Downtown SLO, Diablo Canyon and housing
Hello, I’m Charlene Rosales, your director of governmental affairs for the San Luis Obispo Chamber of Commerce, with this month’s legislative update.
This past month, we saw the approval of two concept plans - one for the Downtown and one for Mission Plaza - that were developed with a significant amount of community input and will serve as visionary roadmaps for the heart of our community. We have been tracking the progress on both of these plans over the past year, provided recommendations on several features in each, and are pleased to see the plans have been completed.
The Chamber was also at a recent California Public Utilities Commission hearing to discuss the closure of Diablo Canyon Power Plant. We reiterated our support for the long-term plan which includes resources to help create a more diversified and stable economy, post-closure.
In the coming month, the City of San Luis Obispo will be asking for your input on two issues that are important to the business community, the city’s fiscal health and cannabis.
The first is on Thursday, October 5th from 6-8pm at the Ludwick Center where there will be an informational session on the city’s projected $8.9 million budget gap. Staff will share plans to maintain a balanced budget and potential solutions to address rising pension costs which will climb to approximately $19 million dollars in the next 10 years – more than twice the current figure. This informational session is another step that the city is taking as it has in recent years to reduce its pension obligation, and part of the creation of a comprehensive Fiscal Health Response Plan.
The second is a public forum on the cannabis regulations that are being developed by the City of San Luis Obispo and is tentatively scheduled for the last week in October. The Chamber’s Legislative Action Committee will continue to study these regulations - as well as potential impacts to existing businesses - and will be providing input on how marijuana-related businesses will be regulated and taxed.
And finally, we would like to say, “thank you”, and acknowledge the many volunteers and community members that have answered our calls to action over the years, and in particular, over the last few months, to come together and share how much housing matters to you.
Housing has been a top Chamber priority for decades and this summer, the focus resulted in a tremendous number of individuals and community groups coming together to advocate for more housing. This included Chamber advocates and committee members, volunteers engaged with Dwell Forward, U40, the Economic Vitality Corporation and Home Builders Association of the Central Coast, as well as people that simply want to have the opportunity to live in and contribute to San Luis Obispo.
Just this summer two significant housing proposals – Avila Ranch and San Luis Ranch - received approval by the City Council through a not-so-short process that included:
• 46 city advisory body reviews;
• more than 100 community input sessions, meetings, presentations and neighborhood talks; and
• More than 250 Chamber volunteers shaping our housing policy positions
Because of these efforts, more than 1,300 new homes have been made possible.
While this is certainly not the end of our efforts, there have been significant steps taken and the homes that will be built will allow for more people to be part of the San Luis Obispo community.

Mission San Luis Obispo de Tolosa
Mission San Luis Obispo de Tolosa is the fifth of the California mission's founded by Father Junipero Serra, September 1, 1772. The Mission is Located in downtown San Luis Obispo, California. Named after Saint Louis, Bishop of Toulouse, France.
Starting in 1769, Spain built a chain of 21 missions across the length of Alta California from San Diego to Sonoma as a way of gaining a foothold in the new frontier. California’s mission era ended in 1834, but you can still see the architectural legacy that endures in the state’s red tile roofs, whitewashed walls, arched colonnades, and bell towers.
The missions were built approximately 30 miles apart—about a day’s journey by horseback covering 650 miles total. All 21 of them are open to visitors and feature a gift shop and museum, and most of them hold mass on Sundays..

Los Angeles Union Station (LAUS) is the main railway station in Los Angeles, California, and the largest railroad passenger terminal in the Western United States. Union Station is located on the original site of the Tongva village of Yaanga, which was believed to have been the largest of the Tongva villages. It opened in May 1939 as the Los Angeles Union Passenger Terminal, replacing La Grande Station and Central Station, and celebrated its 80th birthday in 2019.
Approved in a controversial ballot measure in 1926 and built in the 1930s, it served to consolidate rail services from the Union Pacific, Santa Fe, and Southern Pacific Railroads into one terminal station. Conceived on a grand scale, Union Station became known as the Last of the Great Railway Stations built in the United States. The structure combines Art Deco, Mission Revival, and Streamline Moderne style. It was placed on the National Register of Historic Places in 1980.
Today, the station is a major transportation hub for Southern California, serving almost 110,000 passengers a day. It is Amtrak's fifth-busiest station, and by far the busiest in the Western United States and the tenth-busiest in the entire country. Four of Amtrak's long-distance trains originate and terminate here: the Coast Starlight to Seattle, the Southwest Chief and Texas Eagle to Chicago, and the Sunset Limited to New Orleans. The state-supported Amtrak California Pacific Surfliner regional trains run frequently to San Diego and also to Santa Barbara and San Luis Obispo. The station is the hub of the Metrolink commuter trains, and several Metro Rail subway and light rail lines serve it as well, with more in construction or planning.
The Patsaouras Transit Plaza, on the east side of the station, serves dozens of bus lines operated by Metro and several other municipal carriers.
More than 100 people rally for health care reform in San Luis Obispo
More than 100 people gathered Wednesday night for a march and rally in San Luis Obispo.
They are demanding lawmakers move health care reform forward and create more jobs.
The group started at Mission Plaza around 4 p.m. and marched to the intersection of Monterey and Santa Rosa Streets, where they stayed until just after dark.
Protestors with ties to both political parties joined the festivities.
Their message may have echoed through the streets of downtown San Luis Obispo but it was meant for lawmakers in Washington, D.C.
We want them to finish health care reform and create jobs, said Organizer Tom Comar.
The protestors were pushing for both issues because they say the two go hand-in-hand.
Usually when you lose your job you lose your health care so these people are hurting, said Comar. Not only do they not have an income but they can't afford the high premiums of the insurers.
Overhauling health care has been no easy task, but some protestors say it starts with an overhaul of Medicare.
Make it more efficient, that will make it more cost-effective without effecting people's treatment, said Walter Heath, of the San Luis Obispo Chapter of Healthcare for All. There's an entire program in Medicare that's basically funded by private insurance companies which we don't really need it.
Still Wednesday's rally was meant for all, with both Republicans and Democrats coming together in support of change.
Health care effects you whether you're rich, poor, Democrat or Republican, said Comar. People who lose jobs, they don't lose jobs because they're Republican, they don't lose jobs because they're a Democrat.
A local effort to reignite a national issue, as the health care debate rages on.
It would help a lot of Americans if something at this point got passed, said Comar.
The group People United for Health Care and Jobs Now hosted the event.
It is planning another jobs March in April and says that too will be bipartisan.
