Le bailliage de Guernesey (anglais: Bailiwick of Guernsey) est une dépendance de la couronne britannique dans la Manche au large des côtes françaises. En plus de l'île de Guernesey elle-même, il inclut également Aurigny, Sercq, Herm, Jéthou, Brecqhou, Burhou et d'autres petites îles. Avec Jersey, elles forment l'archipel connu sous le nom d'îles Anglo-Normandes.
Lors de la migration des Bretons vers l'Armorique au VIe siècle, ceux-ci occupèrent les îles de la Manche (alors appelées îles Lenur) qui se trouvaient sur leur route. À cette époque, Guernesey était appelée Lesia. Elle fit partie du royaume de Bretagne au IXe siècle, mais fut soumise aux incursions vikings dès cette époque. En l'an 933, le roi de France donna l'Avranchin et le Cotentin (dont dépendait Lesia/Guernesey) au duc de Normandie Guillaume Longue-Epée, à charge pour lui de les conquérir.
L'île de Guernesey et les autres îles Anglo-Normandes représentent les derniers vestiges du duché médiéval de Normandie, divisé depuis 1204 entre l'Angleterre et la France. Cette année-là, le roi de France Philippe-Auguste conquit la Normandie continentale, le roi d'Angleterre Jean sans Terre conservant quant à lui, les îles de la Manche. Malgré de nombreuses tentatives françaises, Guernesey et ses voisines resteront sous le sceptre du roi d'Angleterre, régnant ici sous le titre de « duc de Normandie ».
Ces îles furent les seuls territoires dépendants de la couronne britannique occupés par l'Allemagne durant la Seconde Guerre mondiale et furent le théâtre de l'Opération Ambassador.
Les bailliages de Jersey et de Guernesey ainsi que l'île de Man sont considérés par le Conseil de l'Europe (par le Bureau des Traités et ses services juridiques) comme des territoires dont le Royaume-Uni assure les relations internationales. Ces territoires n'ont pas la personnalité juridique internationale qui leur permettrait d'être partie à des traités du Conseil de l'Europe. En revanche, lorsque le Royaume-Uni est partie à un traité du Conseil de l'Europe, il peut (en accord avec les territoires concernés) déclarer que ledit traité s'applique (ou pas) à ces territoires.
L'absence de personnalité juridique ne veut pas dire pour autant qu'ils sont assimilés au Royaume-Uni, dont l'État a été formé par l'Union des anciens Royaumes d'Angleterre et d'Écosse et le Duché du Pays de Galles). Mais historiquement, le Duché de Normandie n'a jamais formellement cessé d'exister en tant quÉtat (devenu indépendant du Royaume de France) alors même qu'il ne subsistait plus ensuite que sur ses dernières terres insulaires.
Bien qu'auparavant regroupés sous l'appellation îles britanniques (British Isles, à ne pas confondre avec British Islands), les bailliages ont acquis une autonomie plus importante avec la création des États comme ici à Guernesey, indépendant des États de Jersey.
La question se pose donc aujourd'hui sur la reconnaissance des bailliages de la Couronne en tant qu'État, même dépourvus de personnalité juridique au plan international (ce qui semble ne plus être le cas depuis la création des États de Jersey, des États de Guernesey et de ceux de Man (noter le pluriel), et la modernisation en cours de l'ancienne législation médiévale.

A day on Jersey
I flew to Jersey for the day mostly to find the memorial to Portia Owen Hemery. Portia's father William Fitzwilliam Owen was granted Campobello Island and there is a memorial to Portia in St. Anne's Church on the island. She died and is buried on Jersey and her memorial there is in St. Luke's church. After finding the memorial I walked around St. Helier and the water front before flying back to Guernsey.
