The Shire of Moira is a local government area in the Hume region of Victoria, Australia, located in the north-east part of the state. It covers an area of 4,045 square kilometres and at the 2016 Census had a population of over 29,000. It includes the towns of Cobram, Nathalia, Numurkah, Tungamah and Yarrawonga. The 28,500-hectare park is located adjacent to the Murray River near the town of Barmah, approximately 220 kilometres north of Melbourne. The park consists of River Red Gum forest and wetlands. The area is subject to sporadic flooding from natural and irrigation water flows.
