Fairview Park, Costa Mesa, California Vernal Pools 2010
Here is a great video by Costa Mesa TV from 2010 about the vernal pools of Fairview Park.
Not only are they home to the federally listed endangered San Diego and Riverside fairy shrimp but Pacific Chorus Frogs, and Western Toads. They also happen to have rare native plants and grasses like little mouse tail, prostrate navarettia, woolly marbles, mud nama, button celery, and orcutt's grass. When filled with water they are important stopovers for migrating birds.
An interesting fact about vernal pool 1 is it's the largest coastal vernal pool west of the Mississippi.
San Diego fairy shrimp were first discovered in Fairview Park in 1994, 3 years before they were listed as an endangered species. 1 year after they were discovered, the vernal pools were delineated (1995). You can view one of the first color vernal pool maps drawn circa 1998 at the following link:
In 2002, 3 more vernal pools were discovered on the east side of the park and are currently being studied by biologists.

Although the video shows the master plan administrator and the host of CMTV 24 enter the pool, please do not do this. There are keep out signs around the pools for a reason. Only biologists with the right permit are allowed to go in. Enjoying the park on designated trails ensures that more people from generations to come can enjoy the last of Costa Mesa's open space.

Saving Fairview Park
This is our most ambitious and comprehensive video to date involving a total of 19 interviews of public officials, experts and lovers of Fairview Park. We worked over a period of 2 ½ months and are now happy to present both sides of one of the most complex and emotion driven topic ever waged in Costa Mesa.
For the first time in its history, this November Costa Mesans will be deciding the future of a 208 acre crown jewel located on the west side of Costa Mesa by voting on two competing ballot measures called Measure AA and Measure BB.
Measure AA is sponsored by the Fairview Park Preservation Alliance “An Initiative Requiring Changes in Use at Fairview Park be Subject to Voter Approval”. and Measure BB is sponsored by the Costa Mesa City Council “Costa Mesa Measure Prohibiting Athletic Fields at Fairview Park”
Many environmentalists and concerned residents have invested many years of their lives trying to preserve this park and keep it in its natural state. Their efforts have concentrated on fighting a city trying to accommodate a big need for more sports fields, and fighting potential land developers who are salivating at the thought of turning this multi-billion dollar vast area into sport complexes, homes and ball fields. The environmentalists say the area is rich in history, home to a number of endangered species and is considered sacred land once occupied by Indians. And to others, it is just a dirt field needing a major makeover.
Shooting began July 26th and ended October 9th.

Save Fairview Park - Vote YES on Costa Mesa Measure AA
Learn why Costa Mesa Measure AA is the only measure on the ballot that truly save Fairview Park from planned developments.
Measure BB was created by the Costa Mesa city council majority of Steve Mensinger, Jim Righeimer and Gary Monahan, and BB's purpose is to confuse voters and give a select few the power to enable future development at Fairview Park.
Here's a comparison of the two measures:
- Who's behind the measures?
Measure AA was written by a group of Costa Mesa residents and qualified for the ballot by Costa Mesa residents.
Measure BB was written by lawyers hired by the City of Costa Mesa at the request of Jim Righeimer and the city council majority (3-2)
- What are the purposes of the measures?
Measure AA's purpose is to allow residents to have a voice in deciding on any SIGNIFICANT changes to Fairview Park. EXEMPT are trash cans, picnic benches, and anything for safety or maintenance.
Measure BB's purpose is to compete with the citizens' Measure AA, confusing the residents by entitling their Measure BB -
'No Athletic Fields' when Measure BB would allow for sport facilities not 'organized'.
- What does each Measure do?
Measure AA Protects the biological and archaeological resources while allowing a natural open space for everyone to enjoy. Any 'Significant' changes to Fairview Park must come before a vote of the people.
Measure BB Allows for paving, grading, playgrounds, parking lots, artificial lighting, and much more concrete with no vote from residents. There are many projects in the Fairview Park Master Plan that residents do not want but would be implemented anyway - like a parking lot north of Placentia entrance.
- Does Measure AA prevent ADA compliance?
Measure AA states compliance with all state and federal laws.
Fairview Park is currently ADA compliant. If any new significant changes were voted on by the residents, all ADA state and federal laws would be followed.
Measure BB states adding new ADA facilities for more accessibility even though Fairview Park is currently already ADA compliant.
( This 'addition' could allow for more unnecessary paving/grading, concrete and habitat loss. This is worrisome to us residents, since the city has filled/graded a canyon illegally and council has voted to put an 8-foot concrete road in w/4 foot buffers on either side - that's 16 feet cut right through coastal sage scrub and California Gnatcatcher habitat.)
Measure AA requires a public vote on SIGNIFICANT changes only, with exemptions for safety and maintenance. Significant changes include things like new amenities, expansion of parking lots, installation of utility lines.

