They shouldn't spend millions of pesos on building monuments that have no purpose. It would be better to use it (the money) for public health or fixing the city so it looks better.

STORYLINE
The appearance of a life-size statue of Azerbaijan's founder of the nation on Mexico City's elegant Reforma Avenue, not far from Mahatma Gandhi, Abraham Lincoln and Mexico's national heroes, was raising eyebrows and protests on Tuesday.
The Stalin-esque, bronze statue of Heydar Aliyev, the late authoritarian leader of the Caucasus republic, carries a plaque calling him a brilliant example of infinite devotion to the motherland, loyal to the universal ideals of world peace.
The monument, erected in late August, shows Aliyev sitting in a bronze chair in front of what appears to be an enormous, white marble map of Azerbaijan.
It's out of place more than anything, said Miguel Angel Mendoza, an 18-year-old high school student who was walking past the monument to the longtime ruler, who led Azerbaijan first as Communist Party boss during Soviet times and then as president from 1993 to 2003.
It emerged that Azerbaijan contributed much of the 65 million pesos (5 million US dollars) it cost to renovate two Mexico City parks, allowing it to put monuments in both.
Critics say that Aliyev, who stifled dissent, shouldn't be on a boulevard decorated with statues to Mexican and foreign heroes.
It wouldn't be the first time that Azerbaijani PR efforts have drawn criticism.
Rights groups protested Azerbaijan's hosting of the Eurovision song contest, and the radical feminist group Femen protested its hosting of this year's European Cup soccer championship.

What's inside Zaha Hadid's Heydar Aliyev Center? ????????
This time, we discovered everything there is to discover at the very beautiful, and very confusing- Zaha Hadid's Heydar Aliyev Center. From contemporary art to miniature Azerbaijani monuments, dolls from around the world, archeological excavations, or musical instruments from the region, the museum was a dazzling mix of everything that had nothing to do with each other. And Claudio's favourite part-the Heydar Aliyev life story told through a series of photographs, projections, and ambient music.

Martyrs' Lane, Alley of Martyrs or Şəhidlər Xiyabanı (transliterated to Shehidler Khiyabani), formerly The Kirov Park, is a cemetery and memorial in Baku, Azerbaijan dedicated to those killed by the Soviet Army during Black January and later to those killed in Nagorno-Karabakh War.
The Eternal Flame memorial at Martyrs' lane often covered by wreaths is usually attended by many presidents and dignitaries of Baku.
Martyrs' Lane is also home to Baku Turkish Martyrs' Memorial, the large memorial to the 1,130 Turkish troops, which were killed while fighting Bolshevik and Armenian forces in the Battle of Baku in 1918. Next to the memorial there is a Martyrs mosque also built by Turks. The memorial contains a hexagonal block cladded by red granite and at each face, a pure white marble crescent-star from Turkish national flag had fitted within and unveiled by the former Turkish president Süleyman Demirel and Azerbaijani President Heydar Aliyev with a prestigious ceremony in September, 1999.
Not far from the Turkish memorial there is a small wall acknowledging the British soldiers killed in the same conflict.
The idea of establishing the Eternal Flame memorial complex initially was put proposed in 1994. While considering the importance of this tragedy in the Parliament of Azerbaijan, with the initiative of the Azerbaijani National Heydar Aliyev, it was decided to erect a monument in memory of the martyrs.
Heydar Aliyev personally had kept this issue in the spotlight, giving the relative Commission instructions and recommendations. After one year, during the exhibition on the 5th anniversary of the tragedy, two projects are submitted to the President. Heydar Aliyev had a look at the model prepared by sculptor Omar Eldarov at his workshop as well. Since the projects illustrated only the tragedy, President Heydar Aliyev instructed to design several more projects.
Later, the projects are developed and the project developed by the design company run by honored architect Elbay Gasimzade won the competition. On August 5, 1998, National Leader President Heydar Aliyev issued an Order about ereting Eternal Flame monument in the Alley of Martyrs in Baku. The order entails provision of construction of Eternal Flame memorial complex by Baku City Executive Power and an offer to be made by the Cabinet of Ministers for allocating funds in amount of 2 billion AZN.
The Eternal Flame monument was inaugurated on October 9, 1998. The memorial complex which is at the Alley of Martyrs is composed of a tomb standing on an 8-pointed star crown of gold-framed glass dome. Elegant network decorating the walls of the tomb gives certain gentleness and air of transparency to the monument. Golden dome shining in nocturnal sky embodies the spirit of martyrs who have sacrificed their lives for the independence of Azerbaijan.
In 2007, with President Ilham Aliyev’s Decree, within the framework of the reconstruction of Martyrs Alley, the columns of Eternal Flame were heightened and the pores of octangular star and eight-pointed mirror were made of gold.Wikipedia
