nguyen to supply heroin to her son, Dung Hoang Le, 20, of Brunswick, her son was also a substantial heroin dealer in his own right.
Another alleged dealer, Thi Ngo, 40, of Delahey, allegedly sourced heroin from Tran.
On Wednesday, police raided Nguyen's home, allegedly discovering $10,000 worth of heroin and $6500 in cash. Police said further raids yesterday netted $1 million in heroin and a heroin press at the North Melbourne house as well as hundreds of thousands of dollars in heroin, cash and casino chips at six other addresses.
Le is charged with two counts of trafficking a commercial quantity of heroin. Tran and Nguyen face one count each of trafficking a commercial quantity of heroin. Dung Hoang Le and Ngo are charged with trafficking a drug of dependence and possessing the proceeds of crime.
All five were remanded to appear at the Melbourne Magistrates Court today.
Earlier yesterday , Detective Inspector Robert Hill described the group as being at the pinnacle of heroin distribution in this state.
We've dismantled the group and I would expect a significant disruption to the heroin supply in Victoria as a consequence, he said.
In a separate raid, police also uncovered a large clandestine amphetamines laboratory at Christmas Hills in Melbourne's outer north and charged Melbourne underworld figure Lawrence Joseph Sumner, 58.

The real estate clock is still ticking, unlike my old grandfather clock at home. We’ve had every reason to think the ‘real estate cycle’ rules had changed because the clock in Lower Hutt has appeared to have stopped - for the past eight years.
Then, seemingly overnight, someone gave the pendulum a flick and the minute hand has been racing round ever since. Just like the market back in 1981, demand and property prices are on a steep growth curve, and a ‘once in 35 year’ phenomenon is currently taking place. For the first time in New Zealand’s history, the national medium house price has passed the $500,000 mark, reaching a new record of $506,000. We are most certainly in a property BOOM.
With the Lower Hutt median price in May only at $397,000, it’s no wonder property here is attracting enquiries from all over the country as well as internationally. But with record low levels of houses for sale, it feels like there’s little choice for buyers whereas in reality there are homes being listed every day – but they’re just selling out fast.
With that in mind, we are now more commonly recommending that sellers don’t accept any offers for at least the first two weeks because it could cost them dearly. If ever there was a time to choose a ‘fixed date of sale’ method for selling your home, such as by auction, it’s now.
Take this example of a typical property we have just sold by auction. The rateable value was $510,000. Prior to auction, written offers were received in the $600,000’s but none were acceptable. There was a staggering 21 bidders registered at the auction, and the property sold under the hammer for $820,000. The vendors needless to say, are extremely happy with the outcome.
In a BOOM market, the temptation, and sometimes the agent’s pressure, is to take the money on hand because it’s been a common notion that the first offer will usually be the best. But with the changes we are experiencing, you need an agent with good nerve and even better negotiation skills. The chances are if you have employed an agent who hasn’t even been able to negotiate a good commission rate for themselves, they haven’t got the skills to negotiate on your behalf and potentially earn you tens or even hundreds of thousands of dollars more.
In this fast market, I do have some empathy for buyers but if anything, this rising market reminds us that it has all happened before; that it is worth making sacrifices to get into the market. Over time the property you buy will go up. But remember, if you are selling and buying in the same market, the reality is that while you will have to pay more for your new home, you will also get more from the sale of your own.

Hello all,
Welcome back to another heritage video, this time with the annual Wattle Festival steam shuttles chartered by the Hurstbridge council and operated by Steamrail Victoria.
After missing out on seeing the day shuttles last year, I made sure to make time to return to see the shuttles this year.
The train was hauled by locomotives K153 & K190 in push-pull formation with 5 E-type carriages.
This year we return to many well-known locations, and a few which aren't too common from previous years' videos.
The Wattle festival is an annual community festival held by the Hurstbridge council on a Sunday towards the end of August. The festival features markets and rides during the day. During the night the festival has their night markets. With this festival the council hires the steam shuttles, which has proven to be popular every year as the morning and day shuttles were all fully booked out by a week before the festival.
