Livigno Pass (Italian: Forcola di Livigno, Romansh: Fuorcla da Livign) (el. 2315 m.) is a high mountain pass in the Alps on the border between the canton of Graubünden in Switzerland and the Province of Sondrio in Italy.
It connects Motta in Switzerland with Livigno in Italy.

Livigno is a town and comune in the province of Sondrio, in the region of Lombardy, Italy, located in the Italian Alps, near the Swiss border.
Livigno enjoys a special tax status as a duty-free area. Italian VAT (Value Added Tax) is not paid. Although tax advantages for Livigno were recorded as far back as the sixteenth century, the current tax exemption was first introduced by the Austrian Empire around 1840. It was then confirmed by the Kingdom of Italy around 1910, then by the Italian Republic and the European Economic Community in 1960. Although no VAT is paid, income taxes are, thus Livigno cannot be considered as a tax haven.
The justification for such a status is the difficulty in reaching Livigno during winter, and the centuries-long history of poverty in the region. The various states wanted to ensure people would have an incentive to live in the area (so that they could claim it territorially). At the same time, the tax revenue from Livigno would have been negligible.
Only three roads lead to the town. Two link to Switzerland, one through the Forcola di Livigno, elevation 2,315 metres (7,595 ft) and open in summer only, and the second through the Munt la Schera Tunnel. The third road connects to other parts of Italy through the Foscagno Pass, elevation 2,291 metres (7,516 ft).
Leaving Livigno for the rest of Italy there is a custom checkpoint on the road manned by officers of the Italian militarized Guardia di Finanza. Entering or leaving from or to Switzerland there are both Guardia di Finanza officers and Swiss Border Guards.

Engadiner Radmarathon part 1 - FitViewer Virtual Cycling - Real Life Video - RLV Swiss
Zernez (4829 ft), in the Swiss canton Graubünden, is the starting point of the 4347 ft (altitude difference) and 60.3 mile long first section of the Engadin cycle marathon around the Chiba Cup of the Alps.
We leave off at the far end of the village in the direction of the Ofen Pass and begin a 3.72 mile long climb, with an average gradient of 8 %, up to the little pass, the Ova Pass at a height of 6070 ft above sea level.
Afterwards we cycle in a terrific speed downhill to Punt la Dossa (5607ft) and the junction to Livigno.
We turn to the right and cycle through the 11105 ft long Munt-la-Schera-Tunnel, from where we continue via the 426.5 ft high dam wall of Lago di Livigno further alongside its bank where after 8.7 miles we reach the duty-free municipality of Livigno (5958ft) in the Italian province Sondrio.
In Livigno we don´t use the road pointing in the direction of Bormio via the Passo d´Eira, but cycle straight ahead through Valle di Livigno to the next pass on this tour, the Forcola di Livigno at 7595 ft above sea level.
Now we start quite relaxed with the 7.5 mile long, and at the beginning easy climb, up to the pass, which is at the same time the border between Italy and Switzerland.
After approx. 4.4 miles the climb increases significantly to 6%, until shortly before the Forcorola di Livigno-Pass it even rises to 8%.
After the border crossing we come to a short steep descent, through a wild romantic rocky landscape, to the Bernina pass road. We turn to the right and follow this road through a few bends up to the Bernina Pass at 7664 ft above sea level.
Passing Lago Bianco and two smaller tarns we ride on a long and scenic stretch down to Pontresina (5922 ft).
After further 1.86 miles we turn to the right and follow the 17.4 mile long road N. 27 to Zernez (4830 ft), our target.

Von Zernez, am Tor zum Schweizer Nationalpark, geht's beim Engadin Radmarathon mitten durch den ältesten Nationalpark der Schweiz über die Ofenpassstrasse nach Livigno und dann über Forcola di Livigno, Berninapass, Flüela und Albula wieder nach Zernez: 211 Kilometer der Extraklasse -- oder in der Kurzversion 97 Kilometer ohne Flüela und Albula.
