Controversy over possible THAAD deployment to S. Korea reignited
한미 ″케리 방
The THAAD controversy is back...following U.S. Secretary of State John Kerry′s recent visit to South Korea.
Calling on American troops stationed in Seoul to prepare for possible provocations from North Korea,... Kerry mentioned the possibility of deploying the Terminal High Altitude Area Defense system to the peninsula.
Laah Hyun-kyung has more.
″You have to be prepared for every eventuality, which is why we redeployed some ships and forces and why we′re talking about THAAD and other things today.″
Those remarks by Secretary of State John Kerry reignited the question of whether Washington will put the Terminal High Altitude Area Defense, or THAAD battery, on South Korean soil... to counter the threat of ballistic missiles coming from the North.
U.S. officials have said they′re discussing the possibility internally.
China and Russia have expressed strong resistance because they feel THAAD will threaten regional security,...while Seoul remains sandwiched between Washington and Beijing.
Following Kerry′s comments,... officials at Seoul′s foreign ministry said... his remarks were simply meant to stress the seriousness of North Korea′s nuclear and missile provocations.
Seoul′s defense ministry echoed that stance.
″We′ve promised to make the process of this potential deal transparent,... so if there are any developments, we will let the press know.″
Some experts say both countries deny official talks because the U.S. isn′t quite ready.
″I think it′s because Washington hasn′t made up its mind yet. The U.S. needs to prepare for possible provocations from the North but it also needs to form public opinion within the U.S. and take care of Congress support.″
″Watchers say the controversy will not go away easily. Some even say it′s only a matter of time before South Korea and the U.S. sit down for THAAD negotiations.″

Kim Jong-un obsessed with gleaning intelligence on 'decapitation' operation
North Korean leader Kim Jong-un is said to be concerned about the South Korean military's plan to take him out in case of an emergency situation.
South Korea's intelligence agency says this is why the young leader prefers to venture outside before the crack of dawn.
Park Jong-hong has the details.
North Korea's Kim Jong-un is reportedly paranoid about a possible military operation to take his life.
Officials in Seoul believe he has become obsessed with gathering information on South Korea's military plan to assassinate him should signs emerge of Pyongyang attempting to use a nuclear weapon.
Kim is said to use a different car, apparently as a decoy, when he goes on inspection tours to the countryside.
This is according to the latest briefing to the National Assembly's Intelligence Committee.
He's incredibly concerned about the decapitation operation. His official vehicle is a Mercedes Benz limousine, but he usually uses a Lexus that he gave away as gifts to his top aides.
South Korea's National Intelligence Service also says Kim has cut down on public activities by more than 30 percent compared to five years ago.
Officials say this is because Kim has significantly tightened his grip on power following his designation to the regime's top post.
As for North Korea's missile development program, the National Intelligence Service said Pyongyang is focusing on a middle-stage missile with the ultimate goal of developing an intercontinental ballistic missile.
The intel agency also revealed that the North Korean drone that was recently recovered in South Korea had taken more than 500 photos of the THAAD missile defense site in Seongju County.
There were also pictures of South Korean military units in Gangwon-do Province.

N. Korean defectors meet in Brussels for first-ever global congress
세계탈북자총회' 첫 개최…탈북자가 나서 '평양의 봄' 준비를
North Korean defectors resettled to countries around the world are meeting in Brussels for their first-ever global congress.
The gathering, held Tuesday with 30 representatives in attendance, is the first time defector groups from South Korea, Asia, the U.S. and Europe have met, though they've each held events in their own countries of residence.
They discussed the human rights abuses in North Korea, vowed to work toward the North's democratization... and denounced the regime's nuclear development.
They also urged the international community to classify the Kim Jong-nam murder as an act of state-sponsored terrorism by North Korea... and called for a UN investigation.

U.S. dismisses Russia's concerns about deployment of missile defense system to S. Korea
Relations between the United States and Russia are at their lowest ebb in years... over the crisis in Ukraine,... but there is another potential flashpoint developing here in Northeast Asia.
It involves Washington's plan to deploy an advanced missile-defense system in South Korea... and Russia is not happy about it.
But as our Shin Se-min reports... the U.S. says... the missile-defense system will not target Russia.
The U.S. will press ahead with plans to deploy a high-altitude anti-ballistic missile defense system in South Korea to defend against North Korea's continuous missile threats.
The U.S. government on Thursday dismissed Russia's concerns that the deployment of the Terminal High-Altitude Area Defense battery or THAAD could trigger an arms race in Northeast Asia and make it more difficult to resolve issues.
Russia's foreign ministry said the plan will inevitably have a negative impact on the region.
Responding to that, the U.S. State Department stressed the defense system is not aimed at Russia.
It added the U.S. is committed to missile defense cooperation with Moscow,... which will eventually enhance the security of NATO and Russia.
The top commander for U.S. forces in Korea asked the Pentagon in June to deploy THAAD to Korea.
There's consideration being taken in order to consider THAAD being deployed in Korea. It was U.S initiative. In fact, I recommended it as the commander.
With North Korea's evolving threat we obviously continuously look at ways that we can enhance the defense of South Korea.
In May, the Wall Street Journal reported that Washington had conducted a site survey for possible deployment locations for the THAAD system,... but no final decision had been made.
THAAD, a key part of the U.S. missile defense system, can intercept enemy forces' mid-range ballistic missiles in midair.
Shin Se-min, Arirang News.
THAAD deployment likely to be delayed as Seoul scales up environmental impact survey
정부 성주 사드기지 전체부지 대상 일반환경영향평가 실시
Deployment of U.S. anti-missile system THAAD in the nation could be delayed again.
Seoul plans to scale up its environmental impact assessment... partly due to rregularities with the previous administration's handling of the land provision.
Kwon Jang-ho explains further.
Seoul says it will conduct a 'general' environmental impact assessment on the deployment of the THAAD missile defense system on a former golf course in Seongju-gun county.
The defense ministry revealed that the 'small-scale' environmental survey ordered by the previous administration had been completed, but now a more comprehensive one was needed.
The ministry said they will begin talks with the U.S. forces and the environment ministry on how to proceed.
The need for this tougher assessment stems from allegations that the previous administration had tried to side-step environmental regulations to rush the deployment of the missile system.
The U.S. forces were promised 700-thousand square meters of land for it... but a Blue House investigation in June found that Seoul first only offered just under 329-thousand square meters.
This is thought to have been a ploy to avoid the lengthy 'general' environmental impact assessments that are required for construction and land projects of more than 330-thousand square meters.
The rest of the pledged land was to be handed over after the 'small-scale' survey was completed.
