The cape at the confluence of the River Argun and the smaller mountain river Mechi-Khi is surrounded on three sides by icy waters and linked to the rocky ridge by a narrow isthmus. Tsoy-pede, the Chechen City of the Dead, is essentially an inaccessible crypt. The earliest of the 42 burial vaults dates back to the 14th century. According to popular accounts, it was founded in the midst of a devastating epidemic: sick people themselves came here to die, since there was no one and no time to bury the dead.
Those who come to Tsoy-pede today are met by pagan altar columns, protective crosses and solar spirals on the walls, and the depiction of a human figure that can still be made out on the guard tower. It is believed that this human figure is supposed to be the Christian Saint George. The Orthodox state of Georgia is very close to Tsoy-pede, and the proximity of this border explains the need to obtain permission from the FSB to visit the City of the Dead.

How to get there: Travel from Grozny to the district center Itum-Kali by minibus taxi, then hitch a ride and walk the remainder of the way. Permission from the FSB is required to enter the border zone.

Grozny: 9 cities is a joint project by Olga Kravets, Maria Morina, and Oksana Yushko, exploring specific aspects of Chechnya’s aftermath through considering them as “cities” hidden within Grozny.
RUSSIA: CHECHNYA: CEASEFIRE AGREEMENT: CIVILIANS CONTINUE TO HIDE

Despite the fact that the latest ceasefire in Chechnya seems to be holding, desperate civilians in the capital Grozny continue to hide out in their cellars.
But they are using the lull in the fighting to mourn the dead and wait for the return of missing relatives.
Despite the ceasefire agreement, Chechen rebels express doubt that Moscow will stick to the deal and expect the Russians will use the lull to prepare for more fighting.
But they've invested their hopes in Russia's National Security advisor Alexander Lebed - rebel leader Ruslan Masayev believes he's the only one who can end the war.
The streets of Grozny were quiet Friday - only destroyed tanks line the roadside.
But despite the latest ceasefire, many residents refused to come out from their hideouts.
They remained holed up in cellars - without fresh water or food.
Antonina Burenina told APTV she didn't want to leave the capital without her son who went missing.

I haven't left because I can barely walk and I am waiting for my son who disappeared 10 days ago.

Others who have stayed on are Daria Urasova.
She's using the lull in the fighting to visit the grave of her grandson and his friend who were killed during a missile attack on 8 August.
The ceasefire may be holding, but a number of Russian prisoners of war still remain in the hands of the Chechen rebels.
These POWs are held by the men of rebel leader Ruslan Masayev.
He told APTV he does have faith in the agreement rebel leaders signed with Russian Security advisor Alexander Lebed.
He believes the general is one of the few people who can bring the war to an end.

This is Russian politics. I have my hope in Lebed because his actions match his words. Only this kind of person can stop the war.

Lebed's shuttle diplomacy between the two sides has quelled some of the worst fighting since the war began in 1994.
But it still remains to be seen whether Russian generals, who have defied previous accords will abide the latest agreement.
If they do, it could bring to an end a war in which more than 30-thousand people have died.
