STORYLINE
LAKE TAPPS, Wash. (AP) _ Neighbors of a Washington state man accused of gunning down 16 Afghan women and children in a nighttime rampage describe him as a family man, playing with his two kids outside his home.
Reporters swarmed a neighborhood in a rural, wooded community about 35 miles south of Seattle, as attorney John Henry Browne confirmed the suspect, his client, was Army Staff Sgt. Robert Bales from Lake Tapps, Wash.
Five days after the shooting, a senior U.S. official first confirmed Friday it was Bales, speaking on condition of anonymity because of the sensitivity of the investigation into an incident that has roiled relations with Afghanistan. Military officials had said throughout the week that it was policy not to release the name until charges were filed.
Kassie Holland, who lives next door, said she would often see Bales playing with his two kids and the family together at the modern split-level home.
My reaction is that I'm shocked, she said. I can't believe it was him. There were no signs. It's really sad. I don't want to believe that he did it.
He always had a good attitude about being in the service. He was never really angry about it. When I heard him talk, he said, it seemed like, yeah, that's my job. That's what I do. He never expressed a lot of emotion toward it.
Bales has not yet been charged. He was being flown Friday from Kuwait to a military detention center at Fort Leavenworth, Kan., the military's only maximum-security prison.
Military officials say the soldier received sniper training and is assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division, which is based at Lewis-McChord and has been dispatched to Iraq three times since 2003.
I kind of sympathize for him, being gone, being sent over there four times, Beau Britt, who lives across the street. I can understand he's probably quite wracked mentally, so I just hope that things are justified in court. I hope it goes OK.

Seattle is undergoing a transformation and no one knows what to do!
Last December, Dani Blackwell released Capitol Hill: An Artist's Life in Seattle as an e-book on Amazon. It starts with a hysterical outburst triggered by an incident at a drug-fueled party one muggy summer night at an apartment complex slated for demolition. From there it weaves into a messy, labyrinthine, stream-of-consciousness account of the author's experiences as she struggles to keep studio space, hold down jobs in the service industry and successfully date musicians in a city that systematically outpaces and out-prices her. Woven through the text are cameos of landmarks like Glo’s, Neighbors, the Hideout and the now-demolished 619 Western Building. In the current spasms of development, the book reads like a time capsule and frenetic love letter to a city.
However, since the project surfaced, the personhood behind it has remained cloudy. There are Dani Blackwell YouTube channel and social media accounts and the photos posted to Facebook suggest she attends parties and gallery openings all over town. The tone of her posts oscillates between juvenile smut and recollections of actual events in recent history. All of this content materialized out of nowhere alongside the publication of her book. It's unclear whether Blackwell is a conglomerate identity or a joke—but, like her book, she's definitely a work of fiction.

Help us document and support the new faces of homelessness and those at need in an effort to shed more light and awareness on this growing issue.
Tent cities are popping up all over America at rapid speeds (The National Law Center on Homelessness & Poverty announced that research showed a 1,342% increase in homeless encampments reported between 2007 and 2017).
I and my producing partner Mitch Koss got to check out the controversial Los Angeles Angel's Tent City located in Anaheim, California where more than 1,000 people are said to call this area home. Within minutes, we met a 34 year old college educated single Mom born and raised in Orange County, aka The OC, who is now 6 months in to living in her tent. She let us film inside her tent so we could show you this dangerous living environment. Also, I get tempted to buy a bicycle from Mike's Bikes, another locally born and raised OC native millennial now 3 years into living in tent city. He lives in a sub camp with his brother a contractor short on jobs and his fiancee who works full time in a local store.
Perhaps the reason why California, New York, Florida and Washington state account for so many homeless people is that homelessness is no longer simply the result of mental illness and / or addiction -- which it mainly was starting in the '80s when the mental ill were de-institutionalized, that is, tossed onto the streets, so the public didn't have to pay for their care.
Today homelessness is looking more and more like the result of income inequality, and the rising unaffordability it brings.
For example, the state of California has the world's 6th largest economy, which means there's a lot of accumulated wealth here. But last fall, the US Census Bureau said that when cost-of-living is factored in, California has the highest poverty rate in the nation, nearly 1 in 5 people... And nearly 1 in 8 residents of the US living in California:

