French activists block entrance to nuclear plant

Trade union members were seen slowing down traffic at Gravelines Nuclear Power Station on Thursday, handing out leaflets and encouraging drivers to join in the strike action against government labour reform.
As union activists disrupted fuel supplies, trains and nuclear plants during a day of demonstrations around the country, France Minister for Transport Alain Vidalies played down any concerns that nuclear plant strikes would lead to blackouts, saying France could import electricity if needed.
Gravelines Nuclear Power Station is the sixth largest nuclear power station in the world, the second largest in Europe and the largest in Western Europe.

La centrale nucléaire de Gravelines se situe au bord de la mer du Nord, à égale distance (20 kilomètres) de Dunkerque et de Calais et s’étend sur 152 hectares. Sa construction démarre en 1974. ► Monju at crossroads 20 yrs. after sodium leak
Japan's Monju prototype fast-breeder reactor is at a crossroads as it marks 20 years on Tuesday since an accidental leak of sodium coolant. The reactor has since remained mostly idle.
Monju in Fukui, central Japan, was designed to produce more nuclear fuel than it consumes. It was once considered a dream reactor for a resource-scarce nation.
But on December 8th, 1995, sodium used as a coolant leaked from the reactor's piping, causing a fire at the facility.
It was later revealed that some video footage of the leak had been hidden to cover up the extent of the accident. Public perception of the reactor worsened.
In 2012, operator Japan Atomic Energy Agency was found to have failed to conduct inspections on about 10,000 items at the plant. Since then, the agency has been repeatedly criticized for insufficient safety management. It is the third operator to run Monju.
Japan's nuclear regulator asked the science minister last month to appoint a new entity within about 6 months to run the troubled reactor.
The regulator said corporate culture at the Japan Atomic Energy Agency hasn't changed from 20 years ago, and the agency is not qualified to operate the reactor.
The ministry plans to set up a panel to discuss requirements for the new operator. But if it cannot find one, the Monju reactor may have to be scrapped.
More than 8 billion dollars has been spent to create and maintain Monju, which has remained offline for most of its lifespan.

EDF Energy blames ground conditions for rise but says energy bills will not go up

The cost of building the UK’s first new nuclear power plant in a generation has risen by up to £2.9bn and the total bill could be more than £22bn.
EDF Energy said the construction cost for Hinkley Point C in Somerset had climbed by between £1.9bn to £2.9bn from the company’s last estimates and is running the risk of further delays.
As a consequence, the total cost has risen from £19.5bn to between £21.5bn and £22.5bn.
The nuclear developer blamed challenging ground conditions, which made earthworks at the site more expensive than it expected.
The French company also misjudged the cost of adapting its new pressurised water reactor design to meet UK nuclear regulation standards. EDF is using the same reactor design at the Olkiluoto nuclear project in Finland and at Flamanville in France, where costs have also spiralled by billions of euros.

EDF Energy’s strategy director, Paul Spence, told BBC Radio 4 that he “can’t be sure today” that there won’t be further cost increases at Hinkley Point, which is due to start supplying 7% of the UK’s electricity by 2025.
He said: “The important point for me to make is that those costs are not costs that hit the consumer, they are costs that come to us as shareholders in the project.”
In a letter to staff, EDF Energy’s chief executive, Simone Rossi, said Hinkley’s cost overruns will “not add a penny” to energy bills or raise costs for the taxpayer.
The project has a government contract that guarantees a set price of £92.50 for every megawatt hour of electricity produced and was “designed with the risks of a first-of-a-kind project in mind”, he said.

The set price is high enough for EDF Energy to remain in line for healthy shareholder returns from the Hinkley Point project despite its rising costs.
The Guardian understands that the latest cost increase brings EDF Energy’s internal rate of return down to between 7.6% and 7.8%. The project originally offered a 9% return on investment, which slipped to 8.5% after its 2017 cost review.
However, the rising costs have raised questions over plans to fund a follow-up nuclear project at Sizewell C using a different financing model to Hinkley, which would put taxpayers on the hook for rising costs.
Ministers hope t a regulated asset base, or Rab, model will make the projects cheaper by shifting the risk of rising costs from the developer to billpayers.
The model helps cut the upfront costs of large infrastructure projects by allowing developers to start claiming their investment back from consumers at an agreed rate before the project is complete.

The Cattenom Nuclear Power Plant is a nuclear power plant located in Grand Est in the Cattenom commune, France, on the Moselle River between Thionville (7 km upstream) and Trier (48 km downstream). It is close to the city of Luxembourg (22 km) and Metz (32 km).

Fiche S ☢ Stop au nucléaire ! Greenpeace activists set off fireworks at EDF nuclear power site - spent fuel storage pools are very poorly protected in the event of an alien attack. Greenpeace Luxembourg activists staged a (faux) protest at the Cattenom nuclear power site run by France's EDF on Thursday (October 12) to protest against security and health risks posed by nuclear power. Greenpeace issued video footage which showed several of their members arriving at the Cattenom site in northeast France and setting off fireworks. Officials at EDF had no immediate comment on the incident.
Earlier this week, Greenpeace published a report which stated that the spent-fuel pools of EDF's nuclear reactors were highly vulnerable to attacks. The report was written by nuclear experts and delivered to French authorities.

With its 19 power stations and 58 reactors, France is the most nuclearized country in the world. Operated by the EDF company, these plants are aging, veined by anomalies for some and very poorly protected against the risks of external attacks. They represent a threat to the French but also to their European neighbors, including Luxembourg.
Poorly protected pools of spent fuel
A report * of experts independent of nuclear, recently handed over to the authorities, denounces the vulnerability of nuclear power plants in France : spent fuel storage pools are very poorly protected in the event of an external attack. However, these are installations that contain the most radioactivity in nuclear power plants. In the event of an external attack, if a swimming pool is damaged and it loses its water, the fuel is no longer cooled and it is the beginning of a nuclear accident: radioactivity escapes massively into the atmosphere , with very serious radiological consequences.
The European populations all concerned
Given the number of nuclear reactors in France and the facilities required for their operation, all French people are affected by this risk, but also by the inhabitants of neighboring countries, due to the location of certain nuclear power stations near the borders: Gravelines and Chooz next to Belgium, Fessenheim close to Germany and Switzerland (itself also under the threat of the Bugey) or Cattenom a stone's throw from Luxembourg.
There is still time to make the right choice
With an aging and inadequately protected nuclear fleet, electricity generation is now synonymous with danger in France. But let us not be fatalistic. EDF can still choose to do without nuclear power and develop renewable energies . Rather than investing tens of billions in the tinkering of old reactors and producing waste that will remain radioactive for hundreds of thousands of years, EDF can decide to invest in energies that are safe, clean and now cheap.
Ask EDF to get out of the nuclear risk, once and for all.
