Outer Banks Afternoon Update - September 24, 2015
Another day of wind. Still no overwash, but the sand bags are now exposed at MP 4 in Kitty Hawk. It seems like it's just a matter of time before we have overwash there considering the wind is forecast to remain high for another 72 hours. After only receiving .25 of rain the past few days, it seems significant rain is ready to overtake the area by tomorrow. On thing of note in this video...I went down to the sound this evening even though there wasn't much of a sunset. The NE wind has really blown the water out of Kitty Hawk Bay, also note in the video just how much calmer over that short distance.
Chicamacomico Life-Saving Station
With its two stations and five outbuildings, Chicamacomico (pronounced chik a ma COM i co) is the most complete site of remaining life-saving stations in North Carolina and one of the nations most complete sites. This site is located on Hatteras Island in the village of Rodanthe on the Outer Banks of North Carolina.
Our purpose is to restore, preserve, protect, educate and interpret the rich history of these valiant men and their dedication to the U.S. Life-Saving Service, as well as interpreting the history of the buildings and artifacts. We are open to the public from mid-April through November, and provide our visitors with tours, programs, reenactments and special events.

New Bern is located in the center of Craven County at 35°6′33″N 77°4′9″W (35.109070, −77.069111).[16] It is sited at the junction of the Trent and Neuse rivers, two tidal waterways.
U.S. Route 70 and U.S. Route 17 pass through the city, merging briefly as a four-lane expressway passing south of the city center. US 70 leads west 33 miles (53 km) to Kinston and southeast 35 miles (56 km) to Morehead City near the Atlantic Ocean. Raleigh, the state capital, is 112 miles (180 km) west via US 70. US 17 leads southwest 37 miles (60 km) to Jacksonville, North Carolina, and crosses the Neuse River on a new bridge to lead north 36 miles (58 km) to Washington, North Carolina.
New Bern is located in North Carolina's Inner Banks region. According to the United States Census Bureau, the city has a total area of 29.7 square miles (76.9 km2), of which 28.2 square miles (73.1 km2) is land and 1.4 square miles (3.7 km2), or 4.87%, is water.[5]
Climate
New Bern experiences a humid subtropical climate typical of the Atlantic coastal plain. Summers are hot and humid, with frequent afternoon thunderstorms that account for much of the higher summer precipitation. Spring and fall are generally mild, with fall foliage occurring from late October to early November. Winters are relatively mild and drier than the remainder of the year, with infrequent snowfall.

A hurricane warning was issued for part of North Carolina's coast late Wednesday as Tropical Storm Arthur moved northward, threatening Fourth of July plans across the eastern seaboard.
Dare County officials ordered a mandatory evacuation for residents and visitors on Hatteras Island shortly after the National Weather Service issued the hurricane warning for Surf City, N.C. north to Duck. A tropical storm watch was in effect for parts of Florida and South Carolina.
The storm's maximum sustained winds late Wednesday were near 70 mph. The U.S. National Hurricane Center said Arthur was expected to strengthen and become a hurricane by Thursday.
With the July Fourth weekend on the horizon, the Atlantic hurricane season's first named storm plodded off Florida's coast but wasn't yet spooking too many in the storm's potential path.
I think everybody's keeping one eye on the weather and one eye on the events this weekend, said Joe Marinelli, president of Visit Savannah, the city's tourism bureau.
It was centered about 435 miles south-southwest of Cape Hatteras, North Carolina late Wednesday.

Wrightsville Beach is a town in New Hanover County, North Carolina, United States. Wrightsville Beach is just east of Wilmington and is part of the Wilmington Metropolitan Statistical Area. The population was 2,477 at the 2010 census. The town consists of a four-mile-long beach island, an interior island called Harbor Island, and pockets of commercial property on the mainland.Storm activity
Wrightsville Beach has weathered many storms during its lifetime. Two devastating hurricanes hit in 1899. The first hurricane hit on August 17 making landfall at Hatteras but with widespread destruction at Wrightsville Beach as well. The second storm came in just south of Wrightsville Beach on November 1 right at high tide. Many structures and buildings on the island were damaged. Cottages were wiped off the beach, the train trestle was damaged and the Carolina Yacht Club had to be completely rebuilt. A few smaller storms hit in the early 1900s but none did extensive damage. The next big hit came from Hurricane Hazel, which made landfall on October 15, 1954 at Holden Beach. This was the third named hurricane to hit the area within 7 weeks and is the only category 4 hurricane to make landfall in North Carolina. The storm headed up the coast devastating Yaupon Beach, Long Beach and Southport before hitting Carolina Beach and Wrightsville Beach. Hurricane Connie hit the beach in 1955 and caused damaged to Johnnie Mercer’s pier and other houses along the beach. Hurricane Bertha and Hurricane Fran hit within months of each other in 1996, completely wiping out the beaches’ fishing piers and causing hundreds of thousands of dollars’ worth of damage.[8][9] At 11:15am UTC on September 14, 2018, Hurricane Florence made landfall less than a mile south of Wrightsville Beach as a Category 1 hurricane with sustained winds of 90 mph (150 km/h).
Historic sites
The Bradley-Latimer Summer House, Cape Fear Civil War Shipwreck Discontiguous District, Mount Lebanon Chapel and Cemetery, and James D. and Frances Sprunt Cottage are listed on the National Register of Historic Places.[10]