Neighbors were shocked after a man was accused of killing his live-in girlfriend in Washington stat
Neighbors were shocked after a man was accused of killing his live-in girlfriend and posting photos of her lifeless body online.
David Kalac, 33, was arrested Wednesday night nearly 200 miles from the crime scene after a daylong manhunt.
Kalac online will be returned to Washington state after he surrendered to an officer in neighboring Oregon and waived extradition.
He was being held on $2 million bail in Portland on a second-degree murder charge. He waived extradition Thursday and will be returned to Port Orchard, Washington, west of Seattle, sometime later Thursday or Friday, said Lt. Steve Alexander of a sheriff's office in Portland.
Kalac is accused of killing Amber Lynn Coplin, 30, after an argument in their apartment.
He then posted photographs of her bloody, bruised body and commented about the killing online, said Scott Wilson, a sheriff's deputy in Washington. The images appeared on 4chan, an online bulletin board where hundreds of private pictures of nude celebrities appeared earlier this year.
Kalac wrote about strangling the woman and his plan to be fatally shot by police. He posted the comments and photos anonymously, but authorities confirmed they were from him, Wilson said.
The prosecutor's office didn't know yet if Kalac has an attorney.
An autopsy was being conducted Thursday.

In 2012, AECOM helped Baltimore in developing its CAP which contains strategies across the building, transportation and waste sectors to reduce carbon emissions. AECOM has been commissioned to do CAP's for jurisdictions across the United States, both large (such as Seattle, Washington, D.C. and the County of San Diego) and smaller (such as Albany, CA; Volusia County, FL). Neighbors: Prostitues moving to other neighborhoods
CINCINNATI (Angenette Levy) -- Pete Witte owns a business on Glenway Ave. in West Price Hill.
He said there are prostitutes who work in the neighborhood. But this week he said he's seen more women working the streets on Glenway, Warsaw Ave. and State Ave. Witte is concerned barricades that are meant to keep Johns from seeking out prostitutes in Over-the-Rhine are contributing to the uptick.
When you do a hardcore crackdown in an area where it's well-established they don't just go away. I think they go and try to set up shop in other parts of the city, Witte said Thursday.
In an email to Local 12 News, District 3 police Capt. Dan Gerard wrote, The barricades on McMicken have not been in place long enough to make any type of definitive statement as to their impact on Prostitution related crime in Price Hill or any other D3 neighborhood. It's too early to tell if the barricades have had an impact on Price Hill.
Pastor Jim Turner works to get prostitutes off the street at The Lord's Gym in Over-the-Rhine. He said prostitutes are migrating to other areas. But, Turner believes the uptick in prostitution cannot be solely attributed to the barricades in OTR.
Since the weather started to get nicer, we started to see a lot more activity in Lower Price Hill and the Warsaw area, Turner said.
A woman named Catherine used to work as a prostitute. She's been in recovery for a heroin addiction for a year. She's concerned about the women who are still on the streets. She said they don't want to be in the situations they're in but most are addicted to drugs.
You kind of get lost down here, Catherine said. There's a lot of crime, a lot of sexual predators. Most of these girls are just out there because they have an addiction...Nobody decides to be on the streets to do what they do. And then you get kind of stuck here so there has to be something to find a cycle to get them off the streets other than just move them around.
The addiction is powerful. Scarlet Hudson ministers to prostitutes in the evenings. She said there aren't enough resources to help men and women who are working as prostitutes with their drug addiction.
The addiction itself, there's not a lot of places that we can take a girl at night when she gets sick and tired of being sick and tired, Hudson said.
Thursday evening, Local 12 News saw seven girls working as prostitutes in less than 20 minutes in Price Hill along Glenway and Warsaw Aves. It's something Pete Witte said he'd like to see less of.
We have to make these girls feel better about themselves to get out of this line of work. Figure out a way to get off the drug addiction.
