Alliance is a city in the U.S. state of Ohio. Most of the city is located in northeast Stark County while a small portion is in adjacent Mahoning County approximately 16 miles northeast of Canton, 27 miles southwest of Youngstown and 51 miles southeast of Cleveland. The population was 22,322 as of the 2010 census. Alliance was established in 1854 by combining three smaller communities. The city was a manufacturing and railroad hub for much of the 20th century and is also associated with the state flower of Ohio, the scarlet carnation, and is known as The Carnation City.     Moundsville is a city in Marshall County, West Virginia, along the Ohio River. It is part of the Wheeling, West Virginia metropolitan area. The population was 9,318 at the 2010 census. It is the county seat of Marshall County. The city was named for the nearby ancient Grave Creek Mound, constructed 250 to 100 BC by indigenous people of the Adena culture.Moundsville was settled in 1771 by English colonists Samuel and James Tomlinson. Fostoria Glass Company was headquartered in Moundsville from 1891 to 1986. The retired West Virginia State Penitentiary operated in Moundsville from 1867 to 1995.