Homeless in Costa Mesa
On March 28, 2018 hundreds of concerned residents of Costa Mesa and surrounding cities attended an emergency City Council meeting at the Senior Center to respond to Orange County Supervisor Shawn Nelson and state Sen. John Moorlach proposal to convert the Fairview Development Center into an emergency homeless shelter. The hope was to solve most of Orange County’s homelessness problem but the plan was met with a loud outcry of protest from all over the city and on social media. At the conclusion of the meeting, the Council unanimously rejected the proposal and the authors retracted it.
Needless to say, the problem has not gone away nor is this a closed issue and nobody knows what the State will do with the facility.
Costa Mesa Brief was on the scene to collect reactions to this proposal and hear what the residents have to say.
Fairview Airstrip Upgrade
After the successful completion of the Surama airstrip the go ahead was given to proceed with the Fairview Airstrip, also referred to as the Iwokrama Aerodrome. JR Ranch contacted Soil Solutions to provide technical assistance as well as the Engineered Base Stabilizer (EBS) to preserve the finished surface from degradation and loss of fine material, provide dust suppression, prevent aircraft damage all on an improved surface, which is usable year round in any weather conditions.

Costa Mesa, called - The City of the Arts - is home to the Orange County Performing Arts Center, the new Segerstrom Hall, South Coast Reparatory to name a few and is hosts the local Pacific symphony orchestra, Pacific Chorale and many touring performances each year.
But the flourishing Arts community is not all Costa Mesa has to offer .
Costa Mesa is really unique because of its open spaces and weather (HERE GO TO FOOTAGE OF THE PARK AND SKIP TO HIS ANSWER) We are here at one of my favorite parks, actually my fave park (again cover with broll and skip ahead) the reason is that we have great ocean breezes, were close to talbert (continue through to end) by bike to the beach
The wide open space and calm ocean breeze also makes Costa Mesa the perfect destination for model airplane fliers
I love coming out here because its wide open space, plenty of room to fly, friendly people and a great field to fly
The city is also home to the Orange County Fairgrounds, which a local foundation hopes to purchase from the state in order to assure continued recreational use of the property.
I grew up here and I love Costa Mesa and it has so much to offer.
A variety of neighborhoods and commitment to diversity makes Costa Mesa one of the more accessible cities in Orange County, with housing in every price bracket. The Distribution and Ecology of Vernal Pools
From the cracked mud and seemingly barren plains comes an eruption of color on the alluvial terraces of the Great Valley of California. A succession of rainbows of color in concentric rings around the drying vernal pools -- small, rain-filled depressions with an impermeable layer of clay,hardpan or volcanic material that prevents the water from percolating downward -- vernal pools support a flora and fauna found nowhere else on the face of this planet. Vernal pools were once widespread in the Great Valley, as were the wildflowers that characterize these unique habitats; about 90% of the state's vernal pools are now gone.
Enjoy a program on this fascinating habitat by one of the state's authorities on the subject. Carol Witham, editor of Ecology, Conservation, and Management of Vernal Pool Ecosystems, will present a slideshow on the distribution, ecology, and unique flowers and aquatic organisms of vernal pools.

Happy Trails - Canyon Park
Great skills and fitness loop only a mile from home. Including the bluff at Fairview Park you can pack in 12 miles of dirt riding in just about an hour. Add in the Huntington Beach Pier and you can ride a twenty-two mile loop. Excellent interval training. Climbs are one or two minutes plus some flat to get in those miles.

Public Hearing on Closure of Fairview Developmental Center
On February 6, 2016 there was a Public Hearing to discuss the Closure of Fairview Developmental Center (FDC). This seven hour event began at 10 am and provided a forum for anyone to speak for up to 5 minutes on the topic of the Fairview Developmental Center. We covered the first 3 hours and recorded testimonials from 40 speakers. All except for one, gave glowing reports about the facility.
The FDC is located on 114 acres of state-owned land in Costa Mesa. It was opened in 1959 and currently serves approximately 270 people with developmental and intellectual disabilities.
FDC is one of four State-operated facilities within the Department of Developmental Services (DDS) and is a multi-disciplinary, service-oriented residential facility licensed by the California Department of Public Health. FDC provides general acute care, skilled nursing care, intermediate care, and acute crises services to individuals with Intellectual and Developmental Disabilities.
