We remember and respect our roots in looking back to our ancestors who were sailors and also farmers. I was pleased to see a waterfront development proposal that originally included a year ’round home for an expanded farmers’ market and the preservation of the historic landmark grain elevator. It looked like a plan that would bring a vibrant center of activity to complement the Maritime Museum.
Bait-and-switch is a form of fraud used in retail sales but also employed in other contexts. First, we are “baited” by the advertising of something appealing, only to discover that what was advertised is no longer available, or we are pressured by sales people to consider something else that may be similar, but higher priced or of lesser quality, the “switch.” In the United States, courts have held that the purveyor using a bait-and-switch operation may be subject to a lawsuit by customers for false advertising.
In lawmaking, “caption bills” are used to propose minor changes in the law with simplistic titles. The “bait” is introduced to the legislature with the ultimate objective of substantially changing the wording at a later date, a “switch” that smoothes the passage of controversial bills or major amendments. Rule changes are also proposed using bait-and-switch to meet legal requirements for public notice and mandated public hearings. Then, different rules are proposed at the final meeting, with the “switch” providing a way to bypass public notice and public discussion of the actual rules voted upon. While legal, the political objective is always to get legislation or rules passed without expected negative community review.
In the case of our local waterfront development, first we saw the elimination of the Olde World Market in place of a 5-story “boutique hotel” which started out with balconies and a mansard roof.
If that wasn’t bad enough, developer Robert Papke decided to flatten the roof and remove balconies in his next rendition. Then, the Pollmans, who originally agreed to maintain the old grain elevator as a possible distillery, now announce they are not likely to proceed with the development of a brew pub unless the historic agrarian structure is leveled.
What the taxpayers agreed to see developed by the TIF was the “bait” and what we we are getting in the final result is the “switch.”

Wisconsin Rustic Road 77, Door County
Monday, October 10, 2011 — Sturgeon Bay, WI — I traveled this 3.5 mile road on my 1992 Yamaha Virago XV750 as part of a 189-mile Rustic Road tour.
From the Wisconsin DOT web site: R77 begins at the Coast Guard station and the light house at its southern end and parallels Lake Michigan. Many types of trees including cedars, maples, white birch, and pines line this route along its entire length. A municipal park also borders R77. It was from this spot that early native Americans 'portaged' from Lake Michigan to Sturgeon Bay before the ship canal was constructed.
