Kirovohrad Oblast is an oblast of Ukraine. The administrative center of the oblast is the city of Kropyvnytskyi, formerly known as Kirovohrad. Its population is 965,756 . Between 1939 and 2016 Kropyvnytskyi was called Kirovohrad and was named after the First Secretary of the Leningrad City Committee of the All-Union Communist Party Sergei Kirov. Due to decommunization laws the name of the city was changed to Kropyvnytskyi. Kirovohrad Oblast was not renamed because as such it is mentioned in the Constitution of Ukraine, and the Oblast can only be renamed by a constitutional amendment.     Inhul is a left tributary of the Southern Bug and is the 14th longest river of Ukraine. Do not confuse it with a similar in name river Inhulets with which it has little relations. It starts north of Kropyvnytskyi , flowing south towards the Southern Bug at Mykolayiv, which is 65 km north from where the Southern Bug River empties into the Black Sea. The Inhul River is about 300 km long. The Greek historian Herodotus mentions the river as the Pantikapes in his Histories , during his description of the land of Scythia.