Wrightsville Beach lies south of Figure Eight Island, separated by Mason's Inlet, and north of Masonboro Island, separated by Masonboro Inlet.
According to the United States Census Bureau, the town has a total area of 2.4 square miles (6.2 km2).1.3 square miles (3.4 km2) of it is land and 1.1 square miles (2.8 km2) of it (44.40%) is water.

The system has sent a lot of moisture to South Florida already, the Miami Herald reported. On Monday, parts of Miami Beach received as much as 3.5 inches, while the Doral area also topped three inches and Miami International Airport received less than two inches.
Off Florida's Space Coast beaches — the closest to Arthur — the sky was cloudy and winds fairly normal Tuesday, said Eisen Witcher, assistant chief of Brevard County Ocean Rescue.

Outer Banks
The Outer Banks (also known as OBX) is a 200-mile (320-km) long string of narrow barrier islands off the coast of North Carolina and a small portion of Virginia, beginning in the southeastern corner of Virginia Beach on the east coast of the United States. They cover most of the North Carolina coastline, separating the Currituck Sound, Albemarle Sound, and Pamlico Sound from the Atlantic Ocean.
The Outer Banks is a major tourist destination and is known for its temperate climate and wide expanse of open beachfront. The Cape Hatteras National Seashore has four campgrounds where visitors may camp.

Cape Hatteras National Seashore is a United States national seashore which preserves the portion of the Outer Banks of North Carolina from Bodie Island to Ocracoke Island, stretching over 70 miles (110 km), and is managed by the National Park Service. Included within this section of barrier islands along N.C. 12, but outside the national seashore boundaries, are Pea Island National Wildlife Refuge and several communities, such as Rodanthe, Buxton, and Ocracoke. Cape Hatteras is a combination of natural and cultural resources, and provides a wide variety of recreational opportunities.
Once dubbed the Graveyard of the Atlantic for its treacherous currents, shoals, and storms, Cape Hatteras has a wealth of history relating to shipwrecks, lighthouses, and the US Lifesaving Service. The islands also provide a variety of habitats and are a valuable wintering area for migrating waterfowl. The park's fishing and surfing are considered the best on the East Coast.

Amphibious warfare is a type of offensive military operation that today uses naval ships to project ground and air power onto a hostile or potentially hostile shore at a designated landing beach. Through history the operations were conducted using ship's boats as the primary method of delivering troops to shore. Since the Gallipoli Campaign, specialised watercraft were increasingly designed for landing troops, materiel and vehicles, including by landing craft and for insertion of commandos, by fast patrol boats, zodiacs (rigid inflatable boats) and from mini-submersibles.
The term amphibious first emerged in the UK and the USA during the 1930s with introduction of vehicles such as Vickers-Carden-Loyd Light Amphibious Tank or the Landing Vehicle Tracked.Amphibious warfare includes operations defined by their type, purpose, scale and means of execution. In the British Empire at the time these were called combined operations which were defined as ...operations where naval, military or air forces in any combination are co-operating with each other, working independently under their respective commanders, but with a common strategic object. All armed forces that employ troops with special training and equipment for conducting landings from naval vessels to shore agree to this definition.
Since the 20th century an amphibious landing of troops on a beachhead is acknowledged as the most complex of all military maneuvers. The undertaking requires an intricate coordination of numerous military specialties, including air power, naval gunfire, naval transport, logistical planning, specialized equipment, land warfare, tactics, and extensive training in the nuances of this maneuver for all personnel involved.
