The city was master-planned by the noted American landscape architect and planner Frederick Law Olmsted Jr. The city is located along the Southern California coastline of the Pacific Ocean. Constructed in 1926, it comes under the direct control of United States Coast Guard which is responsible for operating and maintaining it.

It was constructed because the potentially fatal surrounding water claimed the lives of many seamen in disastrous and unfortunate accidents.

It was also honored on the National Register of Historic Places in 1979.
