Xiangkhouang is a province of Laos, located in the Xiangkhouang Plateau, north-east of the country. Originally known as Muang Phouan, the present capital of the province is Phonsavan.
Travel during July to September you get to see more greenery in the country side, plus quiet and the price of accommodation are more inexpensive. October to February is the best time to visit Laos. but there are many travelers.

Most heavily bombed place ever, with some random stone jars in Laos:
Phonsavan (Lao: ໂພນສະຫວັນ) (population 37,507)[1] is the new capital of Xieng Khouang Province, Laos. The name stands for hills of paradise.
Phonsavan is the provincial capital of Xieng Khouang province. The countryside is soon dominated by green hills and pine forests. Villages consist of colourful wooden houses. Cattle raising is one of the main agricultural activities and Hmong cowboys with brown and violet cowboy hats are a common sight. During Hmong New Year there are even bullfights in the city. Phonsavan was built in the late 1970s and replaced the old Xieng Khoung (today: Muang Khoun) which had been destroyed during the Second Indochina War. Phonsavan's most famous attraction is the nearby Plain of Jars, which has been nominated for UNESCO World Heritage status.[2] The main economic activity in Phonsavan is based on government administration, mining companies from China and Australia, tourism and the work of NGOs related to UXO clearance.

Drone flights over the Plain of Jars
The Plain of Jars is a unique and mysterious series of archaeological sites over Xieng Khouang Province in central Laos, featuring thousands of giant stone jars spread out in over 100 sites.
This footage was captured using the Parrot Bebop, flying over Sites 1, 2 and 3, and the quarry site of Phu Keng around the vicinity of Phonsavan. Only 8 of of the sites are open to public, because much of this province still contain unexploded ordnance dropped by US forces during the Vietnam War - in fact in the video you can see some of the bomb craters and trenches left behind as a result of the war. De-mining activities still continue today, and in fact during one of the flights there was a team within earshot blowing up an uncovered bomb, so UAVs like these will play an important role for safely surveying areas that have not been cleared of explosives yet.

Here I take a look around site one of the Plain of Jars on the outskirts of the town of Phonsavan in the central mountains of Laos on the Xieng Khuang Plateau. The Plain of Jars is dated to the Iron Age (500 BC to AD 500) and is one of the most important prehistoric sites in Southeast Asia. The jars vary in height and diameter between 1m and 3m and are all hewn from rock. Their shape is cylindrical with the bottom always wider than the top and are all made of sandstone.
Between 1964 and 1973, the Plain of Jars was heavily bombed by the U.S. Air Force operating against supposed North Vietnamese and Pathet Lao communist forces. The U.S. Air Force dropped more bombs on Laos, primarily the Plain of Jars, than it dropped during the whole of World War II. This included 262 million anti-personnel cluster bombs. An estimated 80 million of these did not explode and remain a deadly threat to the population Laos to this day.........
