The head of the DPR & LPR just held a joint pres-conference announcing a joint program to assist & support residents of Donbass who are undergoing hardships in Ukraine controlled territory.
We can see that our compatriots from Donetsk and Luhansk regions who are living in temporary Ukraine-controlled territory currently in hard conditions. Being in so-called ATO zone, they are suffering from the tyranny of civil-military dictatorship administrations, from atrocities of National Guard battalions. Ukrainian army place their personnel and military vehicles in residential areas, schools and hospitals, in industrial and civil infrastructure facilities, turning local inhabitants into their hostages.
Illegal economic blockade, organized by Ukrainian government and radicals continues. It torn apart social and economic connections between the people of Donbass that were united once. This way, Ukraine-controlled regions of Donbass are on the verge of humanitarian and ecological catastrophe. Anthropogenic risks are increasing, plants stopping their work. Level of people’s wealth continues to decrease. Due to that, we decided to realize humanitarian aid and ecological security program for our sisters and brothers, living in Ukraine-controlled regions of Donbass.
Main ways of humanitarian aid program: first, providing medical and educational services, second, payments to veterans, third, aid for divided families. We want to emphasize that humanitarian funds to support compatriots already created. In addition, program includes mutual cultural, educational and sport events with participation of villages and cities representatives from both sides of contact line. Moreover, we are concerned about the state of infrastructure objects in the territory of Donetsk and Luhansk regions.
We insist on possibility for DPR and LPR Emergencies Ministries forces and out humanitarian organizations to inspect drainage systems of working and closed mines, Popasnaya water channel, Lysichansk oil refinery, of “Zarya” (Rubezhnoe) and “Azot” (Severodonetsk) enterprises, “Donbass water” public utility company, filter stations, chlorine storages, Avdeevka coke chemical plant, “Azovstal” (Azov steel), Konstantinovsky state chemical plant, Dzerzhynsk phenol plant.
We demand to provide possibility to monitor engineering infrastructure objects (that provide energy, water and gas), situated in Ukraine-controlled part of Donbass territory, which wreckage could cause problems for DPR and LPR citizens. For this purpose, we insist on unhampered access of DPR and LPR humanitarian organizations to Ukraine-controlled territory of Donetsk and Luhansk regions and for such access for international organizations, we will recommend.
Brothers and sisters! Compatriots! Inhabitants of Mariupol and Kramatorsk, Lysichansk and Starobelsk, of all cities, towns and villages held by Ukraine! Let us unite our forces for the sake of survival and peace. To fight those who are sitting in Kyiv, Brussels and Washington, trying to split us and making money on this war. We are with you. We will help you.
