One of every three cigarettes smoked every day is smoked in China.
The world's largest cigarette market, China has become a tobacco battlefield as the issues of revenue, health and foreign competition confront Chinese policy makers.
These issues come under heightened scrutiny this week as the Tenth World Conference on Tobacco Or Health opens today (Sunday) in Beijing.
In the heart of China's tobacco country the harvest has begun -- local farmers say it looks like a bumper crop.
Guizhou Province is one of China's poorest, a land-locked mountainous region close to the borders with Vietnam and Burma.
Here -- as in the U-S state of North Carolina -- tobacco is king.
Guizhou and neighbouring Yunnan Province supply roughly half the tobacco for China's gargantuan cigarette market of 350 (m) million smokers -- and have enough left over for some exports as well.
Province officials estimate the industry employs roughly 200-thousand people, in factories, fields and related activities.
Over 40 percent of the Guizhou government's revenue comes from tobacco and cigarettes -- in 1996 they pulled in just under 2 billion (b) U-S dollars.
Of course the money doesn't all stay in Guizhou -- much of it ends up heading to Beijing as tax revenue paid to China's national government.
Put it all together -- and tobacco forms the backbone of the region's economy, while providing a crucial cash-cow for the central government.
Provincial officials say right now there's just no substitute for tobacco.

At present, for Guizhou's economy, no other industry can create more tax revenue, higher output, or more profits than the tobacco industry.

Guizhou's tobacco industry has been a family affair for generations.
There are no massive American-style plantations -- each farming family signs a contract with the state monopoly to produce a certain amount.
The tobacco monopoly provides generous subsidies which virtually guarantee a decent income for the farmer.
Though done in piecemeal fashion, province-wide the total production is huge: more than 400-thousand tonnes of cured tobacco.
This supplies ten cigarette factories in Guizhou and dozens of others nationwide.
Farmers in this county bring their tobacco to a collection point for the Guiyang Cigarette Factory in Guizhou's capital.
Leaves are sorted by quality grade and the price varies accordingly.
Though many of these farmers also grow other crops and raise livestock, tobacco is a crucial part of their income.

It's also important to the more than 4-thousand 500 (4,500) workers at the Guiyang Cigarette Factory, Guizhou's largest.
State-of-the-art machinery cranks out 8-thousand cigarettes per minute with eight different brands.
The Guiyang factory mainly produces for the low end of China's cigarette market -- their least expensive brand sells for roughly 20 U-S cents for a pack of 20 cigarettes.
Such prices keep cigarettes well within the reach of even very poor Chinese.
Even as the Chinese government adds vigour to a national anti-smoking campaign, the state-controlled tobacco monopoly has increased production here in Guiyang.
Total production this year is set to reach 42-point-five (b) billion (42.5 bln) cigarettes, an increase of five billion (b) over 1996.
Factory officials state that they are doing their best to produce lower-tar, safer cigarettes -- and that they want to help warn Chinese about the risks of smoking.
