Rainmaking operation which began Wednesday has helped to ease the persistent drought plaguing southwest China's Yunnan Province.
Since Wednesday evening, meteorological crews have started to monitor the weather condition to choose the ideal rainmaking time at the Fumin County work post. By Thursday noon, four rounds of rainmaking operations had been successfully conducted at the station.
In Yunnan's capital city Kunming, 44 rounds of rainmaking operations were conducted between 20:00 Wednesday and 14:00 Thursday. The effort successfully brought light rain to most part of the city as well as lowering the risk of forest fire. The heaviest rainfall recorded in Luquan County reached 8.2 millimeters.
According to the Kunming Meteorological Bureau, over the past four days, a total of 74 rounds of rainmaking operations have been conducted at 50 locations in 36 counties across the province.
With favorable weather condition, the areas have all witnessed rain or snow ensuing the operation.
Staff at Kunming's 24 rainmaking posts are working around the clock to ensure sufficient water supply for the city, maintain reservoir capacity at proper level and guard forests against possible fires, said He Guangming, staff at the Weather Modification Center of Kunming Meteorological Bureau.

Forest police used a helicopter for the first time to air inspect the drought situation of a reservoir in Kunming, capital of southwest China's Yunnan Province recently as the province has been hit by drought for three consecutive years.
The helicopter mainly inspected Yunlong reservoir which is located in Luquan County, 138 km away from the provincial capital city of Kunming, and is a major project in the development of China's western regions. The reservoir has a capacity of 484 million cubic meters.
The helicopter flew 3000 meters high smoothly above sea level and and more than 1000 meters above ground, and then hovered 500 meters above the reservoir. The white cylindrical device attached beneath the helicopter, dubbed Sky Eye, is the infrared camera for collecting and storing information.
Through air inspection, we can see that the water level in the reservoir this year is the lowest in three consecutive years and forest fire prevention task is very rigorous, said Rong Youlin, deputy commander of the Kunming Forest Fire Prevention Headquarters.
In addition, a police patrol vessel has also joined the effort to prevent forest fire and protect water resources.

Shijiazhuang, formerly romanized Shihkiachwang, is the capital and largest city of North China's Hebei Province. Administratively a prefecture-level city, it is about 263 kilometres southwest of Beijing, and it administers 8 districts, 2 county-level cities, and 12 counties.

Party and Prosperity Dreams in Rural China: Poverty Alleviation Campaigns in Yunnan

Abstract: Since the 18th Party Congress, President Xi Jinping has made poverty alleviation as one of the national priority agendas and promised to build China into a moderately prosperous society. As usually happens with important central government initiatives, the poverty reduction policy has also been implemented through a campaign mode. The public policy slogan crafted for the local government was “identify the real poor, assist the real poor and ……” (kanzhen pin, fuzhen pin and zhenfu pin). This slogan has introduced a new element in China’s developmental discourses by focusing on the real poverty than the earlier objectives of rising general income levels. The local party cadres were assigned with the responsibility of designing a comprehensive approach towards poverty alleviation efforts. It seems that the local cadres have been able to adopt a composite set of programmes which included educational assistance, health care services, cash transfers for housing and income earning opportunities in the villages.
This paper, was based on her recent field- visit to Kunming and Jiulong town in Luquan county of Yunnan province, and examined how the township government has devised a new approach for poverty reduction in the mountainous areas by synergizing party, enterprises and farmers. This multi-pronged approach has a composite perspective where poverty is seen as arising from set of local factors than a mere problem of low income levels. Therefore,the thrust of the new policy is to encourage cooperative farming, infrastructure development,and educational assistance. While these policies are beginning to show significant outcomes, their long term viability can only be tested with time. The paper elaborated on the cooperative farming of the specific local agrarian products such as tobacco and medicinal herbs; prevention of migration through local employment generation in the villages; compulsory primary education; and promotionof tourism through Yi and Miao culture relics.

Yi people
The Yi or Lolo people are an ethnic group in China, Vietnam, and Thailand. Numbering 8 million, they are the seventh largest of the 55 ethnic minority groups officially recognized by the People's Republic of China. They live primarily in rural areas of Sichuan, Yunnan, Guizhou, and Guangxi, usually in mountainous regions. As of 1999, there were 3,300 Lô Lô people living in Hà Giang, Cao Bằng, and Lào Cai provinces in northeastern Vietnam.
The Yi speak various Loloish languages, Sino-Tibetan languages closely related to Burmese. The prestige variety is Nuosu, which is written in the Yi script.
